V.—राष्ट्रपजत, संजर्वधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयर्ु र्विज्ञान संस्ट्थान, जिलांग म ें प्राध्यापक, अजतररि प्राध्यापक, सह प्राध्यापक और सहायक प्राध्यापक के पि पर भती की पद्धजत का जर्वजनयमन करन े के जलए जनम्नजलजखत जनयम बनात े ह ैं अथाित : 1. संजक्षप्त नाम और प्रारम्भ – (1) इन जनयमों का संजक्षप्त नाम स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय, पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग संकाय पि (समूह ’क’ पि) भती संिोजधत जनयम, 2020 इसकी प्रस्ट्तार्वना के साथ ह।ै (2) ; s jkti= es a muds izdk’ku dh rkjh[k ls izor` gksxa s । 2. पि की सख्ं या, र्वगीकरण र्व र्वते न मरै रक्स म ेंस्ट्तर - उि पि की संख्या, उसका र्वगीकरण और र्वेतन मैररक्स म ें स्ट्तर र्वह होगा िो इन जनयमों की उपबंध अनुसूची के कॉलम 2 स े 4 म ें जर्वजनर्िष्टि ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अन्य अहति ाएँ आदि - भती की पद्धजत, आय-ु सीमा, अहति ाएँ और संबजन्धत अन्य बातें र्वे होंगी िो दक उि अनुसचू ी के स्ट्तम्भ (5) स े स्ट्तम्भ (13) म ें जर्वजनर्िष्टि ह।ैं 4. जनरहति ा – र्वह व्यजि- (क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजर्वत ह,ै स े जर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्विा की ह,ै या 6285 GI/2021 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) जिसने अपन े पजत या पत्नी के िीजर्वत रहते हुए दकसी व्यजि स े जर्वर्वाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा। परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्वर्वाह उस व्यजि और जर्वर्वाह के अन्य पक्षकार को लागू स्ट्र्वीय जर्वजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ै दकसी व्यजि को इस जनयम के प्रर्वतिन स ेछूट िे सकेगी। 5. जिजथल करन े की िजि – िहाँ केंर सरकार की यह राय ह ै दक ऐसा करना आर्वश्यक या समीचीन ह,ै र्वहाँ og उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय स े परामि ि करके इन जनयमों के दकसी उपबंध को दकसी र्वग ि या प्रर्वग ि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकती ह।ै 6. व्यार्वजृ त्त – इन जनयमों की कोई बात ऐस े आरक्षण, आय ु सीमा म ें छूट और अन्य ररयायतों पर प्रभार्व नहीं डालगे ी जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िंिाजतयों, अन्य जपछड़ा र्वग,ि भूतपूर्व ि सैजनकों और अन्य जर्विेष र्वगि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै प्रस्ट्तार्वना 1. संजक्षप्त नाम और प्रारम्भ क. संस्ट्थान के जनयमों के जनयम 6 के तहत प्रित्त िजियों का प्रयोग करते हुए, केंर सरकार की मंिूरी के साथ िासी पररषि संकाय पिों से संबंजधत भती के जनम्नजलजखत जनयम बनाए ह ैं जिन्ह ें पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान भती संिोजधत जनयम – 2020 कह सकते ह।ै र्व ेरािपत्र अजधसूचना िारी करने की तारीख से प्रभार्वी होंगे। 2. उद्देश्य जिक्षण के मानक को बनाए रखने हते ु स्नातकोत्तर के साथ-साथ स्नातक जचदकत्सा जिक्षा प्रिान करने र्वाले संस्ट्थान के जर्वजभन्न जर्वभागों में न्यूनतम योग्यता और अनुभर्व र्वाले जिक्षकों की जनयुजि आर्वश्यक ह।