ह-ैं 1. संजक्षप्त नाम और प्रारम्भ – (1) इन जनयमों का संजक्षप्त नाम स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय, पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग नर्सिंग जिक्षण संकाय (ग्रुप ‘ए’) पि भती संिोधन जनयम, 2024 इसकी प्रस्ट्तार्वना के साथ ह।ै (2) र्वे रािपत्र म ेंउनके प्रकािन की तारीख स ेलागू होंगे। 2. पि की सख्ं या, र्वगीकरण र्व र्वते न मरै रक्स म ें स्ट्तर - उि पि की संख्या, उसका र्वगीकरण और र्वेतन मैररक्स म ें स्ट्तर र्वह होगा िो इन जनयमों की उपबंध अनुसूची के कॉलम 2 स े 4 म ेंजर्वजनर्िष्टि ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अन्य अहति ाएँ आदि - भती की पद्धजत, आय-ु सीमा, अहति ाएँ और संबजन्धत अन्य बात ें र्व े होंगी िो दक उि अनुसूची के स्ट्तम्भ (5) स े स्ट्तम्भ (13) म ेंजर्वजनर्िष्टि ह।ैं 4. जनरहति ा – र्वह व्यजि- (क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजर्वत ह,ै स े जर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्विा की ह,ै या 8253 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) जिसने अपने पजत या पत्नी के िीजर्वत रहते हुए दकसी व्यजि स े जर्वर्वाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा। परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्वर्वाह उस व्यजि और जर्वर्वाह के अन्य पक्षकार को लाग ू स्ट्र्वीय जर्वजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ै दकसी व्यजि को इस जनयम के प्रर्वतनि स े छूट ि ेसकेगी। 5. जिजथल करन े की िजि - िहाँ केंर सरकार की यह राय ह ै दक ऐसा करना आर्वश्यक या समीचीन ह,ै र्वहा ँ उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय स े परामि िकरके इन जनयमों के दकसी उपबंध को दकसी र्वगि या प्रर्वगि के व्यजि या पि की बाबत, आिेि द्वारा जिजथल कर सकती ह।ै 6. व्यार्वजृ त्त– इन जनयमों की कोई बात ऐसे आरक्षण, आय ु सीमा म ें छूट और अन्य ररयायतों पर प्रभार्व नहीं डालगे ी जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िंिाजतयों, अन्य जपछड़ा र्वग,ि भूतपूर्व ि सैजनकों और अन्य जर्विेष र्वगि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै प्रस्ट्तार्वना 1. संजक्षप्त नाम और क संस्ट्थान के जनयमों के जनयम 6 के तहत प्रित्त िजियों का प्रयोग करते हुए प्रारम्भ नर्सिंग जिक्षण संकाय पिों स े संबंजधत पिों को केंर सरकार की मंिूरी स े िासी पररषि जनम्नजलजखत जनयम बनाती ह ै जिन्ह ें पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग के भती संिोधन जनयम – 2024 कहा िा सकता ह।ै र्वे रािपत्र अजधसूचना िारी होने की तारीख स े प्रभार्वी होंगे। 2. उद्देश्य जिक्षण के मानक को बनाए रखने हते ु न्यनू तम योग्यता और अनुभर्व र्वाल े सह प्राध्यापक,कॉलेि ऑफ नर्सिंग की जनयुजि एक अहम आर्वश्यकता ह।ै 3. पररभाषा क तिथ ि (अल्पकाजलक) जनयुजि: अल्पार्वजध अर्वजध के जलए की गई जनयुजि िहाँ जनयजमत चयन म ें जर्वलंब की पररकल्पना की गई ह ैऔर पि को तत्काल भरने की आर्वश्यकता ह।ै ख नर्सिंग जिक्षण संकाय पि: इन जनयमों की अनुसूची म ेंिाजमल पि। ग जनयुजि/सक्षम प्राजधकारी: दकसी पि पर जनयुजि करन े हते ु सक्षम प्राजधकारी। घ अनुबंध अजधकारी: व्यजि जिसे अनुबंध के आधार पर जनयिु दकया गया हो। ङ कैडर: दकसी सेर्वा या सेर्वा के एक जहस्ट्स े की क्षमता को एक अलग इकाई के रूप म ें मंिूरी िी गई ह।