सा.का.जन. 525(अ).—केन्‍द रीय सरकार, भारत-जतब्बत सीमा पुजलस बल अजधजनयम, 1992 (1992 का 35) की धारा 156 की उप-धारा (2) के खंड (ख) द्वारा प्रित्त िजियों का प्रयोग करते हुए और भारत-जतब्बत सीमा पुजलस बल म ें पिुजचदकत् सा काडर (समूह ‘ख’ और समूह ‘ग’ पि) भती जनयम, 2019 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्‍द ह ें ऐसे अजधक्मण से पूवव दकया गया ह ै या करने का लोप दकया गया ह,ै गृह मंत्रालय, भारत-जतब् बत सीमा पुजलस बल के पि ु जचदकत् सा संवगव जनरीक्षक (ड्रैसर पिु जचदकत् सा), उप-जनरीक्षक (ड्रैसर, पिु जचदकत् सा), उप जनरीक्षक (प्रयोगिाला तकनीकी पिु जचदकत् सा), सहायक उप-जनरीक्षक (ड्रैसर पि ु जचदकत् सा), हडै कांस्ट् टेबल (ड्रैसर पिु जचदकत् सा), हडै कांस्ट् टेबल (रेजडयोग्राफर पिु जचदकत् सा), कास्ट् टेबल (केनलमेंन) के पिों पर भती पद्धजत का जवजनयमन करन े के जलए जनम्न जलजखत जनयम बनाती ह,ैं अर्ावत ् :- 1. सजं क्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम भारत-जतब्बत सीमा पुजलस बल, पि ु जचदकत् सा काडर (समूह ‘ख’ और समूह ‘ग’ पि) भती जनयम, 2023 ह।ै (2) य ेरािपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंगे। 2. लाग ूहोना :- ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट् तभं (1) में यर्ा जवजनर्िवष् ट पिों पर लाग ूहोंगे। 4693 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. पि-सख्ं य ा, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर: उक्त पि की संख्या, उसका/उनका वगीकरण और वेतन मैट्ररक्स में उसका/उनका स्ट्तर या वेतनमान वह होगा/वे होंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) स े स्ट् तंभ (4) म ें जवजनर्िवष्ट ह।ैं 4. भती की पद्धजत, आय-ु सीमा अहतव ाए,ं आदि : उक्त पि/पिों पर भती की पद्धजत, आय-ु सीमा, अहतव ाएँ और उससे/उनसे संबंजधत अन्‍दय बातें वे होंगी िो उक्त अनुसूची के स्ट्त ंभ (5) स ेस्ट् तंभ (13) म ेंजवजनर्िवष्ट ह।ैं 5. जनरहतव ा: वह व्यजि - (क) जिसने ऐसे व्यजि स े जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत्न ी के िीजवत रहत े हुए दकसी व्यजि स े जववाह दकया ह ै या जववाह की संजविा की ह।ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्‍द त ु यदि केंरीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व् यजि और जववाह के अन्‍द य पक्षकार को लागू स्ट् वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करने के जलए अन्‍द य आधार ह ैं तो वह दकसी व् यजि को इस जनयम के प्रवतनव से छूट िे सकेगी । 6. जचदकत्स ीय िष्ृ ट या योग्य ता.- इन जनयमों में दकसी बात के होते हुए भी केवल वे व् यजि िब भारत जतब् बत सीमा पुजलस बल मैनअु ल वाल् यूम III जचदकत् सा मैनुअल म ें यर्ाजवजनर्िवष् ट जचदकत् सा प्रवग व िेप-1 म ें ह,ैं इन जनयमों के उपाबंधों के अधीन प्रोन्‍द नजत और जनयुजि के सार् प्रजतजनयुजि तर्ा पुनर्नवयोिन के जलए पात्र होंगे । 