ै 3. पररभाषा क. तिथ ि(अल्पकाजलक) जनयुजि अल्पकाजलक अर्वजध के जलए जनयुि िहां जनयजमत चयन में िरे ी की पररकल्पना की गई ह ैऔर िहाँ पि को तत्काल भरने की आर्वश्यकता है। ख. संकाय और अन्य िैक्षजणक पि: इन जनयमों की अनुसूची की धारा- I में िाजमल पि। ग. जनयुजि / सक्षम प्राजधकारी: दकसी पि पर जनयुजि करने का सक्षम प्राजधकारी। घ. अनुबंध अजधकारी: अनुबंध के आधार पर जनयुि व्यजि। ड. संर्वगि: सेर्वा की ताकत या अलग इकाई के रूप में स्ट्र्वीकृत सेर्वा का एक जहस्ट्सा। च. भती की जर्वजध: भती जनम्न प्रकार से दकया िाएगा: "सीधी भती / प्रजतजनयुजि / अर्विोषण और अल्पकाजलक अनुबंध"। इन पिों को सीधी भती द्वारा भरा िाएगा। ऐसा न हो पाने की जस्ट्थजत में भती प्रजतजनयुजि / अर्विोषण या अल्पकाजलक अनुबंध द्वारा दकया िाएगा। सीधी भती के मामले म,ें पात्र जर्वभागीय उम्मीिर्वारों को प्रजतस्ट्पधाि करने की अनुमजत िी िाएगी, यदि र्वे अन्यथा पात्र ह।ैं[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 छ. जनयुजि: ररि पि पर कायि करने के जलए संस्ट्थान के कमिचारी की जनयुजि। ि. पररर्वीक्षा: संस्ट्थान में स्ट्थायी सेर्वा / पि पर दकसी कमिचारी को जनयुि करने से पूर्वि उस कमिचारी की उपयुिता परीक्षण करने हते ु उसका पररर्वीक्षा के आधार पर जनयुजि। पररर्वीक्षा की अर्वजध िो र्वष ि होगी। यदि संस्ट्थान की राय म,ें अजधकारी स्ट्थायी जनयुजि के जलए उपयुि नहीं पाया िाता ह,ै तो उसे सेर्वा से हटाया िा सकता ह ै या उसके जपछले पि पर जनयुि दकया िा सकता ह ै या दिर पररर्वीक्षा की अर्वजध बढाई िा सकती है। हालांदक यह जनयम अस्ट्थायी पि, प्रजतजनयुजि / अनुबंध जनयजु ियों पर लाग ू नहीं होगा। झ. स्ट्थायी पि: एक ऐसा पि जिसका एक जनजित र्वेतन मान हो और दकसी समय सीमा से परे हो। य. स्नातकोत्तर योग्यता: स्नातकोत्तर योग्यता का अथि ह ै मेजडकल काउंजसल ऑि इंजडया द्वारा मान्यता प्राप्त एक स्नातकोत्तर योग्यता िो मेजडकल काउंजसल रेगुलेिन, 1998 के मेजडकल काउंजसल में जिक्षकों के जलए न्यूनतम योग्यता में िाजमल ह।ै र. योग्यता: इन जनयमों की अनुसूची के अनसु ार प्रत्येक पि के जलए जनधािररत अनुभर्व सजहत िैक्षजणक और व्यार्वसाजयक योग्यता। योग्यता के संबंध में संस्ट्थान में जिक्षकों की भती / जनयुजि में जनम्नजलजखत मानिडं ों को सख्ती से िखे ा िाएगा: i) सभी मेजडकल जिक्षकों के पास भारतीय जचदकत्सा पररषि अजधजनयम, 1956 (1956 का 102) में से दकसी एक अनुसूजचयों में िाजमल एक बुजनयािी जर्वश्वजर्वद्यालय या समकक्ष योग्यता होनी चाजहए। उनका राज्य जचदकत्सा रजिस्ट्टर या भारतीय जचदकत्सा रजिस्ट्टर में भी पंिीकृत होना आर्वश्यक हैं। ii) एनाटॉमी, दिजियोलॉिी, बायोकैजमस्ट्री, िामािकोलॉिी और माइक्रोबायोलॉिी जर्वभागों में कुल पिों के 30%, गैर-जचदकत्सा जिक्षक जनयुि दकए िा सकते हैं। iii) िैक्षजणक और व्यार्वसाजयक योग्यता में प्रत्येक पि के जलए जनधािररत अनुभर्व िाजमल ह ैिैसा दक इन जनयमों के अनुसार दिया गया ह।ै ल. चयन प्रदक्रया: चयन प्रदक्रया का आधार जनम्न हो सकता ह ैं - (i) साक्षात्कार के माध्यम से जनयुजि के जलए चयन, (ii) जलजखत और / या व्यार्वहाररक परीक्षण (iii) उपयुिता मूल्यांकन के दकसी अन्य मान्यता प्राप्त जर्वजध के आधार पर। म. र्वेतनमान: िो दकसी पि जर्विेष के जलए समय-समय पर जमलने र्वाले र्वेतन र्वृजद्ध से बढता है। न. स्ट्थायी चयन सजमजत: ग्रुप ‘ए’ के पिों पर जनयुजि के जलए उम्मीिर्वारों के चयन के जलए पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान के जनयमों के जनयम 9 (ए) के तहत संस्ट्थान द्वारा गरित स्ट्थायी चयन सजमजत। चयन सजमजत का र्वतिमान स्ट्र्वरूप जनम्नानुसार ह:ै - 1. अध्यक्ष (िासी पररषि द्वारा नाजमत) 2. सजचर्व (स्ट्र्वास्ट््य और पररर्वार कल्याण) या उनके नामादं