जर्वजनयजमत करने के जलए जनम्नजलजखत जनयम बनात ेह-ैं 1. सजं क्षप्त नाम और प्रारम्भ – इन जनयमों का संजक्षप्त नाम स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय, पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलागं संकाय पि (ग्रुप ‘ए’) भती संिोधन जनयम, 2024 इसकी प्रस्ट्तार्वना सजहत प्रस्ट्तुत ह।ै (2) र्व ेरािपत्र म ेंउनके प्रकािन की तारीख से लाग ूहोंगे। 2. पि की सख्ं या, र्वगीकरण र्व र्वते न मरै रक्स म ें स्ट्तर - उि पि की संख्या, उसका र्वगीकरण और र्वेतन मैररक्स में स्ट्तर र्वह होगा िो इन जनयमों की की उपबधं अनुसचू ी के कॉलम 2 से 4 में जर्वजनर्िष्टि ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अन्य अहति ाएँ आदि - भती की पद्धजत, आय-ु सीमा, अहति ाए ँ और संबजन्धत अन्य बात ें र्वे होंगी िो दक उि अनुसूची के स्ट्तम्भ (5) स ेस्ट्तम्भ (13) म ेंजर्वजनर्ििष्ट ह।ैं 4. जनरहति ा – र्वह व्यजि- 7640 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजर्वत है, स ेजर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्विा की ह,ै या (ख) जिसने अपन े पजत या पत्नी के िीजर्वत रहते हुए दकसी व्यजि से जर्वर्वाह दकया है, उि पि पर जनयुजि का पात्र नहीं होगा। परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्वर्वाह उस व्यजि और जर्वर्वाह के अन्य पक्षकार को लागू स्ट्र्वीय जर्वजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ै दकसी व्यजि को इस जनयम के प्रर्वतिन से छूट िे सकेगी। 5. जिजथल करन े की िजि - िहाँ केंर सरकार की यह राय ह ै दक ऐसा करना आर्वश्यक या समीचीन है, र्वहा ँ उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय स े परामि ि करके इन जनयमों के दकसी उपबंध को दकसी र्वग ि या प्रर्वग ि के व्यजि या पि की बाबत, आिेि द्वारा जिजथल कर सकती ह।ै 6. व्यार्वजृ त्त – इन जनयमों की कोई बात ऐसे आरक्षण, आय ु सीमा म ें छूट और अन्य ररयायतों पर प्रभार्व नहीं डालगे ी जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िंिाजतयों, अन्य जपछड़ा र्वग,ि भूतपूर्वि सैजनकों और अन्य जर्विेष र्वगि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै प्रस्ट्तार्वना 1. संजक्षप्त नाम और क संस्ट्थान के जनयमों के जनयम 6 के तहत प्रित्त िजियों का प्रयोग करते हुए, केंर सरकार प्रारम्भ की मंिूरी से िासी पररषि, िहां तक र्व े केर्वल संकाय पिों से संबंजधत ह,ैं एतद्द्वारा जनम्नजलजखत जनयम बनाती ह,ै जिन्ह ें पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान भती संिोधन जनयम - 2024 कहा िा सकता है। र्वे रािपत्र अजधसूचना िारी होने की तारीख से प्रभार्वी होंगे। 2. उद्देश्य स्नातकोत्तर एर्व ं स्नातक जचदकत्सा जिक्षा प्रिान करने र्वाले संस्ट्थान के जर्वजभन्न जर्वभागों में न्यूनतम योग्यता और अनुभर्व र्वाले जिक्षकों की जनयुजि, जिक्षण का मानक बनाए रखने हते ु एक अहम आर्वश्यकता है। 3. पररभाषा क तिथ ि(अल्पकाजलक) जनयुजि अल्पकाजलक अर्वजध के जलए की गई जनयुजि, िहाँ जनयजमत चयन में िेरी की पररकल्पना की गई ह ैऔर पि को तत्काल भरने की आर्वश्यकता है। ख संकाय एर्व ंअन्य िैक्षजणक पि: इन जनयमों की अनुसूची के खंड-I में िाजमल पि। ग जनयुजि/सक्षम प्राजधकारी: दकसी पि पर जनयुजि करने के जलए सक्षम प्राजधकारी। घ अनुबंध अजधकारी: व्यजि जिसे अनुबंध के आधार पर जनयुि दकया गया हो। ङ संर्वग:ि दकसी सेर्वा या सेर्वा के एक जहस्ट्से की क्षमता को एक अलग इकाई के रूप में मंिूरी िी गई है। च भती का तरीका: भती जनम्नजलजखत तरीकों से की िाएगी; “सीधी भती/प्रजतजनयजु