7. अन्‍दय िेिीय की अपात्रता.- कोई व् यजि, िो भारत का नागट्ररक नहीं हैं, जलजखत म ें केन्‍द रीय सरकार की पूव व अनुमजत के जसवाय, इन जनयमों के अधीन जनयुक्त नहीं दकया िाएगा: परन्‍द त ु इन जनयमों म ें अतं र्ववष्ट दकसी बात के होते हुए भी बल म ें नेपाल या भूटान के नागट्ररकों की जनयुजि या जनयोिन से वर्िवत नहीं करेगी। 8. अजधवर्षतव ा.- (1) इन जनयमों के अधीन जनयुक्त दकया गया प्रत् येक व् यजि उस मास के जिसमें वह साठ वष व की आय ु प्राप् त करत े ह,ै या केन्‍द रीय सरकार द्वारा यर्ा जवजहत अंजतम दिन के अपराहन में सेवाजनवृत् त होंगे: परन्‍द त ु कोई कार्मकव जिसके िन्‍दम की तारीख दकसी मास की पहली तारीख ह,ै साठ वष व की आय ु प्राप् त करन े के पूवववती मास के अंजतम दिन के अपराहन में सेवाजनवृत होंगे। (2) दकसी भी व् यजि की अजधवर्षतव ा पर सेवाजनवृजत के जलए जवजहत आय ु के पश् चात ् सेवा जवस्ट् तार प्रिान नहीं दकया िाएगा। 9. जिजर्ल करन े की िजि: िहॉं केन्‍द रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै वहां वह उसके जलए िो कारण ह ैं उन्‍द ह ें लेखबद्ध करके तर्ा संघ लोक सेवा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवग वके व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 10. व्य ावृजत: इन जनयमों की कोई बात, ऐस े आरक्षण/आरक्षणों, आयु-सीमा में छूट और अन्‍दय ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्‍दरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्‍दय जपछड े वगों, भूतपूव व सैजनकों और अन्‍दय जविेष प्रवग व के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै पि का नाम। पिों की संख्या। वगीकरण। (1) (2) (3) 1. जनरीक्षक में स्ट्तर। चयन पि ह ैया अचयन पि। (4) (5) वेतन मैट्ररक् स में स्ट्तर-7 चयन। (44900– 142400/-रू.) सीधे भती दकए िाने वाले सीधे भती दकए िाने वाले व् यजियों के सीधे भती दकए िान े वाल े व्यजियों के जलए जवजहत व् यजियों के जलए आयु- जलए अपेजक्षत िैजक्षक और अन्‍दय आयु और िैजक्षक अहतावएँ प्रोन्नत व्यजियों की ििा म ें सीमा। अहतावएँ। लाग ूहोंगी। (6) (7) (8) लाग ूनहीं होता। लाग ू नहीं होता। लाग ूनही होता। पट्ररवीक्षा की अवजध, यदि कोई हो। भती की पद्धजत: भती सीधी होगी या प्रोन्नजत द्वारा या प्रजतजनयुजि/आमले न द्वारा तर्ा जवजभन्न पद्धजतयों द्वारा भरी िाने वाली ट्ररजियों की प्रजतितता। (9) (10) लाग ूनही होता। प्रोन्‍द नजत द्वारा जिसके न हो सकने पर प्रजतनियुक्ति द्वारा। भतू पवू व सैजनकों के जलए प्रजतनियुक्ति या पुनर्नवयोिन द्वारा। प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती की ििा में व े श्रेजणयां जिनस े प्रोन्‍द नजत या प्रजतजनयुजि या आमले न दकया िाएगा। (11) प्रोन्‍दन जत द्वारा: भारत जतब् बत सीमा पुजलस बल के ऐसे उप जनरीक्षक (ड्रैसर पि ु जचदकत् सा) में से वेतन मैट्ररक्स म ें(35400 - 112400 रू) स्ट्त र-6 के उस श्रेणी म ेंपांच वष व जनयजमत सेवा पूणव की हो और यर्ाजवजहत पणू व प्रोन्‍दन जत पाठ्यक्म को सफलतापूववक पूरा कर जलया ह।