47-31/2012-DM-III.—Preamble: The Government of India recognizes the need to evolve a participatory process of decision making in disaster management with active involvement of the Central & State Governments and stakeholders including people representing different interests in the field of disaster management. An institutional mechanism to address this need will not only strengthen the disaster management structure and institutions all over the Country but also will strengthen the federal polity and democratic governance in the larger interest of its people. Accordingly, a multi-stakeholders and multi-sectoral National Platform for Disaster Risk Reduction (NPDRR) was constituted by Government of India vide resolution dated 26th February, 2013. The original Resolution was amended from time to time in order to have wider participation of different stakeholders. Recently, the Government of India has undertook a thorough review in the list of members of NPDRR and it has been decided to consolidate all the previous amendments and to issue a revised comprehensive Resolution on constitution of the NPDRR.I 7 Resolution:In supersession of Ministry of Home Affairs’ Resolution dated 26th February, 2013 and subsequent amendments dated 5th April, 2013, 17th March, 2015, 25th May, 2015 and 17th January, 2017 except as respect things done or omitted to be done before such supersession, the Government of India has decided to reconstitute the multi- stakeholders National Platform for Disaster Risk Reduction (NPDRR). A list of Members of NPDRR is at Annexure-I. 3. The functions of the NPDRR shall be— i. To review the progress made in the field of disaster management from time to time. ii. To appraise the extent and manner in which the Disaster Management Policy has been implemented by the Central and State Governments, and other concerned agencies, and to give appropriate advice in the matter. iii. To advise regarding coordination between the Central and State Governments/UT Administrations, State Governments, local Governments and civil society organisations for development of Disaster Risk Reduction. iv. To advise suo-motu or on a reference made by the Central Government or any State Government or a Union Territory Administration on any question pertaining to disaster management. v. To review the Disaster Management Policy. 4. For the discharge of these functions, the Platform may i. call for information and comments from any government institution, any other organization or an individual. ii. appoint committees or groups comprising members of the Platform and/or others as may be necessary, and iii. commission through the Central Government or any other agency, studies, research or reports on any specific issue requiring the attention of the Platform or its Committees or groups. 5. a) Tenure: The tenure of the platform shall be up to 2030. b) Casual Vacancies: i. All casual vacancies among the members, other than ex-officio members shall be filled by the Authority or body which nominated or elected the members whose place falls vacant. ii. The person nominated or elected to a casual vacancy shall be a member of the Platform for the residue of the term for which the member whose place he fills would have been a member. c) Meeting: The Platform shall meet once in three years. However, the power to relax the condition shall rest with the Chairman of NPDRR. d) Agenda: i. The Agenda, the explanatory Memorandum and the Record of proceeding/Minutes of the meeting shall be prepared and circulated by the Ministry of Home Affairs (Disaster Management Division). ii. The Agenda and the explanatory Memorandum will ordinarily be circulated to all the members at least 10 days before the date of the Meeting of the Platform. e) Procedure: The Platform will adopt its own procedures in respect of matters not provided for above. f) General: No proceedings of the Platform shall be invalid merely on the ground of procedural defect or vacancy under any category of membership.
