invalidation in respect of Late D.Kamaraju, Sweeper, O/o the Commissioner
of Police, Visakhapatnam for providing appointment to his son on
compassionate grounds – Orders – Issued.

Read the following:-
1. From Sri D.Kamaraju, Sweeper, O/o the Commissioner of Police,
Visakhapatnam, Representation, dated: 27.1.2009.
2. From the C.P., Visakhapatnam, Lr.No. 4188/A1/2009,
dt.23.2.2011 addressed to the D.G.P., A.P., Hyderabad.
3. From the D.G.P., A.P., Hyderabad, Lr.No.159/ME.3/2011,
dt. 18.3.2011.

ORDER
In the reference 1st read above, Sri D.Kamaraju, Sweeper, has
submitted a representation dated: 27.01.2009 requesting for Medical
Invalidation as he had five and a half years of left over service by that date.
The request was processed in terms of G.O.Ms.No.661, General
Administration (Ser.A) Department, dated: 23.10.2008 by the Commissioner
of Police, Visakhapatnam, and orders were issued vide Order No.867/2009,
dated: 31.08.2009, medically invalidating the individual from service. The
process took seven (7) months, and by the time the orders of Medical
Invalidation were issued he was short of (2) months from the required left
over service of (5) years. Subsequently the Sweeper (Retired) expired on
09.08.2010.
2. The Director General of Police, A.P., Hyderabad, has further informed
that the Sweeper expired on 09.08.2010, i.e. nearly one year after issue of
orders medically invalidating him. His son is neither eligible for
compassionate appointment as a dependent of the deceased Government
employee nor eligible for the same under the scheme of Medical Invalidation
as there is a shortfall of two (2) months for the required left over service.
Had the Sweeper continued in service without opting for Medical Invalidation,
his son would have been considered for compassionate appointment as his
date of superannuation is 30.06.2014. He has, therefore, requested to
consider the case sympathetically on humanitarian grounds and to issue
orders in favour of the son of the late Sweeper by condoning the shortfall of
two (2) months in the left over service of the Sweeper.
3. Government have observed that infact, on the date of forwarding the
proposal with regard to Sri D.Kamaraju, Sweeper, (on 26.2.2009) to the
District Level Scrutiny Committee and on the date of issuing certificate
(dt.27.4.2009) by the Regional Medical Board, he had left over service of
more than 5 years. But on the date of issue of orders allowing him to retire
on medical invalidation is on 31.8.2009, his service fell short by less than two
months for fulfilling the condition of five years left over service for which he
is not responsible.

4. Government, after careful examination of the matter and keeping in
view the facts of the case have, decided to condone the shortfall of 61 days
for the required left over service of five years with regard to medical
invalidation in respect of Sri D.Kamaraju, Sweeper, for providing
appointment to his son on compassionate grounds in terms of
G.O.Ms.No.661, G.A (Ser.A) Department, dated: 23.10.2008.
5. Accordingly, Government hereby condone the shortfall of (61) days for
the required left over service of five (5) years with regard to medical
invalidation in respect of Sri D.Kamaraju, Sweeper, and order to provide
compassionate appointment to Sri D.Satyanarayana, S/o Late D.Kamaraju,
Sweeper, in terms of terms G.O.Ms.No.661 G.A (Ser.A) Department, dated:
23.10.2008, subject to fulfillment of other terms and conditions stipulated
under the scheme of compassionate appointment.
6. The Director General of Police, AP., Hyderabad, shall take further
action in the matter accordingly.
