स्ट्र्वास्ट््य एर्वं अयुर्वर्वज्ञान संस्ट्थान, जिलांगम ें प्राध्यापक सह प्राचाय,च प्राध्यापक सह ईप प्राचाय,च सह प्राध्यापक एर्व ं ट्यटू र के पद पर भती की पद्धजत को जर्वजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते ह-ैं 1. संजक्षप्त नाम और प्रारम्भ – आन जनयमों का संजक्षप्त नाम स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय, पूर्वोत्तर आंददरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं अयुर्वर्वज्ञान संस्ट्थान,जिलांग जिक्षण सकाय ग्रुप ‘ए’ पद भती संिोधन जनयम, 2023 ह।ै (2) र्वे राजपत्र म ेंईनके प्रकािन की तारीख से लागू होंगे। 2. पद की सख्ं या, र्वगीकरण र्व र्वते न मरै रक्स म ें स्ट्तर - ईि पद की संख्या, ईसका र्वगीकरण और र्वेतन मैररक्स म ें स्ट्तर र्वह होगा जो आन जनयमों की ईपबंध ऄनुसूची के कॉलम 2 से 4 म ेंजर्वजनर्ददष्ट ह।ैं 3. भती की पद्धजत, अय-ु सीमा, ऄन्य ऄहतच ाएँ अदद - भती की पद्धजत, अय-ु सीमा, ऄहतच ाएँ और संबजन्धत ऄन्य बात ें र्वे होंगी जो दक ईि ऄनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) म ेंजर्वजनर्ददष्ट ह।ैं 4. जनरहतच ा – र्वह व्यजि- (क) जजसने ऐसे व्यजि, जजसका पजत या जजसकी पत्नी जीजर्वत ह,ै स े जर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्वदा की ह,ै या 2470 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) जजसने ऄपने पजत या पत्नी के जीजर्वत रहते हुए दकसी व्यजि से जर्वर्वाह दकया है, ईि पद पर जनयुजि का पात्र नहीं होगा। परंतु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जर्वर्वाह ईस व्यजि और जर्वर्वाह के ऄन्य पक्षकार को लाग ू स्ट्र्वीय जर्वजध के ऄधीन ऄनज्ञु ेय ह ै और ऐसा करन े के जलए ऄन्य अधार ह ै दकसी व्यजि को आस जनयम के प्रर्वतनच स े छूट द े सकेगी। 5. जिजथल करन े की िजि - जहाँ केंर सरकार की यह राय ह ै दक ऐसा करना अर्वश्यक या समीचीन है, र्वहाँ ईसके जलए जो कारण ह ैं ईन्ह ेंलेखबद्ध करके तथा स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय स े परामि चकरके आन जनयमों के दकसी ईपबंध को दकसी र्वगच या प्रर्वगच के व्यजि या पद की बाबत, अदेि द्वारा जिजथल कर सकती ह।ै 6. व्यार्वजृ त्त– आन जनयमों की कोइ बात ऐसे अरक्षण, अयु सीमा में छूट और ऄन्य ररयायतों पर प्रभार्व नहीं डालगे ी जजनका केन्रीय सरकार द्वारा आस संबंध म ें समय-समय पर जारी दकए गए अदिे ों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत जंजाजतयों, ऄन्य जपछड़ा र्वग,च भूतपूर्वच सैजनकों और ऄन्य जर्विेष र्वगच के व्यजियों के जलए ईपबंध करना ऄपेजक्षत ह।ै प्रस्ट्तार्वना 1. संजक्षप्त नाम और प्रारम्भ संस्ट्थान के जनयमों के जनयम 6 के तहत प्रदत्त िजियों का प्रयोग करत े हुएनर्ससग जिक्षण संकाय पदों से संबंजधत पदों को केंर सरकार की मंजूरी से िासी पररषद जनम्नजलजखत जनयम बनाती ह ै जजन्ह ें पूर्वोत्तर आंददरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं अयुर्वर्वज्ञान संस्ट्थान, जिलागं के भती संिोधन जनयम –2023 कहा जा सकता ह।ै र्वे राजपत्र ऄजधसूचना जारी होने की तारीख से प्रभार्वी होंगे। 2. ईद्देश्य जिक्षण के मानक को बनाए रखने हते ु न्यूनतम योग्यता और ऄनुभर्व र्वाले नर्ससग जिक्षण संकाय की जनयुजि एक ऄहम अर्वश्यकता ह।