उि पि की संख्या, उसका र्वगीकरण और र्वेतन मैररक्स में स्ट्तर र्वह होगा िो इन जनयमों की उपबंध अनुसूची के कॉलम 2 स े4 म ें जर्वजनर्ििष्ट ह।ैं 3. भती की पद्धजत, आयु-सीमा, अन्य अहति ाए ँ आदि - भती की पद्धजत, आय-ु सीमा, अहति ाए ँ और संबजन्धत अन्य बात ें र्वे होंगी िो दक उि अनुसूची के स्ट्तम्भ (5) स े स्ट्तम्भ (13) म ेंजर्वजनर्ििष्ट ह।ैं 4. जनरहति ा – र्वह व्यजि- (क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजर्वत ह,ै स ेजर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्विा की ह,ै या (ख) जिसने अपन े पजत या पत्नी के िीजर्वत रहत े हुए दकसी व्यजि स े जर्वर्वाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा। परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्वर्वाह उस व्यजि और जर्वर्वाह के अन्य पक्षकार को लागू स्ट्र्वीय जर्वजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ै दकसी व्यजि को इस जनयम के प्रर्वतिन स ेछूट िे सकेगी। 5. जिजथल करन े की िजि -