ै च भती का तरीका: भती जनम्नजलजखत तरीकों स े की िाएगी; “सीधी भती द्वारा, अन्यथा प्रजतजनयुजि द्वारा (अल्पकाजलक अनबु ंध सजहत) ये पि सीधी भती स े भरे िाएंगे और ऐसा न कर पाने की जस्ट्थजत म ें प्रजतजनयुजि या अल्पार्वजध अनबु ंध स े भरे िाएंगे। सीधी भती के मामल े म,ें योग्य जर्वभागीय उम्मीिर्वारों को भी प्रजतस्ट्पधा ि करने की अनुमजत िी िाएगी। हालाँदक, ट्यूटर के पि के संबंध म,ें भती की पद्धजत केर्वल सीधी भती द्वारा की िाएगी। छ कायिर्वाहक जनयुजि: दकसी ररि पि पर काय ि करने हते ु संस्ट्थान के कमिचारी की जनयुजि। ि पररर्वीक्षा: संस्ट्थान म ें स्ट्थायी सेर्वा/पि पर कमिचारी की उपयुिता का मल्ू यांकन करन े[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 हते ु राइल बेजसस पर जनयुजि। यदि संस्ट्थान की राय म ें अजधकारी स्ट्थायी जनयुजि के जलए उपयिु नहीं पाया िाता ह,ै तो उसे सेर्वामुि दकया िा सकता ह ै या सेर्वा म ें उसके द्वारा धाररत जपछल े पि पर र्वापस भेिा िा सकता ह ै या पररर्वीक्षा की अर्वजध बढा िी िा सकती ह।ै यह अस्ट्थायी पि पर तथा प्रजतजनयुजि/संजर्विा जनयुजि पर भी लाग ू नहीं होगा। पररर्वीक्षा की अर्वजध अनुसूची म ें कॉलम संख्या 9 म ें उजल्लजखत ह।ै झ स्ट्थायी पि: एक जनजित र्वेतन िर र्वाला पि जिसे जबना दकसी जनजित समय सीमा के स्ट्र्वीकृत दकया िाता ह।ै ञ स्नातकोत्तर योग्यता: स्नातकोत्तर योग्यता का मतलब भारतीय नर्सिंग काउंजसल अजधजनयम के अनुसार मान्यता प्राप्त स्नातकोत्तर योग्यता ह।ै ट योग्यता: इन जनयमों की अनुसूची के अनुसार प्रत्येक पि के जलए अनुभर्व सजहत िैक्षजणक और व्यार्वसाजयक योग्यताए ं जनधािररत की गई ह।ैं ठ चयन का तरीका: जनम्नजलजखत म ें स े एक या अजधक तरीकों के माध्यम स े जनयुजि के जलए चयन दकया िा सकता ह-ैं (i) साक्षात्कार, (ii) जलजखत और/या व्यार्वहाररक परीक्षण (iii) मूल्यांकन या उपयुिता की कोई अन्य मान्यता प्राप्त जर्वजध द्वारा। ड र्वेतनमान: िो दकसी जर्विेष पि स े िड़ु े न्यनू तम स ेआर्वजधक र्वेतन र्वृजद्ध द्वारा बढता ह।ै ढ स्ट्थायी चयन सजमजत: नीजग्रम्स, जिलांग के ग्रपु ए सकं ाय पिों के जलए स्ट्थायी चयन सजमजत की संरचना के अनुसार चयन सजमजत का र्वतिमान गठन जनमन्र्वत हुआ ह:ै 1. अध्यक्ष (िासी पररषि द्वारा नाजमत) 2. सजचर्व (एच एडं एफडब्लल्य)ू का नामांदकत व्यजि या उसका नामांदकत व्यजि (संयुि सजचर्व के पि स ेनीचे का नहीं) 3. डीिीएचएस या उसका नामांदकत व्यजि (अपर डीिीएचएस के पि स े नीचे नहीं) 4. जनिेिक, एम्स, नई दिल्ली या उनके नामांदकत व्यजि। 5. जनिेिक, पीिीआईएमईआर या उनके नामांदकत व्यजि। 6. कुलपजत, नॉथ ि ईस्ट्टनि जहल यजू नर्वर्सिटी (नेहु),जिलांग के नामांदकत व्यजि। 7. सिस्ट्य, िासी पररषि। 8. सिस्ट्य, िासी पररषि। 9. स्ट्पेिजलटी/सुपर स्ट्पेिजलटी के क्षत्रे में िो जर्विेषज्ञ। 10. नीजग्रम्स या दकसी अन्य सगं ठन म ें उपयुि उपयुि पि पर काम करन े र्वाला अनुसूजचत िाजत/अनुसूजचत िनिाजत का एक प्रजतजनजध। 11. नीजग्रम्स या दकसी अन्य संगठन म ें कायिरत अल्पसंख्यकों और उपयुि पि का एक प्रजतजनजध। 12. जनिेिक, नीजग्रम्स– सिस्ट्य सजचर्व। 4 भती करन े की क जर्वजभन्न श्रेजणयों के पिों पर भती के जलए अपनाई िान े र्वाली प्रदक्रया र्वही प्रदक्रया होगी िो प्रत्येक श्रेणी के जलए जनयुजि प्राजधकारी द्वारा जनधािररत की िाएगी। जनयुजि प्राजधकारी उम्मीिर्वारों की उपयुिता का आकलन करन े हते ु अपनाई िाने र्वाली प्रदक्रया जनधािररत कर सकता ह,ै जिसम ें जलजखत परीक्षा,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] व्यार्वहाररक परीक्षा, व्यजिगत साक्षात्कार आयोजित करना आदि िाजमल हो सकते ह।ैं इसके अजतररि दिए गए जर्वर्वरणों एर्व ं आर्वेिन और रेफरल स े प्राप्त ररपोट(ि यदि कोई हो) आदि के आधार पर भी उम्मीिर्वारों पर जर्वचार कर सकता ह।ै आर्वश्यक होन े पर जनयुजि प्राजधकारी संस्ट्थान के जहत म ें दकसी जर्विेष पि के जलए कोई जर्विेष योग्यता/आर्वश्यकताएं जनधािररत कर सकता ह।ै ख समूह 'ए' पिों पर चयन पर्वू ोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयम 9 द्वारा गरठत स्ट्थायी चयन सजमजत की जसफाररिों पर दकया िाएगा। दकसी पि पर कोई जनयुजि तब तक नहीं की िाएगी िब तक दक पि पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयम 15 और 16 के अनसु ार सृजित न दकया गया हो और पि जर्विेष की जनयुजि के जलए सक्षम प्राजधकारी की मंिूरी प्राप्त न कर ली गई हो। 