ै ट्रटप्प ण :- िहां ऐसे कजनष्ठ व्य जियों के संबंध म,ें जिन्‍द होंने अपनी अहकव या पात्रता सेवा पूरी कर ली है, प्रोन्‍दन जत के जलए जवचार दकया िा रहा हो वहां उनके ज्य ेष्ठ व् यजियों के संबंध में भी जवचार दकया िाएगा परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे स े अजधक स े या िो वषव से, इनम ें से िो भी कम हो, कम न हो और उन्‍द होंन े अपने ऐस े कजनष्ठ व् यजियों सजहत, जिन्‍द होंन े ऐसी अहकव या पात्रता सेवा पहल े ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन्‍दन जत के जलए अपनी पट्ररवीक्षा की अवजध सफलतापूववक पूरी कर ली हो। प्रजतजनयुजि द्वारा केन्‍द रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र के ऐसे अजधकारी िो, (क) वतवमान काडर या जवभाग म ेंसििृ पि धारण करत े ह,ै और (ख) जनम्न जलजखत िक्षै जणक अहतव ा और अनुभव रखता हो, अर्ावत:- (i) मान्‍द यता प्राप् त संस्ट् र्ान से पि ु जचदकत् सा स्ट् टाक सहायक पाठ्यक्म उत् तीणव हो; और (ii) दकसी केन्‍द रीय या राज्य पिु जचदकत् सा अस्ट् पताल स े पिओंु की जवजभन्‍द न प्रिाजतयों जविेषरूप स े घोड े और कुत् तों के उपचार म ें तीन वष व का जवषयक्षेत्र अनुभव और पि ु जचदकत् सा अस्ट् पताल या औषधालय का प्रबंधन या संचालन करने म ेंसक्षम हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्प ण 1:- पोषक प्रवगव के ऐसे जवभागीय अजधकारी, िो प्रोन्‍द नजत की सीधी पंजि में ह,ै प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयक्ु त व् यजि प्रोन्‍दन जत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। ट्रटप्प ण 2: प्रजतजनयुजि की अवजध, जिसके अतं गतव केन्‍द रीय सरकार के उसी या दकसी अन्‍द य सगं ठन या जवभाग म ें इस जनयुजि के ठीक पहले धाट्ररत दकसी अन्‍दय काडर बाहय पि पर प्रजतजनयुजि की अवजध ह ैसाधारणतया 3 वषव स ेअजधक नही होगी । ट्रटप्प ण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आवेिन प्राप् त करन े की अंजतम तारीख को 56 वषव स े अजधक नहीं होगी। भूतपूवव सैजनकों की प्रजतजनयुजि या पनु र्नवयोिन के जलए : सिस्ट् त्र बल कार्मवक िो सेवाजनवृत् त होने वाले ह ै या जिन्‍द ह ें एक वषव की अवजध के भीतर ट्ररिवव में स्ट् र्ानान्‍दत ट्ररत दकया िाना ह ै और जिनके पास प्रजतजनयुजि के जलए ऊपर जनधावट्ररत अपेजक्षत योग् यता और अनुभव ह,ै उन पर भी जवचार दकया िाएगा। ऐसे व् यजि को सिस्ट्त्र बलों से नियुक्ति की तारीख तक प्रजतजनयुजि पर रखा िा सकेगा, उसके पश् चात ् उन्‍द ह ें पुनर्नवयोिन पर िारी रखा िा सकता ह।