L.-33004/99 सी.जी.-डी.एल.-अ.-18112023-250141 xxxGIDHxxx CG-DL-E-18112023-250141 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 764] नई दिल्ली, िुक्रर्वार, नर्वम्ब र 17, 2023/कार्तकि 26, 1945 No. 764] NEW DELHI, FRIDAY, NOVEMBER 17, 2023/KARTIKA 26, 1945 पर्वू ोत्तर इंदिरा गाधं ी क्षत्रे ीय स्ट्र्वास्ट््य एर्व ं आयर्ु र्वज्ञि ान सस्ट्ं थान, जिलागं अजधसचू ना नई दिल्ली, 11 अक्त ूबर, 2023 स.ं एनईआईिीआर-ई.II/10/97/पीटी-XXIV.—राष्ट्रपजत, संजर्वधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए पर्वू ोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलागं म ें सीजनयर रेजसडेंट डॉक्टरों (3 र्वर् ि का कायिकाल) के पि पर भती की पद्धजत को जर्वजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाते ह-ैं 1. संजक्षप्त नाम और प्रारम्भ – इन जनयमों का संजक्षप्त नाम स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय, पूर्वोत्तर इंदिरा गांधी क्षेत्रीय स्ट्र्वास्ट््य एर्वं आयुर्र्विज्ञान संस्ट्थान, जिलांग ग्रुप ‘ए’ पि भती संिोधन जनयम, 2023 ह।ै (2) र्वे रािपत्र म ेंउनके प्रकािन की तारीख से लाग ूहोंगे। 2. पि की सख्ं या, र्वगीकरण र्व र्वते न मरै रक्स म ें स्ट्तर - उि पि की संख्या, उसका र्वगीकरण और र्वेतन मैररक्स म ें स्ट्तर र्वह होगा िो इन जनयमों की उपबंध अनुसूची के कॉलम 2 से 4 म ेंजर्वजनर्िष्टि हैं। 3. भती की पद्धजत, आय-ु सीमा, अन्य अहति ाएँ आदि - भती की पद्धजत, आय-ु सीमा, अहति ाएँ और संबजन्धत अन्य बात ें र्वे होंगी िो दक उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (11) म ेंजर्वजनर्िष्टि ह।ैं 4. जनरहति ा – र्वह व्यजि- (क) जिसने ऐसे व्यजि, जिसका पजत या जिसकी पत्नी िीजर्वत ह,ै स े जर्वर्वाह दकया ह ै या जर्वर्वाह की संजर्विा की है, या 7193 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) जिसने अपने पजत या पत्नी के िीजर्वत रहते हुए दकसी व्यजि से जर्वर्वाह दकया है, उि पि पर जनयुजि का पात्र नहीं होगा। परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्वर्वाह उस व्यजि और जर्वर्वाह के अन्य पक्षकार को लाग ू स्ट्र्वीय जर्वजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ै दकसी व्यजि को इस जनयम के प्रर्वतनि स े छूट ि े सकेगी। 5. जिजथल करन े की िजि - िहाँ केंर सरकार की यह राय ह ै दक ऐसा करना आर्वश्यक या समीचीन ह,ै र्वहाँ उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा स्ट्र्वास्ट््य और पररर्वार कल्याण मंत्रालय स े परामिि करके इन जनयमों के दकसी उपबंध को दकसी र्वगि या प्रर्वग िके व्यजि या पि की बाबत, आिेि द्वारा जिजथल कर सकती ह।ै 6. व्यार्वजृ त्त – इन जनयमों की कोई बात ऐसे आरक्षण, आय ु सीमा में छूट और अन्य ररयायतों पर प्रभार्व नहीं डालगे ी जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िंिाजतयों, अन्य जपछड़ा र्वग,ि भूतपूर्वि सैजनकों और अन्य जर्विर्े र्वग िके व्यजियों के जलए उपबधं करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की संख्या र्वर्गिकरण र्वते न मरै रक्स चयजनत या गैर चयजनत सीधी भती के जलए आय ुसीमा म ेंस्ट्तर पि 1 2 3 4 5 6 सीजनयर रेजसडेंट 127* (2023) ग्रुप 'ए' र्वेतन मैररक्स लागू नहीं आयु 45 र्वर्ि से अजधक नहीं डॉक्टर *कायिभार पर का स्ट्तर 11 होनी चाजहए। (केंर सरकार द्वारा िारी जनििे ों के अनुसार जनभिर जभन्नता के आयु में छूट) अधीन सीधी भती के जलए आर्वश्यक िक्षै जणक क्या सीधी भती पररर्वीक्षा सीधी भती द्वारा या पिोन्नजत/प्रजतजनयजु ि/ और अन्य योग्यताएं के जलए अर्वजध, यदि पिोन्नजत द्वारा या आमले न द्वारा भती के जनधारि रत आय ु कोई हो प्रजतजनयजु ि/आमले न मामल ेम,ें र्वे ग्रेड जिनस े और िक्षै जणक द्वारा भती की पद्धजत पिोन्नजत/प्रजतजनयजु ि/ योग्यता और जर्वजभन्न तरीकों स े आमले न दकया िाना ह ै पिोन्नजत के भरी िान ेर्वाली मामल ेम ेंलाग ू ररजियों का प्रजतित होगी 7 8 9 10 11 1. भारतीय जचदकत्सा पररर्ि लागू नहीं लागू नहीं सीधी भती द्वारा लागू नहीं अजधजनयम 1956 की तीसरी अनुसूची की अनुसूची I और II में र्वर्णित जचदकत्सा योग्यता प्राप्त करने के पश्चात संबंजधत क्षेत्रों/जर्वर्य में स्नातकोत्तर जडग्री (एमडी/ एमएस/डीएनबी)प्राप्त की हो। तीसरी अनुसूची के भाग II में र्वर्णित योग्यता रखने र्वाले व्यजि अजधजनयम की धारा 13(बी) में जनर्िष्टि ितों को भी पूरा दकया हो। 2. एमबीबीएस के पश्चात अजनर्वायि रूप से इंटनिजिप दकया हो। 3. उम्मीिर्वार का दकसी भी राज्य मेजडकल काउंजसल/एनएमसी के साथ पंिीकृत होना आर्वश्यक है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 यदि कोई चयन सजमजत/जर्वभागीय प्रोन्नजत सजमजत मौििू है तो उसकी संरचना क्या है? Short title and commencement – (1) These rules may be called the Ministry of Health and Family Welfare, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong Group – A posts Recruitment amendment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in Pay Matrix – The number of the said post, its classification and level in the Pay Matrix attached thereto shall be specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (11) of the said Schedule. 4. Disqualification – No person, (a) Who has entered into or contracted a marriage with a person having a spouse living: or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule 5. Power to Relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Ministry of Health & Family Welfare, relax any of the provisions of these rules with respect to any class or category of persons or posts. 6.