कत व्यजि (संयुि4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] सजचर्व के पि से नीचे नहीं) 3. डीिीएचएस या उनके नाजमत (अजतररि डीिीएचएस के रैंक से नीचे नहीं) 4. जनििे क, एम्स, नई दिल्ली या उनके नामांदकत व्यजि 5. जनििे क, पीिीआईएमईआर या उनके नामांदकत व्यजि 6. सिस्ट्य, िासी पररषि 7. सिस्ट्य, िासी पररषि 8. जर्विेषता के क्षेत्र में िो जर्विेषज्ञ / 9. सुपर-स्ट्पेजियजलटी 10. जनग्रीम्स या दकसी अन्य सगं िन में एक उपयुि पि पर काम करने र्वाले एससी / एसटी का एक प्रजतजनजध । 11. जनग्रीम्स या दकसी अन्य सगं िन में एक उपयुि पि पर काम करने र्वाले अल्पसंख्यकों का एक प्रजतजनजध । 12. जनििे क, जनग्रीम्स - सिस्ट्य सजचर्व 4 भर्तियां करने की प्रदक्रया: क. जर्वजभन्न श्रेजणयों के पिों पर भती करने के जलए अपनाई िाने र्वाली प्रदक्रया प्रत्येक श्रेणी के जलए जनयुजि प्राजधकारी द्वारा जनधािररत की िा सकती ह।ै जनयुजि प्राजधकारी उम्मीिर्वारों की उपयुिता का आकलन करने के जलए दकसी भी चयन प्रदक्रया का जनधािरण कर सकता ह,ै जिसमें जलजखत परीक्षा, व्यार्वहाररक परीक्षण, व्यजिगत साक्षात्कार का आयोिन आदि िाजमल हो सकता ह।ै इसके अजतररि आर्वेिन और उम्मीिर्वार को िहाँ से रेिर दकया गया है, र्वहाँ से प्राप्त ररपोटि, जर्वर्वरणों (यदि कोई हो) के आधार पर भी उम्मीिर्वारों पर जर्वचार कर सकता ह।ै संस्ट्थान के जहत में प्राजधकारी आर्वश्यकता पड़ने पर दकसी जर्विेष पि के जलए दकसी जर्विेष योग्यता / आर्वश्यकताओं को जनधािररत करता ह।ै ख. समूह ’ए’ पि का चयन पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयमों के जनयम संख्या 9 द्वारा गरित स्ट्थायी चयन सजमजत की जसिाररिों पर दकया िाएगा। पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयमों के जनयम 15 और 16 के अनुसार पि सृजित होने तक दकसी पि पर जनयुजि नहीं की िाएगी और जनयुजि के जलए सक्षम प्राजधकारी की स्ट्र्वीकृजत प्राप्त करना आर्वश्यक होगा। 5. प्रजतजनयुजि / अनुबंध के पिों को केर्वल तत्काल अर्विोषण आधार पर 5 साल की अर्वजध के जलए प्रजतजनयुजि आधार पर जनयुजि की जर्वजध द्वारा भरा िाएगा। अनुरूप पिों या उसके नीचे के पि पर काम करने र्वाले व्यजि आर्वेिन के पात्र होंगे, बिते दक र्व ेसीधी भती के जलए आर्वश्यक योग्यता और पि के जलए जनधािररत अनुभर्व को पूरा करते हों। प्रजतजनयुजि की अर्वजध सामान्यतया एक समय में 3 र्वष ि से अजधक नहीं होनी चाजहए। अनुबंध पर भरे िाने र्वाले पिों के मामले में, अपेजक्षत योग्यता और अनुभर्व रखने र्वाले और 65 र्वष िकी आयु पार नहीं करने र्वाले व्यजि जर्वचार के पात्र होंगे। 6. जर्विेषज्ञों की जनयुजि माननीय राष्ट्रपजत के अनुमोिन के साथ जनििे क जर्विेषज्ञों को आमंजत्रत कर सकते हैं, िो संस्ट्थान के संकाय के सिस्ट्यों और बाहर से ऐसे अन्य लोगों को िाजमल कर सकते हैं, िो चयन सजमजत / उपयुि उम्मीिर्वार के चयन / चयन करने में सहायता करने के जलए अपने जर्वजिष्ट क्षेत्र में जनपुण ह।ैं संस्ट्थान में जिक्षण पि / और ऐसे अन्य पि उनके द्वारा जर्वचार दकए िा सकते ह।ैं 7. जनयुजि की ितें क. संस्ट्थान में जर्वजभन्न पिों पर जनयुजि के जलए र्वेतनमान, भती का तरीका, प्रर्वेि के समय ऊपरी आयु सीमा, योग्यता आदि इन जनयमों की अनुसूची में जनजहत होनी चाजहए। ख. िो पि अनुसूची म ें जनजहत नहीं है, लेदकन सक्षम प्राजधकारी के अनुमोिन के साथ बनाया और स्ट्र्वीकृत दकया गया ह,ै ऐसे पिों की जनयुजि के समय योग्यता, अनुभर्व, ऊपरी आयु, भती की प्रदक्रया आदि जनयुजि प्राजधकारी द्वारा जनधािररत दकया िा सकता[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 ह ैऔर उसे इस जनयम की अनुसूची में िाजमल दकया िाना अपेजक्षत ह।