Read the following:- 1.G.O.Ms.No.397,Home(PSC)Department,Dated:07.9.2009. 2.G.O.Ms.No.148,Home(PSC)Department,Dated:15.6.2011. 3.From the Director General of Police, A.P., Hyderabad , C.No.06/CCTNS/APeCOPS/SI- RFP/2011,Dt.27.08.2011. @@@@@ O R D E R: In the G.O., 1st read above ,the Government have constituted committees at various levels viz., a)State Apex Committee b)State Empowered Committee c) State Mission Team and d)District Mission Team to review the implementation of CCTNS Project with the following members. I.“ State Apex Committee” will be headed by Chief Secretary and will be responsible for the following and will meet once in a quarter: 1. Review progress of Project 2. Monitor utilization of funds 3. Issue of Policy Directions 4. Issue of Guidelines etc., 1)Member (Chairperson) Chief Secretary 2)Member (Co- Chair) Principal Home Secretary 3)Member(Co-Chair) Director General of Police 4) Member Secretary, Finance or his representative 5)Member IT Secretary or his representative 6)Member Head of State Crime Records Bureau. 7)Member Representative of NIC(SIO) NIC) 8)Member Representative of Govt., of India, Ministry of Home Affairs 9) Member (Convener) Inspector General of Police, (PCS&S)-Nodal Officer (CCTNSProject) 10) Member Representative of BSNL, Hyderabad II “State Empowered Committee” will be headed by the Director General of Police with 8 other members and meet once in a month and will be responsible for the following: 1. Allocation of funds 2.Approval of BPR (Business Process Reengineering)proposals. 3. Sanction of various project components, as may be specified, including the Hardware. Software procurement. 4. Approval of various functionalities to be covered in the Project P.T.O.:: 2 :: 5. Review progress of the Project. 6. Ensure proper Training arrangements. 7. Ensure deployment of appropriate handholding personnel 8. Other important policy and procedural issues. 9. Guidance to State / District Mission Teams. 2. Subsequently, consequent to the amendment made in respect of Andhra Pradesh IPS Cadre, creating new post of Addl. Director General of Police (Technical Services), and on the request of Director General of Police, Andhra Pradesh, Hyderabad, vide GO.Ms.No.148 dated 15.06.2011, the State Empowered Committee was reconstituted with 11 members including the Addl. Director General of Police, Andhra Pradesh, Hyderabad (Technical Services) and Additional Director General of Police (P&L) as members as indicated below: Member1 (Chairperson) Director General of Police Member2 Addl. Director General of Police, (Technical Services) Member 3 Addl. Director General of Police, (Provisioning & Logistics) Member4 (Convener- cum-co- Inspector General of Police, PCS & S chair) Member 5(Co-Chair) Inspector General of Police, SCRB. Member 6 Representative of National Crime Records Bureau Member 7 Special Secretary, Home Member 8 Secretary Finance or his representative Member 9 Secretary, IT Department or his representative Member 10 SIO, NIC representative at State Member 11 Representative of State Implementation agency i.e. from PCS & S. III “State Mission Team” will be headed by the Nodal Officer for CCTNS Project/Head of SCRB, whoever is senior. The State Mission Team will meet once in a month and will be responsible for the following: 1. Operational responsibility for the Project. 2. Formulating Project Proposals. 3. Getting sanction of GOI for various projects. 4. Hardware roll-out and operationalization 5. Co-ordination with various agencies 6. Resolution of all software related issues, including customization. 7. Resolution all other issues hindering the Project Progress 8. Any other decision to ensure speedy implementation of the project 9. Assist the State Apex and Empowered Committees. Member1 Inspector General of Police, Police Computer Services (Mission Leader) & Standardization – Nodal Officer Member 2 Head of State Crime Records Bureau. Member 3 Representative of implementation Agency i.e. Police Computer Services & Standardization Member 4 State Informatics Officer (SIO), NIC. IV “District Mission Team” will be headed by the SSP / SP of the respective district and will perform the following functions: 1. Prepare District Project Proposal 2. Ensure proper Rollout of the Project in each selected Police Station Contd..3:: 3 :: 3.Ensure hardware and software installation, and operationalization of the Project. 4. Training of all Police Personnel in the District 5. Site preparation and availability of all utilities 6. Ensure separate account keeping for the Project 7. Appointment and proper utilization of handholding personnel. Member 1(Chairperson) SSP / SP of the District / DCP of Zone ( Commissionerates ) Member 2(Co-Chair) Additional SP (Admin.) of the District Member 3 Inspector, District Crime Record Bureau Member 4 DIO of the NIC District Centre Member 5 District Incharge - IT Core Team. 3. The Director General of Police, vide his letter 3rd read above, has now sent revised proposals for reconstituting the State Apex Committee State Empowered Committee and State Mission Team for inclusion of Additional Director General of Police (Crime Investigation Department), who is a supervisory officer of State Crime Record Bureau, in lieu of Inspector General of Police (State Crime Record Bureau), on the ground that Additional Director General of Police, Crime Investigation Department as Nodal Officer for different National Agencies can contribute qualitatively in the deliberations of the Committees. 4. Government after careful consideration of the proposal hereby decide and re- constitute the “State Apex Committee”, “State Empowered Committee” and “State Mission Team” with the following members. There shall be no change in the composition of the District Mission Team.