ै यदि जवभागीय प्रोन्‍द नजत सजमजत ह,ै तो उसकी संरचना। भती करन े में दकन पट्ररजस्ट्र्जतयों म ेंसंघ लोक सेवा आयोग स ेपरामि व दकया िाएगा। (12) (13) समहू 'ख' जवभागीय प्रोन्‍दन जत सजमजत (प्रोन्‍दन जत के सबं धं म ें जवचार के करन े के जलए), जिसम ें लाग ूनहीं होता। जनम्न जलजखत होंग े- 1. उप महाजनरीक्षक, भारत-जतब्बत सीमा पुजलस बल - अध्यक्ष 2. कमांडेंट, भारत-जतब्बत सीमा पुजलस बल - सिस्ट्य; और 3. मुख्य पि ु जचदकत् सा अजधकारी (चयन श्रणे ी) या मख्ु य पिु जचदकत् सा अजधकारी, भारत-जतब्बत सीमा पुजलस बल - सिस्ट् य (1) (2) (3) 2. उप-जनरीक्षक 22* (2023) साधारण केन्‍द रीय ( ड्रैसर पिु जचदकत् सा) *कायवभार के आधार पर पट्ररवतवन दकया िा सेवा, समूह 'ख', अरािपजत्रत, अननुसजचवीय। सकता ह।ै (4) (5) वेतन मैट्ररक् स में स्ट्तर-6 चयन। (35400– 112400/-रू.)। (6) (7) (8) लाग ूनहीं होता। लागू नहीं होता। लाग ूनही होता।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण नजत या प्रजतजनयुजि या आमेलन द्वारा भती की ििा में व े श्रेजणया ं जिनसे प्रोन्‍द नजत या प्रजतजनयुजि या आमले न दकया िाएगा। (11) प्रोन्‍दन जत द्वारा: भारत जतब् बत सीमा पुजलस बल के ऐस े सहायक उप जनरीक्षक ( ड्रैसर पि ु जचदकत् सा) में स े जिन्‍द होन े वेतन मैट्ररक्स में स्ट् तर-5 (29200 - 93300 रू) में वते न मैट्ररक्स के उक्त स्ट्त र में छह वषव जनयजमत सेवा की हो तर्ा जवजहत पूवव प्रोन्‍द नजत पाठ्यक्म को सफलतापूववक पूरा कर जलया ह।ै ट्रटप्प ण : िहां ऐसे कजनष्ठ व् यजियों के संबंध म,ें जिन्‍द होंने अपनी अहकव या पात्रता सेवा पूरी कर ली ह,ै प्रोन्‍द नजत के जलए जवचार दकया िा रहा हो, वहां उनके ज्य ष्े ठ व् यजियों के संबंध में भी जवचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे से अजधक स े या िो वषव स,े इनमें स े िो भी कम हो, कम न हो और उन्‍द होंन े अपने ऐसे कजनष्ठ व् यजियों सजहत, जिन्‍द होंने ऐसी अहकव या पात्रता सेवा पहले ही पूरी कर ली ह ै अगली उच् चतर श्रेणी म ेंप्रोन्‍द नजत के जलए अपनी पट्ररवीक्षा की अवजध सफलतापवू वक पूरी कर ली हो। प्रजतजनयुजि द्वारा : केन्‍द रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के ऐस ेअजधकारी,- (क) िो मूल काडर अर्वा जवभाग में जनयजमत आधार पर सििृ पि धारण करते हो। (ख) िो जनम्न जलजखत िैजक्षक अहतव ाएं और अनुभव रखते हो, अर्ावत- (i) दकसी मान्‍द यता प्राप् त संस्ट् र्ान स ेपि ु जचदकत् सा पिुधन सहायक पाठ्यक्म उत् तीण व दकया हो और (ii) पिुओं की जवजभन्‍द न प्रिाजतयों जविेष रूप से कुत् ते और धोडे के उपचार में दकसी भी केन्‍द रीय सरकार या राज्य पिु अस्ट् पताल स ेतीन वष व का अनुभव और पि ु अस्ट्प ताल या औषधालय चलाने व प्रबंधन में सक्षम हो ट्रटप्प ण 1:- पोषक प्रवगव के ऐस े जवभागीय अजधकारी, िो प्रोन्‍दन जत की सीधी पंजि म ें ह,ै प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुक् त