## Report on Tariff Authority for Major Ports Notification **1. Executive Summary:** This report analyzes a notification issued by the Tariff Authority for Major Ports (TAMP) regarding a corrigendum to an order concerning Syama Prasad Mookerjee Port (SPMP), formerly Kolkata Port Trust (KOPT). The notification addresses printing errors in a previous gazette notification (Gazette No. 162) related to remissions on compensation charges and license fees for land allotted in the Dock Interior Zone at Haldia Dock Complex (HDC). The core purpose of this notification is to correct inaccuracies in the published record to ensure accurate implementation of the original order. **2. Introduction:** This report provides an analysis of a notification published in the Gazette of India, specifically addressing a corrigendum related to an order passed by the Tariff Authority for Major Ports (TAMP) concerning Syama Prasad Mookerjee Port (SPMP). This analysis is based solely on the provided text of the notification. **3. Policy Overview:** * This notification serves as an amendment to an existing order, Order No. TAMP602020SPMP KOPT, dated 16 March 2021. * The core objective of the original order (inferred from the notification) is to allow remissions on compensation charges and license fees on land allotted to customers in the Dock Interior Zone at Haldia Dock Complex (HDC). **4. Background and Rationale:** This notification addresses printing errors discovered in the published Gazette Notification (No. 162) related to the original order. The rationale for this amendment is to correct these errors to ensure accurate understanding and implementation of the original order. Without the correction, the wrong port could be associated with the order, and the Case No. will be incorrect, creating further confusion. **5. Key Provisions / Changes:** This notification is a *corrigendum*, meaning it solely focuses on correcting errors. The changes introduced are: * **Specific Part of Original Policy Affected:** The notification directly amends the English version of Gazette Notification No. 162, specifically the Case No. and the Name of the Port mentioned below the subject Notification. * **New Rule/Provision (Correction):** * The Case No. should be read as "TAMP602020SPMP KOPT" instead of "TAMP532020DPT". * The Name of the Port should be read as "Syama Prasad Mookerjee Port" instead of "Visakhapatnam Port Trust." * **Effect of the Change:** This correction ensures that the Gazette accurately reflects the original order's intended subject matter, which is the SPMP (formerly KOPT) and not the Visakhapatnam Port Trust. This avoids confusion and ensures that the remissions are correctly applied to the intended port and its stakeholders. **6. Target Audience and Stakeholders:** The target audience and stakeholders directly affected by this notification and the underlying order include: * Syama Prasad Mookerjee Port (SPMP), formerly Kolkata Port Trust (KOPT). * Customers allotted land in the Dock Interior Zone at Haldia Dock Complex (HDC) who are eligible for remissions. * Tariff Authority for Major Ports (TAMP). * Potentially, other major ports in India, as TAMP decisions can serve as precedents. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Tariff Authority for Major Ports (TAMP) is responsible for issuing the original order and this corrigendum. The Dte. of Printing at the Government of India Press is responsible for uploading and the Controller of Publications is responsible for publishing the Gazette. * **Timelines/Procedures:** The original order was passed on September 15, 2021, and the corrigendum was notified on September 16, 2021. The notification instructs readers to read the English Version of the Gazette Notification with the changes specified. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this corrigendum is to rectify errors in the published Gazette Notification to ensure accurate understanding and implementation of the original order regarding remissions for SPMP customers in the HDC. The impact of this change is to prevent misinterpretation of the order and ensure that the correct port and stakeholders benefit from the remissions on compensation charges and license fees. **9. Conclusion:** This notification serves as a crucial corrigendum to a previous order concerning remissions for Syama Prasad Mookerjee Port (SPMP). By correcting printing errors in the Gazette Notification, this amendment ensures that the original order is accurately understood and implemented, benefiting the port and its customers in the Haldia Dock Complex. This notification, while seemingly minor, is significant for maintaining the integrity and accuracy of official government publications and ensuring fair application of policies.