ै 3. पररभाषा क तदथ च(ऄल्पकाजलक) जनयुजि: ऄल्पार्वजध ऄर्वजध के जलए की गइ जनयुजि जहाँ जनयजमत चयन में जर्वलंब की पररकल्पना की गइ ह ैऔर पद को तत्काल भरन े की अर्वश्यकता ह।ै ख नर्ससग जिक्षण संकाय पद: आन जनयमों की ऄनुसूची म ेंिाजमल पद। ग जनयुजि/सक्षम प्राजधकारी: दकसी पद पर जनयुजि करन े हते ु सक्षम प्राजधकारी। घ ऄनुबंध ऄजधकारी: व्यजि जजसे ऄनुबंध के अधार पर जनयिु दकया गया हो। ङ कैडर: दकसी सेर्वा या सेर्वा के एक जहस्ट्से की क्षमता को एक ऄलग आकाइ के रूप म ेंमंजूरी दी गइ ह।ै च भती का तरीका: भती जनम्नजलजखत तरीकों से की जाएगी; “सीधी भती द्वारा, ऄन्यथा प्रजतजनयुजि द्वारा (ऄल्पकाजलक ऄनुबंध सजहत) ये पद सीधी भती स े भरे जाएंगे और ऐसा न कर पान े की जस्ट्थजत म ें प्रजतजनयुजि या ऄल्पार्वजध ऄनबु ंध स े भरे जाएंगे। सीधी भती के मामल े म,ें योग्य जर्वभागीय ईम्मीदर्वारों को भी प्रजतस्ट्पधाच करने की ऄनुमजत दी[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 जाएगी। हालाँदक, ट्यूटर के पद के संबंध म,ें भती की पद्धजत केर्वल सीधी भती द्वारा की जाएगी। छ कायचर्वाहक जनयुजि: दकसी ररि पद पर कायच करने हते ु संस्ट्थान के कमचचारी की जनयुजि। ज पररर्वीक्षा: संस्ट्थान म ें स्ट्थायी सेर्वा/पद पर कमचचारी की ईपयुिता का मूल्यांकन करने हते ु राआल बेजसस पर जनयुजि। यदद संस्ट्थान की राय में ऄजधकारी स्ट्थायी जनयुजि के जलए ईपयिु नहीं पाया जाता ह,ै तो ईसे सेर्वामुि दकया जा सकता ह ै या सेर्वा में ईसके द्वारा धाररत जपछले पद पर र्वापस भेजा जा सकता ह ै या पररर्वीक्षा की ऄर्वजध बढ़ा दी जा सकती ह।ै यह ऄस्ट्थायी पद पर तथा प्रजतजनयुजि/संजर्वदा जनयुजि पर भी लाग ू नहीं होगा। पररर्वीक्षा की ऄर्वजध ऄनुसूची में कॉलम संख्या 9 में ईजल्लजखत ह।ै झ स्ट्थायी पद: एक जनजित र्वेतन दर र्वाला पद जजसे जबना दकसी जनजित समय सीमा के स्ट्र्वीकृत दकया जाता ह।ै ञ स्नातकोत्तर योग्यता: स्नातकोत्तर योग्यता का मतलब भारतीय नर्ससग काईंजसल ऄजधजनयम के ऄनुसार मान्यता प्राप्त स्नातकोत्तर योग्यता ह।ै ट योग्यता: आन जनयमों की ऄनुसूची के ऄनुसार प्रत्येक पद के जलए ऄनभु र्व सजहत िैक्षजणक और व्यार्वसाजयक योग्यताएं जनधाचररत की गइ हैं। ठ चयन का तरीका: जनम्नजलजखत म ें से एक या ऄजधक तरीकों के माध्यम स े जनयुजि के जलए चयन दकया जा सकता ह-ैं (i) साक्षात्कार, (ii) जलजखत और/या व्यार्वहाररक परीक्षण (iii) मूल्यांकन या ईपयिु ता की कोइ ऄन्य मान्यता प्राप्त जर्वजध द्वारा। ड र्वेतनमान: जो दकसी जर्विेष पद से जड़ु े न्यनू तम से अर्वजधक र्वेतन र्वृजद्ध द्वारा बढ़ता ह।ै ढ़ स्ट्थायी चयन सजमजत: नीजग्रम्स, जिलांग के ग्रुप ए संकाय पदों के जलए स्ट्थायी चयन सजमजत की संरचना के ऄनुसार चयन सजमजत का र्वतचमान गठन जनमन्र्वत हुअ ह:ै 1. ऄध्यक्ष (िासी पररषद द्वारा नाजमत) 2. सजचर्व (एच एडं एफडब्लल्यू) का नामांदकत व्यजि या ईसका नामांदकत व्यजि (संयिु सजचर्व के पद से नीच ेका नहीं) 3. डीजीएचएस या ईसका नामांदकत व्यजि (ऄपर डीजीएचएस के पद स ेनीचे नहीं) 4. जनदेिक, एम्स, नइ ददल्ली या ईनके नामांदकत व्यजि। 5. जनदेिक, पीजीअइएमइअर या ईनके नामांदकत व्यजि।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 6. कुलपजत, नॉथच इस्ट्टनच जहल यूजनर्वर्वसटी (नेहु),जिलांग के नामांदकत व्यजि। 