व् यजि प्रोन्‍द नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। ट्रटप्प ण 2:- प्रजतजनयुजि की अवजध, जिसके अंतगवत केन्‍द रीय सरकार के उसी या दकसी अन्‍द य संगठन या जवभाग में इस जनयुजि स े ठीक पहल े धाट्ररत दकसी अन्‍द य काडर बाहय पि पर प्रजतजनयुजि की अवजध ह ैसाधारणतया 5 वषव से अजधक नहीं होगी। ट्रटप्प ण 3:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप् त करने की अंजतम तारीख को 56 वष व से अजधक नहीं होगी। भूतपूवव सैजनकों के जलए प्रजतजनयुजि/पुनर्नवयोिन: सिस्ट् त्र बलों के ऐसे कार्मवक िो एक वषव की अवजध के भीतर सेवाजनवृत् त होने वाले या ट्ररिवव में स्ट् र्ानांतट्ररत दकए िाने वाल े ह ै और जिनके पास प्रजतजनयुक्त दकए िाने वाले व् यजियों के जलए अपेजक्षत िैजक्षक अहतव ाएं और अनुभव है, पर भी जवचार दकया िाएगा। ऐसे व् यजियों को उस तारीख तक प्रजतजनयुजि के जनबंधों पर रखा िाएगा, जिस तारीख से उन्‍द ह ें सिस्ट् त्र बलों से जनमक्ुव त दकया अजधकारी (चयन श्रणे ी) या मुख्य पि ु जचदकत् सा अजधकारी भारत जतब् बत सीमा पुजलस बल - सिस्ट् य 2. समहू 'ख' जवभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं धं म ें जवचार करन े के जलए) जिसम ें जनम्न जलजखत होंग े- 1 उप महाजनरीक्षक, भारत-जतब्बत सीमा पुजलस बल - अध्यक्ष 2 कमांडेंट, भारत-जतब्बत सीमा पुजलस बल - सिस्ट्य; और 3. मुख्य पि ु जचदकत् सा अजधकारी (चयन श्रणे ी) या मुख्य पि ु जचदकत् सा अजधकारी भारत जतब् बत सीमा पुजलस बल - सिस्ट् य (1) (2) (3) 3. उप-जनरीक्षक 02* (2023) साधारण केन्‍द रीय ( प्रयोगिाला तकनीकी पि ु सेवा, समूह 'ख', अरािपजत्रत, जचदकत् सा) अननुसजचवीय। *कायवभार के आधार पर पट्ररवतवन दकया िा सकता ह।ै (4) (5) वेतन मैट्ररक् स में स्ट्तर-6 लाग ूनहीं होता। (35400– 112400/-रू.)। (6) (7) आयु तीस वषव स े अजधक (क) आवश्य क:- नहीं होनी चाजहए। 1. जवज्ञान में स्ट् नातक के सार् एक वषव पि ु जचदकत् सा तकनीजियन के रूप म ेंअनुभव; अर्वा 2. जचदकत् सीय प्रयोगिाला त कनीजियन के रूप में जडप् लोमा त र्ा पि ु जचदकत् सा (केन्‍द रीय सरकार द्वारा तकनीजियन के रूप में िो वषव का अनुभव। समय समय पर िारी (ख) वाछं नीय:- दकए गए अनुिेिों या 1. प्रयोगिाला कायव के संबंध म ेंउपयोग की िान े वाली पद्धजत और सामग्री का ज्ञान। आिेिों के अनुसार 2. कंप् यूटर का आधारभूत ज्ञान। सरकारी सेवेकों के जलए 5 वषव तक जिजर्ल की िा (ग) िारीट्ररक Short title and commencement.— (1) These rules may be called the Indo-Tibetan Border Police Force, Veterinary Cadre (Group ‘B’ and ‘C’ Posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Ineligibility of non-citizens of India. — No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 8. Superannuation. — (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 10.