ि/आमेलन और अल्पकाजलक अनुबंध”। इन पिों को सीधी भती द्वारा भरा िाएगा और ऐसा न कर पाने की जस्ट्थजत में पिों को प्रजतजनयुजि/आमेलन या अल्पकाजलक अनुबंध द्वारा भरा िाएगा। सीधी भती के मामले में, जर्वभागीय उम्मीिर्वारों को भी पात्रता के आधार पर प्रजतस्ट्पधाि करने की अनुमजत िी िाएगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 छ कायिर्वाहक जनयुजि: दकसी ररि पि पर कायि करने हते ु संस्ट्थान के कमिचारी की जनयुजि। ि पररर्वीक्षा: संस्ट्थान में स्ट्थायी सेर्वा/पि पर कमिचारी की उपयुिता का मूल्यांकन करने हते ु राइल बेजसस पर जनयुजि। पररर्वीक्षा की अर्वजध िो र्वषि की होगी। यदि संस्ट्थान की राय में अजधकारी स्ट्थायी जनयुजि के जलए उपयुि नहीं पाया िाता है, तो उसे सेर्वामुि दकया िा सकता है या सेर्वा में उसके द्वारा धाररत जपछले पि पर र्वापस भेिा िा सकता है या पररर्वीक्षा की अर्वजध बढा िी िा सकती ह।ै यह अस्ट्थायी पि पर तथा प्रजतजनयुजि/संजर्विा जनयजु ि पर लागू नहीं होगा। झ स्ट्थायी पि: एक जनजित र्वेतन िर र्वाला पि जिसे जबना दकसी जनजित समय सीमा के स्ट्र्वीकृत दकया िाता ह।ै ञ स्नातकोत्तर योग्यता: स्नातकोत्तर योग्यता का अथि राष्ट्रीय जचदकत्सा आयोग द्वारा मान्यता प्राप्त स्नातकोत्तर योग्यता ह,ै जिसे राष्ट्रीय जचदकत्सा आयोग के ‘जचदकत्सा संस्ट्थानों में जिक्षक पात्रता योग्यता जर्वजनयम, 2022’ में िाजमल दकया गया है। ट योग्यता: इन जनयमों की अनुसूची के अनुसार प्रत्येक पि के जलए अनुभर्व सजहत िैक्षजणक और व्यार्वसाजयक योग्यताएं जनधारि रत की गई ह।ैं संस्ट्थान में जिक्षकों की भती/जनयुजि में योग्यता के संबंध में जनम्नजलजखत मानिंडों का कड़ाई से पालन दकया िाएगा: i. सभी जचदकत्सा जिक्षकों के पास भारतीय जचदकत्सा पररषि अजधजनयम, 1956 (1956 का 102) की दकसी भी अनुसूची में िाजमल बुजनयािी जर्वश्वजर्वद्यालय या समकक्ष योग्यता होनी चाजहए। उन्ह ें राज्य जचदकत्सा रजिस्ट्टर या भारतीय जचदकत्सा रजिस्ट्टर में भी पंिीकृत होना चाजहए। ii. एनाटॉमी, दिजियोलॉिी, बायोकेजमस्ट्री, िामािकोलॉिी और माइक्रोबायोलॉिी जर्वभागों में कुल पिों की संख्या के 30% पर गैर-जचदकत्सा जिक्षकों की जनयुजि की िा सकती ह।ै iii. िैक्षजणक और व्यार्वसाजयक योग्यता में इन जनयमों की अनुसूची में र्वर्णित प्रत्येक पि के जलए जनधािररत अनुभर्व िाजमल है। ठ चयन का तरीका: जनम्नजलजखत में से एक या अजधक तरीकों के माध्यम से जनयुजि के जलए चयन दकया िा सकता ह-ैं (i) साक्षात्कार, (ii) जलजखत और/या व्यार्वहाररक परीक्षण (iii) मूल्यांकन या उपयुिता की कोई अन्य मान्यता प्राप्त जर्वजध द्वारा। ड र्वेतनमान: िो दकसी जर्विेष पि से िुड़े न्यूनतम से आर्वजधक र्वेतन र्वृजद्ध द्वारा बढता ह।ै ढ स्ट्थायी चयन सजमजत: पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयमों के जनयम 9(ए) के तहत समूह 'ए' पिों पर जनयुजि हते ु उम्मीिर्वारों के चयन के जलए संस्ट्थान द्वारा स्ट्थायी चयन सजमजत गरठत की गई ह।ै चयन सजमजत का र्वतिमान गठन जनमन्र्वत ह:ै- 1. अध्यक्ष (िासी पररषि द्वारा नाजमत) 2. सजचर्व (स्ट्र्वास्ट््य एर्वं पररर्वार कल्याण) का नामांदकत व्यजि या उसका4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] नामादं कत व्यजि (संयुि सजचर्व के पि से नीचे का नहीं) 3. डीिीएचएस या उसका नामांदकत व्यजि (अपर डीिीएचएस के पि से नीचे नहीं) 4. जनिेिक, एम्स, नई दिल्ली या उनके नामांदकत व्यजि। 5. जनिेिक, पीिीआईएमईआर या उनके नामांदकत व्यजि। 6. सिस्ट्य, िासी पररषि। 7. सिस्ट्य, िासी पररषि। 8. स्ट्पेिजलटी/सुपर स्ट्पेिजलटी के क्षेत्र में िो जर्विेषज्ञ। 