5 प्रजतजनयुजि/संजर्विा ये पि केर्वल 'तत्काल अर्विोषण आधार' क्लॉज़ की छूट के साथ 5 र्वषि की पर जनयुजि अर्वजध के जलए प्रजतजनयुजि पद्धजत स े भरे िाएंगे। समान पिों पर या एक स्ट्तर नीच े के पिों पर काम करने र्वाले व्यजि जर्वचार के पात्र होंगे, बिते दक र्वे सीधी भती हते ु पि के जलए जनधािररत अपेजक्षत योग्यता और अनुभर्व को पूरा करते हों। प्रजतजनयुजि की अर्वजध सामान्यतः एक समय म ें 5 र्वषि स े अजधक नहीं होगी। अनुबंध पर भरे िाने र्वाले पिों के मामल े म,ें अपेजक्षत योग्यता और अनुभर्व रखन े र्वाले और 65 र्वषि की आय ु सीमा पार न करन े र्वाले व्यजि जर्वचार के पात्र होंग।े 6 जर्विेषज्ञों की जनयुजि राष्ट्रपजत के अनुमोिन स े जनिेिक जर्विेषज्ञों को आमंजत्रत कर सकते ह ैं जिनम ें संस्ट्थान के संकाय के सिस्ट्य और बाहर से ऐसे अन्य लोग िाजमल हो सकते ह ैं िो संस्ट्थान म ें जिक्षण पि/पिों और ऐस े अन्य पि/पिों पर उपयुि उम्मीिर्वारों का चयन करन े म ेंचयन सजमजत की सहायता कर सके। 7 जनयुजि की ितें क संस्ट्थान म ें जर्वजभन्न पिों पर जनयुजि के जलए र्वेतनमान, भती का तरीका, प्रर्वेि के समय ऊपरी आय ु सीमा, योग्यताएं आदि इन जनयमों की अनुसूची के अनुसार होंगी। ख उन पिों के जलए िो अनुसूची म ें उपलब्लध नहीं ह,ैं लेदकन सक्षम प्राजधकारी के अनुमोिन स े बनाए और स्ट्र्वीकृत दकए गए ह,ैं योग्यता, अनभु र्व, प्रर्वेि के समय ऊपरी आय,ु सीमा, भती के तरीके आदि जनयुजि प्राजधकारी द्वारा जनधािररत दकया िा सकता ह ै और उसे इन जनयमों की अनुसचू ी म ें िाजमल दकया माना िाएगा। ग इन जनयमों की अनुसूची म ें सक्षम प्राजधकारी द्वारा दकसी भी प्रजर्वजष्ट के संबंध म ें दकए गए दकसी भी संिोधन/संिोधन/पररर्वतिन को अनुसूची म ें िाजमल दकया गया माना िाएगा। ठीक इसी प्रकार सक्षम प्राजधकारी के आिेि द्वारा समाप्त दकय े गय े पि इन जनयमों की अनुसूची स े हटाय े गये मान े िायगें ।े 8. स्ट्क्रीननंग सजमजत सह प्राध्यापक, कॉलेि ऑफ नर्सिंग पिों के सभी आर्वेिनों की िांच जनिेिक द्वारा गरठत एक स्ट्क्रीननंग सजमजत द्वारा की िाएगी। 9. िैक्षजणक सह प्राध्यापक, कॉलेि ऑफ नर्सिंग पिों के संबंध म ें िैक्षजणक योग्यता और योग्यता/अनुभर्व अनुभर्व चयन सजमजत के जर्वर्वेकाधीन ह ै तादक चयन सजमजत जिजथल िैक्षजणक योग्यता और अनुभर्वी उम्मीिर्वारों का साक्षात्कार ले सके। 10. अनुभर्व अपेजक्षत अनुभर्व पूरे दकए िाने तक की प्रभार्वी जतजथ आर्वेिन िमा करने की अंजतम जतजथ के अनुसार मानी िाएगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 11. काय ि आर्वश्यकता जर्वजिष्ट जर्विेषज्ञता की िहां आर्वश्यकता हो, उन पिों के समक्ष जर्वजिष्ट काय ि आर्वश्यकताओं को ििािया िाना चाजहए। 12. अनुसूजचत िाजत, इन जनयमों म ें ऐसा कुछ भी नहीं ह ै िो केंर सरकार द्वारा इस संबंध म ें अनुसूजचत िनिाजत, समय-समय पर िारी आिेिों के तहत अनुसजू चत िाजत और अनुसूजचत ओबीसी और िनिाजत, अन्य जपछड़ा र्वग,ि जर्वकलांग व्यजियों और अन्य जर्विषे श्रेजणयों के पीडब्लल्यडू ी का व्यजियों के जलए प्रिान दकए िाने र्वाले आरक्षण, आय ु सीमा म ें छूट और आरक्षण अन्य ररयायतों पर प्रभार्व नहीं डालगे ी। 13. व्याख्या दकसी भी जनयम की व्याख्या या उि जनयमों की अनुसूची म ें प्रजर्वजष्टयों के संबंध म ें दकसी भी संिेह के मामले म,ें जनिेिक का जनणिय अंजतम और जनणाियक माना िाएगा। अनसु चू ी पि का नाम पि की संख्या र्वर्गिकरण जणक और भती के जलए अर्वजध, यदि पिोन्नजत द्वारा या आमेलन द्वारा भती के मामले अन्य योग्यताए ं जनधािररत कोई हो प्रजतजनयुजि/आमेलन म,ें र्वे ग्रडे जिनस े आय ुऔर द्वारा भती की पद्धजत पिोन्नजत/प्रजतजनयुजि/ िैक्षजणक और जर्वजभन्न तरीकों स े आमेलन दकया िाना ह ै योग्यता भरी िाने र्वाली पिोन्नजत के ररजियों का प्रजतित मामले म ें लाग ू होगी 7 8 9 10 11 आर्वश्यक: लाग ू नहीं सीधी भती के सीधी भती द्वारा। ऐसा प्रजतजनयजु ि: i) दकसी मान्यता प्राप्त जलए िो(2) न कर पाने की जस्ट्थजत में केंरीय/राज्य सरकारों, स्ट्र्वायत्त जर्वश्वजर्वद्यालय स े र्वषि प्रजतजनयुजि द्वारा संगठनों, अनुसंधान संस्ट्थानों, एम.