जलए तथा आधार (जवत् तीय और अ य सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजय त पदरिान) अजधजनयम, 2016
(2016 का 18) (जिसे इसमें इसके पश्चात् उि अजधजनयम कहा गया ह)ै की धारा 4 की उपधारा (4) के खडं (ख) के उपखंड

अत:, अि, आधार (जवत् तीय और अ य सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजय त पदरिान) अजधजनयम,
2016 (2016 का 18) की धारा 4 की उपधारा (4) के खंड (ख) के उपखंड (ii) के साथ पदठत सुिासन के जलए आधार
अजधप्रमाणन (समाि कल्याण, नवाचार, ज्ञान) जनयम, 2020 के जनयम 5 के अनुसरण म,ें उि सजचवालय सुरक्षा संगठन,
गृह मंत्रालय जनम्नजलजखत अजधसूजचत करता ह,ै अथाित ् :--
(क) उि सजचवालय सुरक्षा संगठन, गृह मंत्रालय, उि अजधजनयम में यथा उपिंजधत इसमें अजधप्रमाणन के
प्रयोिन के जलए आधार संख्या धारक की सहमजत प्राप्त करेगा ;
(ख) उि जनयमों के जनयम 3 के उपजनयम (2) के अनुसार, आधार अजधप्रमाणन स्ट्वैजछिक आधार पर ह ै तथा
सजचवालय सुरक्षा सगं ठन, गृह मंत्रालय आधार संख्या धारक को पहचान के वैकजल्पक और साध्य साधनों,
अथाित ्‘पेन काड’ि या ‘मतिाता पहचान पत्र’ या ‘पासपोटि’ या ‘जवभागीय पहचान पत्र’ के िारे में सूजचत करेगा
तथा आधार संख्या धारक को आधार अजधप्रमाणन से इनकार करने, या असमथ ि होन े पर दकसी सेवा से मना
नहीं करेगा ।
2. यह अजधसूचना रािपत्र म ेंइसके प्रकािन की तारीख से प्रभावी होगी ।

NOTIFICATION
New Delhi, the 1st August, 2025
S.O. 3663(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to
establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the Ministry of Electronics and Information Technology, Government of India, after
consultation with the Unique Identification Authority of India, had allowed vide its letter No. e.F. No. 13(2)/2020-
EG-II(Vol-V) dated the 3rd April 2025 to the Secretariat Security Organisation, Ministry of Home Affairs,
Government of India for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for
Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that
the said Secretariat Security Organisation, Ministry of Home Affairs may be allowed to perform authentication and
be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and
notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of
the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)
(hereinafter referred to as the said Act);
And whereas, the Aadhaar authentication shall be performed for usage of digital platforms to ensure
good governance (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said
rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said
Secretariat Security Organisation, Ministry of Home Affairs shall perform the Aadhaar authentication only for the
purpose of identification of persons for issue of Smart Cards and Visitors Passes;
Now, therefore, in pursuance of rule 5 of the Aadhar Authentication for Good Governance (Social welfare,
innovation, knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the
Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) the said
Secretariat Security Organisation, Ministry of Home Affairs hereby notifies the following, namely: —
(a) the Secretariat Security Organisation, Ministry of Home Affairs as provided in the said Act, shall
obtain the consent of the Aadhaar number holder for the purpose of authentication herein;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
(b) as per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis and the
Secretariat Security Organisation, Ministry of Home Affairs shall inform to the Aadhaar number
holder of alternate and viable means of identification namely ‘PAN Card’ or ‘Voter ID Card’ or
‘Passport’ or ‘Departmental Identity Card’ and shall not deny any service to the Aadhaar number
holder for refusing to, or being unable to, undergo Aadhaar authentication.
2. This notification shall come into effect from the date of its publication in the Official Gazette.