9. नीजग्रम्स या दकसी अन्य संगठन में उपयुि उपयुि पि पर काम करने र्वाला अनुसूजचत िाजत/अनुसूजचत िनिाजत का एक प्रजतजनजध। 10. नीजग्रम्स या दकसी अन्य संगठन में कायिरत अल्पसंख्यकों और उपयुि पि का एक प्रजतजनजध। 11. जनिेिक, नीजग्रम्स– सिस्ट्य सजचर्व। 4 भती करने की क जर्वजभन्न श्रेजणयों के पिों पर भती के जलए अपनाई िाने र्वाली प्रदक्रया र्वही होगी िो प्रदक्रया प्रत्येक श्रेणी के जलए जनयुजि प्राजधकारी द्वारा जनधािररत की िाएगी। जनयुजि प्राजधकारी उम्मीिर्वारों की उपयुिता का आकलन करने हते ु अपनाई िाने र्वाली प्रदक्रया जनधारि रत कर सकता है, जिसमें जलजखत परीक्षा, व्यार्वहाररक परीक्षा, व्यजिगत साक्षात्कार आयोजित करना आदि िाजमल हो सकते हैं। इसके अजतररि दिए गए जर्वर्वरणों एर्वं आर्वेिन और रेिरल से प्राप्त ररपोटि (यदि कोई हो) आदि के आधार पर भी उम्मीिर्वारों पर जर्वचार कर सकता है। आर्वश्यक होने पर जनयुजि प्राजधकारी संस्ट्थान के जहत में दकसी जर्विेष पि के जलए कोई जर्विेष योग्यता/आर्वश्यकताएं जनधारि रत कर सकता है। ख समूह 'ए' पिों पर चयन पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयम 9 द्वारा गरठत स्ट्थायी चयन सजमजत की जसिाररिों पर दकया िाएगा। दकसी पि पर कोई जनयुजि तब तक नहीं की िाएगी िब तक दक पि पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलांग के जनयम 15 और 16 के अनुसार सृजित न दकया गया हो और पि जर्विेष की जनयुजि के जलए सक्षम प्राजधकारी की मंिूरी प्राप्त न कर ली गई हो। 5 प्रजतजनयुजि/संजर्विा ये पि केर्वल 'तत्काल अर्विोषण आधार' क्लॉज़ की छूट के साथ 5 र्वषि की अर्वजध के पर जनयुजि जलए प्रजतजनयुजि पद्धजत से भरे िाएंगे। समान पिों पर या एक स्ट्तर नीचे के पिों पर काम करने र्वाले व्यजि जर्वचार के पात्र होंगे, बिते दक र्वे सीधी भती हते ु पि के जलए जनधािररत अपजे क्षत योग्यता और अनुभर्व को पूरा करते हों। प्रजतजनयुजि की अर्वजध सामान्यतः एक समय में 3 र्वषि से अजधक नहीं होगी। अनुबंध पर भरे िाने र्वाले पिों के मामले में, अपेजक्षत योग्यता और अनुभर्व रखने र्वाले और 65 र्वषि की आयु सीमा पार न करने र्वाले व्यजि जर्वचार के पात्र होंगे। 6 जर्विेषज्ञों की जनयुजि राष्ट्रपजत के अनुमोिन से जनिेिक जर्विेषज्ञों को आमंजत्रत कर सकते हैं जिनमें संस्ट्थान के संकाय के सिस्ट्य और बाहर से ऐसे अन्य लोग िाजमल हो सकते ह ैं िो संस्ट्थान में जिक्षण पि/पिों और ऐसे अन्य पि/पिों पर उपयुि उम्मीिर्वारों का चयन करने में चयन सजमजत की सहायता कर सके। 7 जनयुजि की ितें क संस्ट्थान में जर्वजभन्न पिों पर जनयजु ि के जलए र्वेतनमान, भती का तरीका, प्रर्वेि के समय ऊपरी आयु सीमा, योग्यताए ंआदि इन जनयमों की अनुसूची के अनुसार होंगी। ख उन पिों के जलए िो अनुसूची में उपलब्ध नहीं हैं, लेदकन सक्षम प्राजधकारी के अनुमोिन से बनाए और स्ट्र्वीकृत दकए गए हैं, योग्यता, अनुभर्व, प्रर्वेि के समय ऊपरी[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 आयु, सीमा, भती के तरीके आदि जनयुजि प्राजधकारी द्वारा जनधारि रत दकया िा सकता ह ैऔर उसे इन जनयमों की अनुसूची में िाजमल दकया माना िाएगा। ग इन जनयमों की अनुसूची में सक्षम प्राजधकारी द्वारा दकसी भी प्रजर्वजष्ट के संबंध में दकए गए दकसी भी संिोधन/संिोधन/पररर्वतिन को अनुसूची में िाजमल दकया गया माना िाएगा। ठीक इसी प्रकार सक्षम प्राजधकारी के आिेि द्वारा समाप्त दकये गये पि इन जनयमों की अनुसूची से हटाये गये माने िायेंगे। 