ैं ग. ऐसा माना िाएगा दक सक्षम प्राजधकारी द्वारा इन जनयमों की अनसु ूची में दकसी भी प्रजर्वजष्ट के संबंध में दकए गए दकसी भी संिोधन / संिोधन / पररर्वतनि को अनुसूची म ें िाजमल दकया गया ह।ै इसी प्रकार सक्षम प्राजधकारी के आििे पर समाप्त दकए गए पिों को भी इन जनयमों की अनुसूची से हटाना अपेजक्षत होगा। 8. स्ट्क्रीननंग कमेटी संकाय पिों के जलए सभी आर्वेिनों की िांच सक्षम प्राजधकारी के अनुमोिन के साथ जनििे क द्वारा गरित एक स्ट्क्रीननंग कमेटी द्वारा की िाएगी। 9. अनुभर्व अपेजक्षत अनुभर्व के जलए अंजतम प्रभार्वी जतजथ आर्वेिन करने की अंजतम जतजथ तक ही मानी िाएगी। 10. नौकरी की आर्वश्यकता सुपरस्ट्पेिजलटी और अन्य जर्वजिष्ट क्षेत्र में िहां जर्वजिष्ट जर्विेषज्ञता आर्वश्यक ह।ै पिों नौकरी की आर्वश्यकताओं को इंजगत दकया िाना चाजहए 11. अनुसूजचत िाजत और इन जनयमों के तहत दकसी प्रक्रार का आरक्षण, आयु सीमा में छूट और अनुसूजचत अनुसूजचत िनिाजत का िाजतयों और अनुसूजचत िनिाजतयों, vU; fiNMs oxksZ, HkwriwoZ lSfudksa र्व व्यजियों आरक्षण की अन्य जर्विेष श्रेजणयों को प्रिान की िाने र्वाली अन्य ररयायतें और इस संबंध में समय-समय पर केंर सरकार द्वारा िारी दकए गए आििे ों के अनुसार प्रभाजर्वत नहीं करेगा। 12. व्याख्या दकसी भी जनयम की व्याख्या या इन जनयमों की अनुसूची में प्रजर्वजष्टयों के संबंध में दकसी भी संिहे के मामले में, जनििे क के जनणिय को अंजतम और जनणाियक माना िाएगा। अनसु चू ी पि की र्वगीकरण र्वते न चयन सीधी सीधी भर्तयि ों के जलए िजैक्षक और अन्य आर्वश्यक पिोन्नजत के पि का संख्या मरैरक्स म ें पि ह ै भती योग्यता मामल ेम ेंसीधी नाम स्ट्तर अथर्वा दकए भती के जलए अचयन िान े जनधारिरत आय ु पि र्वाल े और िक्षै जणक व्यजियों योग्यता लाग ू के जलए होगी या नहीं आय ु सीमा 1 2 3 4 5 6 7 8 प्राध्यापक जचदकत्सा उम्मीिर्वारों के जलए आर्वश्यक: लागू नहीं 32 सामान्य osru चयन ऊपरी 1. भारतीय जचदकत्सा पररषि (2020) केंरीय eSfVz~Dl dk आय ु अजधजनयम, 1956 की तीसरी (आकलन सेर्वा 14 A Lrj सीमा अनुसूची की पहली या िसू री अनुसूची प्रोत्साहन ‘ग्रुप ए' :01,59,100/- 50 र्वषि या भाग- II में र्वर्णित एक जचदकत्सा योिना + xSj योग्यता का होना। (तीसरी अनुसूची में O;kogkfjd के भाग- II में िाजमल योग्यता रखने पिोन्नजत HkRrk ¼,u0 र्वाले व्यजि भी उपधारा में अजधजनयम के कारण ih0 ,0½ की धारा 13 की जनर्ििष्ट ितों को पूरा यह करते ह)ैं आंकड़ा 2. एक स्नातकोत्तर योग्यता िैसे एमडी / जभन्न हो एमएस या संबंजधत अनुिासन / जर्वषय सकता में मान्यता प्राप्त समकक्ष योग्यता। ह)ै अथर्वा 3. सर्ििकल सुपरस्ट्पेजियजलटीि के जलए एमसीएच और मेजडकल सुपरस्ट्पेिजलटीज़डी. के जलए डी एम. V.—In exercise of the powers conferred by proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Professor, Additional Professor, Associate Professor and Assistant Professor, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong, namely:- 1. Short title and commencement – (1) These Rules may be called the Ministry of Health and Family Welfare, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong, Faculty post (Group ‘A’) Recruitment amendment Rules, 2020 along with its Preamble. