On this occasion, West Bengal Chief Minister Shri Suvendu Adhikari, Union Home Secretary Shri Govind Mohan, and Intelligence Bureau Director Shri Mahesh Dixit, along with many other dignitaries, were present. In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah said that the implementation of the new criminal laws had already begun across the country, but the previous government of West Bengal had not issued the notifications for the same. He said that the previous government did not allow this to happen because as soon as the new criminal laws were implemented, the empire of syndicates, cut money, toll tax and fear here would have been shattered. In the West Bengal elections, we had promised the people that we would provide a government of trust, not fear. As soon as Chief Minister Shri Suvendu Adhikari assumed office, the first thing he did was to implement the Naveen Nyaya Sanhita in the state, which marked the beginning of a government of trust in place of fear. Shri Amit Shah said that today, through an exhibition here, it has been explained how three Naveen Nyaya Sanhita will protect citizens, their property and their dignity. He said that under the previous government’s rule, this state which once resonated with Rabindra Sangeet lived in fear of bomb blasts and acid attacks took place here. Whether it was the barbarity at RG Kar Medical College, the suffering of Sandeshkhali,the rape at Durgapur Medical College or the molestation at South Kolkata Law College, the government took no action. Shri Shah said that now, after the change of government here the laws are also changing and after 15 years the rule of law will once again be ensured in the state. Prime Minister Shri Narendra Modi had given the message that there would be a rule of trust, not fear, and that is now being seen taking shape on the ground in West Bengal. Union Home Minister said that we have incorporated the use of technology in the new criminal codes, which will provide the police with more technical evidence during investigations and thereby speed up the delivery of justice. Legal provisions have been made in these codes to reduce the time taken in prosecution, policing and the justice system. He said that after the full implementation of the Naveen Nyaya Sanhita in the state within two years, justice in any FIR will be available up to the Supreme Court within three years. Provisions for Zero FIR and e-FIR have been made, the biggest beneficiaries of which will be the girls, sisters and daughters of this state studying outside, victims of banking fraud, and citizens of West Bengal working anywhere in the country. Shri Amit Shah said that the new justice system is not punishment-centric but victim-centric. He said that priority has been given to women and children in these laws. Forensic visit and report have been made mandatory in all cases where the prescribed punishment is more than 7 years. Courts are now judicially bound to accept all e-documents. Justice was not delivered even after three decades in the Sikh riots, it took 26 years to get justice in the Bhopal gas tragedy, and 32 years in the Ajmer gang rape case. Now, with these three Ts – Technology, Transparency and Timeline – the entire justice system is going to change. Union Home Minister and Minister of Cooperation said that two things are happening in West Bengal. First, the judicial system is changing, and the elimination of toll tax, syndicate, cut money & corruption is taking place, and the government appears to be standing with the people. He said that earlier there was the rule of the cadre here; even during the previous’ rule there was the rule of the cadre, and in the previous government there was the rule of the goons’ cadre. Now, under CM Shri Suvendu Ji’s government, the rule of law has been established. He said that Bengal has now moved forward on the path of law. He said that now our government is here, and within six months we will grant citizenship to the Hindu, Sikh and Jain refugees who have come from Bangladesh. Shri Amit Shah said that the Ministry of Home Affairs of the Government of India has given the authority to grant citizenship to eight collectors of the West Bengal government. All the refugees will definitely be granted Indian citizenship with dignity. It is the firm decision of our government in West Bengal that we will identify and expel every single infiltrator from the state. Union Home Minister said that we needed land for border security, which we have received. West Bengal government has given approximately 1,129 acres of land for fencing. The Bengal government has also assured cooperation with the committee formed on demographic change. To stop cut money and illegal commissions, Shri Suvendu Adhikari Ji has started a toll-free number. Call this number to complain against those demanding cut money; our West Bengal government will put those taking cut money behind bars. We have also started a toll-free number here for the syndicate, and we have started a toll-free number for those collecting road tax as well. These three toll-free numbers will uproot and throw away forever the culture of those taking cut money, syndicate money and toll tax from West Bengal. Shri Amit Shah said that we had told the potato-growing farmers that no one will now stop your potatoes from going to Odisha, Jharkhand and Bihar. Shri Suvendu lifted the ban on the movement of potatoes on the very first day of forming the government. The state cabinet has approved the implementation of the Seventh Pay Commission here. 20% DA has been declared, and our Bengal government has also provided age relaxation for the youth. Giving ₹3,000 to every didi has also started, and free treatment up to ₹5 lakhfor the poor under the Ayushman Bharat scheme has been initiated. The Matangini Hazra and Rani Shiromani battalions have also been announced, and the construction of a cancer hospital in North Bengal has also been started. The promise we had made to give farmers ₹9,000 instead of ₹6,000 has also been fulfilled by Shri Suvendu Adhikari government. Shri Suvendu Ji has completed 43% of the work outlined in the five-year manifesto within just 100 days. After a long time, a government that listens to the people has come to Bengal. Earlier, goons used to hold hearings here; now the police stations and collectors do it, MLAs and MPs do it, and ministers do it. Earlier, justice was dispensed by their toll-tax and syndicate operators; now justice is delivered in the courts. Earlier, sisters and women could not file complaints; now they are not afraid to freely lodge complaints even against even the powerful persons.