8. स्ट्क्रीननंग सजमजत सक्षम प्राजधकारी के अनुमोिन के पिात संकाय पिों के सभी आर्वेिनों की िांच जनिेिक द्वारा गरठत एक स्ट्क्रीननंग सजमजत द्वारा की िाएगी। 9. अनुभर्व अपेजक्षत अनुभर्व पूरे दकए िाने तक की प्रभार्वी जतजथ आर्वेिन िमा करने की अंजतम जतजथ के अनुसार मानी िाएगी। 10 कायि आर्वश्यकता जर्वजिष्ट जर्विेषज्ञता की िहां आर्वश्यकता हो, उन पिों के समक्ष जर्वजिष्ट कायि आर्वश्यकताओं को ििािया िाना चाजहए। 11. अनुसूजचत िाजत, इन जनयमों में ऐसा कुछ भी नहीं है िो केंर सरकार द्वारा इस संबंध में समय-समय पर अनुसूजचत िनिाजत, िारी आिेिों के तहत अनुसूजचत िाजत और अनुसूजचत िनिाजत, अन्य जपछड़ा र्वगि, ओबीसी और जर्वकलांग व्यजियों और अन्य जर्विेष श्रेजणयों के व्यजियों के जलए प्रिान दकए िान े पीडब्ल्यूडी का र्वाले आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभार्व नहीं डालेगी। आरक्षण 12. व्याख्या दकसी भी जनयम की व्याख्या या उि जनयमों की अनुसूची में प्रजर्वजष्टयों के संबंध में दकसी भी संिेह के मामले में, जनिेिक का जनणिय अंजतम और जनणाियक माना िाएगा। अनुसूची क्या सीधी भती के जलए जनधािररत र्वेतन मैररक्स चयजनत या आयु और पि का पि की संख्या सीधी भती के जलए में स्ट्तर आधार पर अनुसूची के भाग-II में जभन्न हो िाजमल जचदकत्सा सकती ह)ै योग्यता (तीसरी अनुसूची के भाग-II में िाजमल योग्यता रखने र्वाले व्यजि अजधजनsयम की धारा 13 की उपधारा (3) में जनर्ििष्ट ितों को भी पूरा करते ह)ैं ।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. स्नातकोत्तर योग्यता िैसे दक एमडी/एमएस या संबंजधत अनुिासन/जर्वषय में इसके समकक्ष मान्यता प्राप्त योग्यता हाजसल की हो। और/या 3. सर्ििकल सुपरस्ट्पेिजलटी के जलए एम.सीएच. और मेजडकल सुपरस्ट्पेिजलटी के जलए डी.एम. (2 साल या 3 साल या 5 साल मान्यता प्राप्त कोसि) या इसके समकक्ष मान्यता प्राप्त योग्यता हाजसल की हो। अनभु र्व: एमडी/एमएस की जडग्री या इसके समकक्ष मान्यता प्राप्त योग्यता प्राप्त करने के बाि मान्यता प्राप्त संस्ट्थान में जर्विेषज्ञता के जर्वषय में 14 साल का जिक्षण या िोध का अनुभर्व अर्िित दकया हो। अथर्वा संबंजधत जर्वषय/जर्वषय में एम.सीएच./डी.एम. They shall come into effect from the date of issue of the Gazette Notification. 2. Objectives Appointments of teachers with minimum qualification and experience in various departments of the Institute imparting Post-graduate as well as Graduate Medical Education is a necessary requirement to maintain a standard of teaching. 3. Definition a. Ad-hoc (short-term) appointment Appointment made for a short-term period where delay in regular selection is envisaged and the post is required to fill up urgently. b. Faculty & other academic posts: Posts included in the Section-I of the Schedule of these Rules. c. Appointment/Competent Authority: The Competent Authority to make appointment to a post. d. Contract Officer: A person appointed on contract basis. e. Cadre: The strength of a service or a part of service sanctioned as a separate unit. f. Mode of Recruitment: The recruitment will be carried out in the following manners: “Direct Recruitment/Deputation/Absorption and Short-term Contract”. These posts shall be filled up by Direct Recruitment failing which by deputation/absorption or short term contract. In case of direct recruitment, the eligible departmental candidates will also be allowed to compete, if otherwise