7. सदस्ट्य, िासी पररषद। 8. सदस्ट्य, िासी पररषद। 9. स्ट्पेिजलटी/सुपर स्ट्पेिजलटी के क्षेत्र में दो जर्विेषज्ञ। 10. नीजग्रम्स या दकसी ऄन्य सगं ठन में ईपयिु ईपयिु पद पर काम करन े र्वाला ऄनुसूजचत जाजत/ऄनुसूजचत जनजाजत का एक प्रजतजनजध। 11. नीजग्रम्स या दकसी ऄन्य सगं ठन में कायचरत ऄल्पसंख्यकों और ईपयुि पद का एक प्रजतजनजध। 12. जनदेिक, नीजग्रम्स– सदस्ट्य सजचर्व। 4 भती करन ेकी प्रदिया क जर्वजभन्न श्रेजणयों के पदों पर भती के जलए ऄपनाइ जान े र्वाली प्रदिया र्वही होगी जो प्रत्येक श्रेणी के जलए जनयुजि प्राजधकारी द्वारा जनधाचररत की जाएगी। जनयुजि प्राजधकारी ईम्मीदर्वारों की ईपयुिता का अकलन करने हते ु ऄपनाइ जान े र्वाली प्रदिया जनधाचररत कर सकता है, जजसमें जलजखत परीक्षा, व्यार्वहाररक परीक्षा, व्यजिगत साक्षात्कार अयोजजत करना अदद िाजमल हो सकते ह।ैं आसके ऄजतररि ददए गए जर्वर्वरणों एर्व ं अर्वेदन और रेफरल से प्राप्त ररपोटच(यदद कोइ हो) अदद के अधार पर भी ईम्मीदर्वारों पर जर्वचार कर सकता ह।ै अर्वश्यक होन े पर जनयुजि प्राजधकारी संस्ट्थान के जहत म ें दकसी जर्विेष पद के जलए कोइ जर्विेष योग्यता/अर्वश्यकताए ंजनधाचररत कर सकता ह।ै ख समूह 'ए' पदों पर चयन पूर्वोत्तर आंददरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं अयुर्वर्वज्ञान संस्ट्थान, जिलांग के जनयम 9 द्वारा गरठत स्ट्थायी चयन सजमजत की जसफाररिों पर दकया जाएगा। दकसी पद पर कोइ जनयुजि तब तक नहीं की जाएगी जब तक दक पद पूर्वोत्तर आंददरा गाधं ी क्षेत्रीय स्ट्र्वास्ट््य एर्व ं अयुर्वर्वज्ञान संस्ट्थान, जिलागं के जनयम 15 और 16 के ऄनुसार सृजजत न दकया गया हो और पद जर्विेष की जनयुजि के जलए सक्षम प्राजधकारी की मंजूरी प्राप्त न कर ली गइ हो। 5 प्रजतजनयुजि/संजर्वदा पर ये पद केर्वल 'तत्काल ऄर्विोषण अधार' क्लॉज़ की छूट के साथ 5 र्वष च जनयुजि की ऄर्वजध के जलए प्रजतजनयुजि पद्धजत से भरे जाएगं े। समान पदों पर या एक स्ट्तर नीचे के पदों पर काम करने र्वाले व्यजि जर्वचार के पात्र होंगे, बिते दक र्वे सीधी भती हते ु पद के जलए जनधाचररत ऄपेजक्षत योग्यता और ऄनुभर्व को पूरा करते हों। प्रजतजनयुजि की ऄर्वजध सामान्यतः एक समय में 5 र्वषच से ऄजधक नहीं होगी। ऄनुबंध पर भरे जान े र्वाल े पदों के मामल े म,ें ऄपेजक्षत योग्यता और ऄनभु र्व रखने र्वाले और 65 र्वषच की अय ु सीमा पार न करन े र्वाले व्यजि जर्वचार के पात्र होंगे। 6 जर्विेषज्ञों की जनयुजि राष्ट्रपजत के ऄनुमोदन से जनदिे क जर्विेषज्ञों को अमंजत्रत कर सकते ह ैं जजनमें संस्ट्थान के संकाय के सदस्ट्य और बाहर से ऐसे ऄन्य लोग िाजमल हो सकते ह ैं जो संस्ट्थान म ें जिक्षण पद/पदों और ऐस े ऄन्य पद/पदों पर ईपयुि ईम्मीदर्वारों का चयन करने में चयन सजमजत की सहायता कर सके।