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix – The number of the said post, its classification and level in the pay matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Saving – Nothing in these rules shall affect reservation relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen, Persons with Disabilities and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Preamble 1. Short Title and a. In exercise of the powers conferred under Rule 6 of the Rules of the application Institute, the Governing Council with sanctioned of the Central Government in so far as they relate to the Faculty posts only, hereby makes the following rules which may be called the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences Recruitment Amendment Rules – 2020. They shall come into effect from the date of issue of the Gazette Notification. 2. Objectives Appointments of teachers with minimum qualification and experience in various departments of the Institute imparting Post-graduate as well as Graduate Medical Education is a necessary requirement to maintain a standard of teaching. 3. Definition a. Ad-hoc (short-term) appointment Appointment made for a short-term period where delay in regular selection is envisaged and the post is required to filled up urgently. b. Faculty & other academic posts: Posts included in the Section-I of the Schedule of these Rules. c. Appointment/Competent Authority: The Competent Authority to make appointment to a post. d. Contract Officer: A person appointed on contract basis. e. Cadre: The strength of a service or a part of service sanctioned as a separate unit. f. Mode of Recruitment: The recruitment will be carried out in the following manners: “Direct Recruitment/Deputation/Absorption and Short-term Contract”. These posts shall be filled up by Direct Recruitment failing which by deputation/absorption or short term contract. In case of direct recruitment, the eligible departmental candidates will also be allowed to compete, if otherwise eligible. g. Officiating appointment: Appointment of an Institute’s employee to officiate in a vacant post. h. Probation: Appointment on trial to judge the suitability of the employee with a view to his/her ultimate absorption in the permanent service/post in the Institute. The period of probation shall be two years. If the officer in the opinion of the Institute, is not found fit for permanent appointment, he may be discharged or reverted to the previous post held by him in the service or extend the period of probation. This will not be applicable in case of appointment against a temporary post and also on deputation/contract appointments. i. Permanent post: A post carrying a definite rate of pay sanctioned without limit of time. j. Selection to Group ‘A’ post shall be made on the recommendations of the Standing Selection Committee constituted by the Institute Rule 9 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong. No appointment to a post shall be made unless the post is created in accordance with the Rule 15 & 16 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong and the approval of the competent authority has been obtained for the particular appointment. 