एस.सी. (नर्सिंग) की (अल्पकाजलक अनुबंध जर्वश्वजर्वद्यालयों, सांजर्वजधक जडग्री प्राप्त की हो। सजहत) जनकायों के अजधकारी जिन्होंने: (ii) एम.एस.सी. (एन) के ए. (क) जनयजमत आधार पर बाि 8 र्वषि का अनुभर्व अनुरूप पि या प्राप्त दकया हो जिसम ें 5 (ख) र्वेतन मैररक्स के स्ट्तर र्वषि का जिक्षण अनुभर्व 10 म ें जनयुजि के बाि दिए िाजमल ह।ै गए ग्रेड म ेंपांच साल की जनयजमत सेर्वा प्रिान की हो र्वांछनीय: और पीएच.डी. Short title and commencement – (1) These rules may be called the Ministry of Health and Family Welfare, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong Nursing Teaching Faculty posts (Group ‘A’) Recruitment amendment Rules, 2024 along with its preamble. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in Pay Matrix – The number of the said post, its classification and level in the Pay Matrix attached thereto shall be specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification – No person, (a) Who has entered into or contracted a marriage with a person having a spouse living: or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 5. Power to Relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Ministry of Health & Family Welfare, relax any of the provisions of these rules with respect to any class or category of persons or posts. 6. Saving – Nothing in these rules shall affect reservation relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen, Persons with Disabilities and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. PREAMBLE 1. Short Tile and a. In exercise of the powers conferred under Rule 6 of the Rules of the application Institute, the Governing Council with sanctioned of the Central Government in so far as they relate to the Nursing Teaching Faculty posts only, hereby makes the following rules which may be called the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences Recruitment Amendment Rules – 2024. It shall come into effect from the date of issue of the Gazette Notification. 2. Objectives Appointment of Associate Professor, College of Nursing with minimum qualification and experience are a necessary requirement to maintain a standard of teaching. 3. Definition a. Ad-hoc (short term) appointment: Appointment made for a short-term period where delay in regular selection is envisaged and the post is required to be filled up urgently. b. Nursing Teaching Faculty posts: Posts included in Schedule of these Rules. c. Appointment/Competent Authority: The Competent Authority to make appointment to a post. d. Contract Officer: A person appointed on contract basis. e. Cadre: The strength of a service or a part of service sanctioned as a separate unit. f. Mode of Recruitment: The recruitment will be carried out in the following manners; “By direct recruitment failing which by deputation (including short term contract) These posts shall be filled up by direct recruitment failing which by deputation or short term contract. In case of direct recruitment, the eligible departmental candidates will also be allowed to compete, if otherwise eligible. g. Officiating appointment: Appointment of an Institute’s employee to officiate in a vacant post. h. Probation: Appointment on trial