eligible. g. Officiating appointment: Appointment of an Institute’s employee to officiate in a vacant post. h. Probation: Appointment on trial to judge the suitability of the employee with a view to his/her ultimate absorption in the permanent service/post in the Institute. The period of probation shall be two years. If the officer in the opinion of the Institute, is not found fit for permanent appointment, he may be discharged or reverted to the previous post held by him in the service or extend the period of probation. This will not be applicable in case of appointment against a temporary post and also on deputation/contract appointments. i. Permanent post: A post carrying a definite rate of pay sanctioned without limit of time. j. Post Graduate Qualification: Post Graduate Qualification means a Post Graduate Qualification recognized by the National Medical Commission as included in the ‘Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022’ of the National Medical Commission. k. Qualification: Academic and professional qualifications including experience prescribed for each post as per Schedule to these Rules. The following norms will be strictly observed in the Recruitment/appointment of teachers in the Institute in regard to qualification: i. All medical teachers must possess a basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956). They must also be registered in a State Medical Register or Indian Medical Register. ii. 30% of the total number of posts in the departments of Anatomy,18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Physiology, Biochemistry, Pharmacology and Microbiology, the non- medical teachers may be appointed. iii. Academic and professional qualification includes experience prescribed for each post as given in Schedule to these Rules. l. Mode of Selection: Selection for appointment through one or more of the following methods (i) Interview, (ii) Written and/or practical test/s (iii) any other recognized method of evaluation of suitability. m. Scale of Pay: Which rises by periodical increments from minimum attached to a particular post. n. Standing Selection Committee: Standing Selection Committee constituted by the Institute under Rule 9(a) of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong for selection of candidates for appointment to Group ‘A’ posts. The procedure to be followed for making recruitment to various categories of posts recruitments: shall be as may be prescribed by the appointing authority for each category. The appointing authority may determine the procedure to follow for assessing the suitability of the candidates in making selection/s, which may include written test, practical test, holding of personal interview etc. it may also consider candidates on the basis of the particulars furnished in the application and the reports received from the referees, if any. The appointing authority may where necessary, prescribe any special qualification/requirements for any particular post in the interest of the Institute. b. Selection