5. Appointments on The posts will be filled up by the method of deputation for a period of 5 Deputation/Contract years only in exemption of the clause on ‘Immediate Absorption Basis’. Persons working in the analogous posts or in posts one level below shall be eligible for consideration provided they fulfil the requisite qualification and experience prescribed for the post as for a direct recruit. The period of deputation shall ordinarily not exceed 3 years at a time. In case of posts to be filled up on contract, persons having requisite qualifications and experience and who have not crossed the age of 65 years will be eligible for consideration. 6. Appointment of Experts The Director may with approval of the President invite experts who may include members of the Institute’s faculty and such others from outside who are eminent in their respective field of speciality to assist the Selection Committee/s in making selection/s of suitable candidate/s to teaching post/s and such other post/s in the Institute as may be considered by him. 7. Conditions of a. The scale of pay, mode of recruitment, upper age limit at the time of entry, appointment qualification etc for appointment to various posts in the Institute, shall be as contained in Schedule to these Rules. b. For posts not provided in Schedule, but created and sanctioned with approval of the competent authority, the qualifications, experience, upper age at the time of entry, mode for recruitment etc. may be prescribed by the appointing authority and the same shall be deemed to have been included in the Schedule of this Rules. c. Any modification/amendments/changes made in respect of any entries in Schedule to these Rules by the competent authority, shall be deemed to have been incorporated in the Schedule. Similarly posts abolished by the order of the competent authority shall be deemed to have been deleted from the Schedule of these Rules. 8. Screening Committee All applications for faculty posts will be scrutinized by a Screening Committee constituted by the Director with the approval of the competent authority. 9. Experience The effective date upto which the requisite experience must be completed would be reckoned as on the last date of submission of applications(s) 10. Job requirement Specific job requirements should be indicated against posts in Superspecialities and other specialized field where specific expertise are necessary. 11. Reservation of Nothing in these Rules shall effect reservation, relaxation of age limit and Schedule Cast and other concessions required to be provided for Schedule Castes & Schedule Schedule Tribe Tribes, Other Backward Classes, Persons with Disabilities and Other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 12.
