Special Police Battalions – Preparation of panel of Assistant Commandants, APSP Bn., fit for adhoc promotion as Additional Commandants, APSP Bns., for the panel year 2011-2012, subject to commencement of probation in the promoted post after completion of minimum service in the feeder category – Orders – Issued. ------------------------------------------------------------------------------------------------ HOME (SER-I) DEPARTMENT G.O.Ms.No. 27 Dated:15-2-2012 Read the following:- 1.G.O.Ms.No.140, Home (Police-E) Department, dated 2.7.1997 2.G.O.Ms.No.218, Home (Legal-II) Department, dated 19.8.2010 3.From the Director General of Police, A.P., Hyderabad, Letter Rc.No.1536/G3/2012, dated 3.2.2012 o-o-o ORDER: In the G.O. 1st read with G.O. 2nd read above, the feeder category for the post of Additional Commandant, APSP Bns., is Assistant Commandant, APSP Bns., and for promotion of Assistant Commandant, APSP Bns., as Additional Commandant, APSP Bns., the minimum service shall be five years. 2. In the reference 3rd read above, the Director General of Police, A.P., Hyderabad, has informed that 14 vacancies of Additional Commandants, APSP Bns., are going to arise consequent on promotion of Additional Commandants as Commandants during the panel year 2011-2012. Aaccording to Rule-6 (b) of the State & Subordinate Service Rules, the zone of consideration shall be in the ratio of 1 : 3. Thus, for 14 vacancies of Addl. Commandants, APSP Bns., 42 Asst. Commandants, APSP Bns., have to be considered for promotion as Addl. Commandants, APSP. At present only 8 Asst. Commandants, have completed more than 5 years service as on 1.9.2011 and 26 Asst. Commandants completed 3 ½ years service as on 1.9.2011. The Director General of Police, A.P., Hyderabad, has therefore, requested the Government to accord permission for relaxation of minimum period of 5 years service required for promotion to the post of Addl. Commandants, for those Assistant Commandants who have completed 3 ½ years of service as on 1.9.2011 to effect promotions to the post of Addl. Commandants, under Rule 10 (a) of A.P. State & Subordinate Service Rules, r/w the instructions issued in Govt. Memo. No.53975/Ser.D/2000-3, G.A. (Ser.D) Department, dated 9.1.2001 subject to condition that commencement of probation in the promoted post will be only after completion of minimum service in the feeder category. 3. Government, after careful examination of the matter, hereby accord permission for preparation of temporary panel of Assistant Commandants, APSP Bns., otherwise fit for promotion as Additional Commandants, APSP Bns., excepting for not having completed three years of minimum service, for making promotions on adhoc basis for the panel year 2011-2012, under rule 10 (a) of A.P. State and Subordinate Service Rules, 1996 read with instructions issued in Govt. Memo. No.53975/Ser.D/2000-3, G.A. (Ser.D) Department, dated 9.1.2001, subject to condition that the commencement of probation in the promoted post will be only after completion of minimum service in the feeder category. 4. The Director General of Police, A.P., Hyderabad, is requested to take necessary action in the matter.