to Group ‘A’ post shall be made on the recommendations of the Standing Selection Committee constituted by the Institute Rule 9 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong. No appointment to a post shall be made unless the post is created in accordance with the Rule 15 & 16 of the Rules of the North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong and the approval of the competent authority has been obtained for the particular appointment. 5. Appointments on The posts will be filled up by the method of deputation for a period of 5 years only Deputation/Contract in exemption of the clause on ‘Immediate Absorption Basis’. Persons working in the analogous posts or in posts one level below shall be eligible for consideration provided they fulfil the requisite qualification and experience prescribed for the post as for a direct recruit. The period of deputation shall ordinarily not exceed 3 years at a time. In case of posts to be filled up on contract, persons having requisite qualifications and experience and who have not crossed the age of 65 years will be eligible for consideration. 6. Conditions of a. The scale of pay, mode of recruitment, upper age limit at the time of entry, appointment qualification etc for appointment to various posts in the Institute, shall be as contained in Schedule to these Rules. b. For posts not provided in Schedule, but created and sanctioned with approval of the competent authority, the qualifications, experience, upper age at the time of entry, mode for recruitment etc. maybe prescribed by the appointing authority and the same shall be deemed to have been included in the Schedule of this Rules. c. Any modification/amendments/changes made in respect of any entries in Schedule to these Rules by the competent authority, shall be deemed to have been incorporated in the Schedule. Similarly posts abolished by the order of the competent authority shall be deemed to have been deleted from the Schedule of these Rules. 8. Screening Committee All applications for faculty posts will be scrutinized by a Screening Committee constituted by the Director with the approval of the competent authority. 9. Experience The effective date upto which the requisite experience must be completed would be reckoned as on the last date of submission of applications (s) 10. Job requirement Specific job requirements should be indicated against posts in Superspecialities and other specialized field where specific expertise are necessary. 11. Reservation of Schedule Nothing in these Rules shall effect reservation, relaxation of age limit and other Caste and Schedule concessions required to be provided for Schedule Castes & Schedule Tribes, Other Tribe Backward Classes, Persons with Disabilities and Other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 12. Interpretation In case of any doubt in respect of the interpretation of any of the Rules or the entries in the Schedule to these Rules, the decision of the Director shall be deemed as final and conclusive.
