The award shall be designated as “ Subhash Chandra Bose Aapda Prabandhan Puraskar Award.” 3. Only Indian nationals and Indian institutions are eligible to apply for the award. Institutions, voluntary organizations, corporate entities, academic/ research institutions, response/ uniformed forces or any other institution may apply as an institution for the award. 4. The candidate for the award must have worked in any one or more of the following areas of Disaster Management: a. Saving human lives. b. Reduction in impact of disasters in terms of loss of lives, live stock, livelihoods, property and adverse socio-economic effects on communities. c. Mobilization and provision of resources for effective response during disasters. d. Immediate relief work in disaster hit areas and communities e. Effective and innovative use of technology in any field of disaster management. f. Disaster mitigation initiatives in hazard prone areas. g. Capacity building of communities for response and risk reduction. h. Early warning systems and dissemination of disaster risk information to people on real time basis. i. Scientific/ technical reaserch and innovation in any field of disaster management. j. Post-disaster recovery and rehabilitation k. Continued availability of critical infrastructure and basic services during disasters. l. Creating awareness among the masses for preparedness against disaster. m. Any other area related to Disaster Risk Management. 5. The procedure for applying shall be: a. The application for the award shall be filled online on www.ndma.gov.in b. Any Indian national or institute can nominate a candidate for consideration for this award. Candidate can also self nominate themselves. c. The application can be filed between 1st July to 31st August each year. 6. a. There will be up to three awards to be conferred every year. Both Institutions and individuals are eligible for these awards. b. In case the winner being an Institution, it shall receive a certificate and a cash prize of Rs.51 lakhs. This cash prize shall be utilized by the winning Institution for Disaster Management related activities only. c. In case of the winner being an individual, winner shall receive a certificate and a case prize of Rs.5.00 lakhs.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] d. An application by an Institution does not debar any individual from that institution to apply for the award in his individual capacity. 7. The award shall be announced on 23rd January each year, on the birth anniversary of Netaji Subhash Chandra Bose. 8. A Screening Committee may be constituted by Member Secretary/ Member NDMA who shall screen all the application received and will present the same to the Jury. 9. The Jury shall comprise of the following:- a. Cabinet Secretary (Chairman) b. Additional Principal Secretary to the Prime Minister c. Home Secretary d. Defence Secretary e. Two external experts to be nominated by the Home Minister f. Member/ Secretary, NDMA 10. The recommendations of the Jury shall be submitted to the Prime Minister for approval and the certificate of the award shall be signed by the Prime Minister. 11. The names of those persons, upon whom the award to be conferred, shall be published in the Gazette of India and the Register there of maintained under the direction of the Government of India. 12. General Terms and Conditions: a. A candidate can be disqualified for a period of up to three years, if any information provided by the candidate is found to be incorrect, wrong or false in any manner. b. The screening committee or the Jury may seek clarifications on the application/ documents submitted by the candidate. c. Applications submitted after the due date shall not be accepted. d. The Jury reserves the right to reject any application. e. Grievances shall be addressed by the Secretary, NDMA, whose decision in the matter shall be final and binding. f.