to judge the suitability of the employee with a view to his/her ultimate absorption in the permanent service/post in the Institute. If the officer in the opinion of the Institute, is not found fit for permanent appointment, he may be discharged or reverted to the previous post held by him in the service or extend the period of probation. This will not be applicable in case of appointment against a temporary post and also on deputation/contract appointments. The period of probation is as mentioned in the Schedule at Column No.9 i. Permanent post: A post carrying a definite rate of pay sanctioned without limit of time j. Post Graduate Qualification: Post Graduate Qualification means a Post Graduate Qualification recognized as per Indian Nursing Council Act. k. Qualification: Academic and professional qualifications including experience prescribed for each post as per Schedule to these Rules. l. Mode of Selection: Selection for appointment through one or more of the following methods (i)8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Interview, (ii) Written and /or practical test/s (iii) any other recognized method of evaluation or suitability m. Scale of Pay: Which rises by periodical increments from minimum attached to a particular post. n. Standing Selection Committee: As per the composition of Standing Selection Committee for Group A Faculty posts of NEIGRIHMS, Shillong. The present constitution of the Selection Committee is as under: 1. Chairman (as nominated by the Governing Council) 2. Nominee of Secretary (H&FW) or his nominee (not below the rank of Joint Secretary) 3. DGHS or his nominee (not below the rank of Addl.DGHS) 4. Director, AIIMS, New Delhi or his nominee 5. Director, PGIMER or his nominee 6. Nominee of Vice Chancellor, North Eastern Hill University, Shillong 7. Member, Governing Council 8. Member, Governing Council 9. Two experts in the field of speciality/Super speciality 10. One representative of SC/ST an appropriate status working in NEIGRIHMS or some other organization 11. One representative of Minorities and appropriate status working in NEIGRIHMS or some other organization 12. Director, NEIGRIHMS – Member Secretary 4 Procedure for making a. The procedure to be followed for making recruitment to various categories recruitments: of posts shall be as may be prescribed by the appointing authority for each category. The appointing authority may determine the procedure to follow for assessing the suitability of the candidates in making selection/s, which may include written test, practical test, holding of personal interview etc. It may also consider candidates on the basis of the particulars furnished in the application and the reports received from the referees, if any. The appointing authority may where necessary, prescribe any special qualification/requirements for any particular post in the interest of the Institute. b. Selection to Group ‘A’ posts shall be made on the recommendations of the Standing Selection Committee constituted by the Institute Rule 9 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong. No appointment to a post shall be made unless the post is created in accordance with Rule 15 & 16 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong and approval of the Competent Authority has been obtained for the particular appointment. 