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 7 जनयुजि की ितें क संस्ट्थान म ें जर्वजभन्न पदों पर जनयुजि के जलए र्वते नमान, भती का तरीका, प्रर्वेि के समय उपरी अय ु सीमा, योग्यताएं अदद आन जनयमों की ऄनुसूची के ऄनुसार होंगी। ख ईन पदों के जलए जो ऄनुसूची में ईपलब्लध नहीं ह,ैं लेदकन सक्षम प्राजधकारी के ऄनुमोदन से बनाए और स्ट्र्वीकृत दकए गए ह,ैं योग्यता, ऄनुभर्व, प्रर्वेि के समय उपरी अय,ु सीमा, भती के तरीके अदद जनयुजि प्राजधकारी द्वारा जनधाचररत दकया जा सकता ह ै और ईसे आन जनयमों की ऄनुसूची में िाजमल दकया माना जाएगा। ग आन जनयमों की ऄनुसूची म ें सक्षम प्राजधकारी द्वारा दकसी भी प्रजर्वजष्ट के संबंध में दकए गए दकसी भी संिोधन/संिोधन/पररर्वतचन को ऄनुसूची म ें िाजमल दकया गया माना जाएगा। ठीक आसी प्रकार सक्षम प्राजधकारी के अदेि द्वारा समाप्त दकये गये पद आन जनयमों की ऄनुसूची से हटाये गय े माने जायेंगे। 8. स्ट्िीननग सजमजत नर्ससग जिक्षण संकाय पदों के सभी अर्वेदनों की जांच जनदिे क द्वारा गरठत एक स्ट्िीननग सजमजत द्वारा की जाएगी। 9. िैक्षजणक योग्यता/ऄनुभर्व नर्ससग संकाय पदों के संबंध में िैक्षजणक योग्यता और ऄनभु र्व चयन सजमजत के जर्वर्वेकाधीन ह ै तादक चयन सजमजत जिजथल िैक्षजणक योग्यता और ऄनुभर्वी ईम्मीदर्वारों का साक्षात्कार ले सके। 10. ऄनुभर्व ऄपेजक्षत ऄनुभर्व परू े दकए जाने तक की प्रभार्वी जतजथ अर्वदे न जमा करने की ऄंजतम जतजथ के ऄनुसार मानी जाएगी। 11. कायच अर्वश्यकता जर्वजिष्ट जर्विेषज्ञता की जहां अर्वश्यकता हो, ईन पदों के समक्ष जर्वजिष्ट कायच अर्वश्यकताओं को दिाचया जाना चाजहए। 12. ऄनुसूजचत जाजत, आन जनयमों में ऐसा कुछ भी नहीं ह ै जो केंर सरकार द्वारा आस संबंध में ऄनुसूजचत जनजाजत, समय-समय पर जारी अदेिों के तहत ऄनुसूजचत जाजत और ऄनुसूजचत ओबीसी और पीडब्लल्यडू ी जनजाजत, ऄन्य जपछड़ा र्वग,च जर्वकलांग व्यजियों और ऄन्य जर्विेष का अरक्षण श्रेजणयों के व्यजियों के जलए प्रदान दकए जान े र्वाल े अरक्षण, अयु सीमा में छूट और ऄन्य ररयायतों पर प्रभार्व नहीं डालेगी। 13. व्याख्या दकसी भी जनयम की व्याख्या या ईि जनयमों की ऄनुसूची म ें प्रजर्वजष्टयों के संबंध में दकसी भी संदेह के मामले म,ें जनदेिक का जनणचय ऄंजतम और जनणाचयक माना जाएगा। ऄनुसूची पद का नाम पद की संख्या र्वर्वगकरण र्वेतन मैररक्स चयजनत या गैर सीधी भती के जलए अय ु में स्ट्तर चयजनत पद सीमा 1 2 3 4 5 6 प्राध्यापक सह 1(2023) ग्रुप 'ए' र्वेतन मैररक्स लाग ू नहीं अयु 55 र्वषच से ऄजधक III—SEC.4] सीधी भती के जलए क्या सीधी पररर्वीक्षा सीधी भती द्वारा या पदोन्नजत/प्रजतजनयुजि/ अर्वश्यक िक्षै जणक और भती के जलए ऄर्वजध, यदद पदोन्नजत द्वारा या अमेलन द्वारा भती के मामले ऄन्य योग्यताए ं जनधाचररत अयु कोइ हो प्रजतजनयुजि/अमेलन म,ें र्वे ग्रेड जजनसे और िैक्षजणक द्वारा भती की पद्धजत पदोन्नजत/प्रजतजनयुजि/ योग्यता और जर्वजभन्न तरीकों से अमेलन दकया जाना ह ै पदोन्नजत के भरी जाने र्वाली मामले में लागू ररजियों का प्रजतित होगी 7 8 9 10 11 अर्वश्यक: लाग ूनहीं सीधी भती के सीधी भती द्वारा। ऐसा प्रजतजनयजु ि: जलए एक (1) न कर पाने की जस्ट्थजत केंर/राज्य सरकारों,स्ट्र्वायत्त I. दकसी मान्यता र्वषच में प्रजतजनयुजि द्वारा संगठनों, ऄनुसंधान प्राप्त जर्वश्वजर्वद्यालय (ऄल्पकाजलक ऄनुबंध संस्ट्थानों, जर्वश्वजर्वद्यालयों, स े एमएससी सजहत) र्वैधाजनक जनकायों के नर्ससग की जडग्री ऄजधकारी जजन्होने: प्राप्त की हो। I. क) जनयजमत अधार पर II. एमएससी (एन) के ऄनुरूप पोस्ट्ट या पिात 15 साल ख) मलू संर्वगच/जर्वभाग में का ऄनुभर्व प्राप्त र्वेतन मैररक्स के स्ट्तर 11 दकया हो जजसमें में जनयुजि के बाद प्रदान की कॉलेजजएट कायचिम गइ ग्रडे म ेंपांच साल की म ें न्यनू तम 5 साल जनयजमत सेर्वा प्रदान की के ऄनुभर्व के साथ हो। 12 साल का और जिक्षण ऄनुभर्व 2 कॉलम 7 के तहत जनधाचररत होना चाजहए। िैक्षजणक योग्यता और ऄनुभर्व Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification – No person, (a) Who has entered into or contracted a marriage with a person having a spouse living: or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Ministry of Health & Family Welfare, relax any of the provisions of these rules with respect to any class or category of persons or posts. 6. Nursing Teaching Faculty posts: Posts included in Schedule of these Rules. c. Appointment/Competent Authority: The Competent Authority to make appointment to a post. d. Contract Officer: A person appointed on contract basis. e. Cadre: The strength of a service or a part of service sanctioned as a separate unit. f. Mode of Recruitment: The recruitment will be carried out in the following manners; ―By direct recruitment failing which by deputation (including short term contract) These posts shall be filled up by direct recruitment failing which by deputation or short term contract. In case of direct recruitment, the eligible departmental candidates will also be allowed to compete, if otherwise eligible. However, in respect of the post of Tutor, the method of recruitment is by direct recruitment only. g. Officiating appointment: Appointment of an Institute’s employee to officiate in a vacant post. h. Probation: Appointment on trial to judge the suitability of the employee with a view to his/her ultimate absorption in the permanent service/post in the Institute. If the officer in the opinion of the Institute, is not found fit for permanent appointment, he may be discharged or reverted to the previous post held by him in the service or extend the period of probation. This will not be applicable in case of appointment against a temporary post and also on deputation/contract appointments. The period of probation is as mentioned in the Schedule at Column No.9 i. The procedure to be followed for making recruitment to various recruitments: categories of posts shall be as may be prescribed by the appointing authority for each category. The appointing authority may determine the procedure to follow for assessing the suitability of the candidates in making selection/s, which may include written test, practical test, holding of personal interview etc. It may also consider candidates on the basis of the particulars furnished in the application and the reports received from the referees, if any. The appointing authority may where necessary, prescribe any special qualification/requirements for any particular post in the interest of the Institute. b.