5 Appointment on The posts will be filled up by the method of deputation for a period of 5 Deputation/Contract years only in exemption of the clause on ‘Immediate Absorption Basis’. Persons working in the analogous posts or in posts one level below shall be eligible for consideration provided they fulfil the requisite qualification and experience prescribed for the post as for a direct recruit. The period of deputation shall ordinarily not exceed 5 years at a time. In case of posts to be filled up on contract, persons having requisite qualifications and experience and who have not crossed the age of 65 years will be eligible for consideration. 6 Appointment of Experts The Director may with the approval of the President invite experts who may include members of the Institute’s faculty and such others from outside who are eminent in their respective filed of speciality to assist the Selection Committee/s in making selection/s of suitable candidate/s to teaching post/s and such other post/s in the Institute as may be considered by him. 7 Conditions of a. The scale of pay, mode of recruitment, upper age limit at the time of entry, appointment qualifications etc for appointment to various posts in the Institute, shall be as contained in Schedule to these Rules. b. For posts not provided in Schedule, but created and sanctioned with[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 approval of the competent authority, the qualifications, experience, upper age at the time of entry, mode of recruitment etc. may be prescribed by the appointing authority and the same shall be deemed to have been included in the Schedule to these rules. c. Any modifications/amendments/changes made in respect of any entries in Schedule to these Rules by the competent authority, shall be deemed to have been incorporated in the Schedule. Similarly posts abolished by the order of the competent authority shall be deemed to have been deleted from the Schedule of these Rules. 8. Screening Committee All applications for the post of Associate Professor, College of Nursing will be scrutinized by a Screening Committee constituted by the Director. 9. Academic Qualification The academic qualification and experience in respect of the post of / Experience Associate Professor, College of Nursing are relaxable at the discretion of the Selection Committee in order to enable the Selection Committee to interview the candidates with relaxed academic qualification & experience. 10. Experience The effective date upto which the requisite experience must be completed would be reckoned as on the last date of submission of application(s) 11. Job requirement Specific job requirements should be indicated against posts where specific expertise are necessary 12. Reservation of Schedule Nothing in these Rules shall effect reservation, relaxation of age limit and Caste, Schedule Tribe, other concessions required to be provided for Scheduled Castes & OBC & PWD Scheduled Tribes, Other Backward Classes, Persons with Disabilities and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 13. Interpretation In case of any doubt in respect of the interpretation of any of the Rules or the entries in the Schedule to these Rules, the decision of the Director shall be deemed as final and conclusive.
