The Government of India has established and iteratively restructured the Narco Coordination Centre (NCORD) mechanism to enhance coordination among central and state stakeholders in drug law enforcement. Initially formed on November 22, 2016, NCORD was restructured on July 29, 2019, to create a four-tier system aimed at improving collaboration between drug law enforcement agencies and other relevant parties in controlling drug trafficking and abuse. Further restructuring occurred on March 25, 2022, to improve policy coordination and address field-level issues.
The NCORD mechanism comprises four tiers:
1. **Apex Committee (Central Government Level):** Chaired by the Union Home Secretary, with members including Secretaries from various ministries (Revenue, Health & Family Welfare, Social Justice & Empowerment, Ports, Shipping & Waterways, Chemicals & Fertilizers, Pharmaceuticals), Chairman of the Central Board of Indirect Taxes & Customs, Chief Secretaries and Directors General of Police of all States, Director of Intelligence Bureau, The Drug Controller General of India and Directors General of various agencies.
2. **Executive Committee (Central Government Level):** Chaired by the Special Secretary (Internal Security), Ministry of Home Affairs, and includes representatives from various departments such as the Narcotics Control Bureau (NCB), Department of Revenue, and Ministries of Health & Family Welfare, Social Justice & Empowerment, Ports, Shipping & Waterways, Chemicals & Fertilizers, Dept. of Pharmaceuticals.
3. **State Level NCORD Committee:** Chaired by the Chief Secretary of the State, with members including the Additional Chief Secretary/Principal Secretary (Home), Director General of Police, Principal Secretaries of various state departments, and representatives from agencies such as the Directorate of Revenue Intelligence (DRI) and the Central Bureau of Narcotics (CBN).
4. **District Level Committee:** Chaired by the District Magistrate, with the District Superintendent of Police as Member Convener, and representatives from state departments, customs, border guarding agencies, and port authorities (in coastal districts).
The NCORD portal, managed by the Narcotics Control Bureau (NCB), serves as a central hub for drug-related information and a Knowledge Management System (KMS). The initiative has facilitated enhanced interagency coordination, real-time intelligence sharing, targeted action against drug networks, strategy review and monitoring, capacity building, technology adoption, financial investigations, property confiscation, improved de-addiction programs, and anti-drug abuse awareness campaigns. New initiatives emerging from the NCORD mechanism include the Madak Padarth Nished Asoochna Kendra (MANAS) 24x7 toll-free helpline (1933), the National Integrated Database on Arrested Narco-Offenders (NIDAAN) portal, and Mission SPANDAN, a partnership with spiritual institutions for awareness.

In order to facilitate coordination between various Central & State stakeholders on matters related to drug law
enforcement, Government of India constituted Narco-Coordination (NCORD) mechanism on 22.11.2016. The
Government of India on 29.07.2019 further restructured NCORD mechanism by establishing 4-tier Narco
Coordination Centre (NCORD) mechanism for ensuring better coordination between Central & State Drug
Law Enforcement Agencies and other stake holders in the field of controlling drug trafficking and drug abuse
in India. Keeping in view the necessity for improving coordination among various stakeholders in policy
matter as also for improving NCORD mechanism to tackle field level issues, the NCORD mechanism was
further restructured on 25.03.2022. Government of India also added new members as and when required
subsequently. The current 4-tier structure of the NCORD mechanism is at Annexure-I.
The drive against the menace posed by drugs to societal wellbeing and national security has gathered traction
with the advent of NCORD mechanism. NCORD portal by Narcotics Control Bureau (NCB) has become a
gateway for all drug and NCB related information and also act as a total Knowledge Management System
(KMS). It has also helped in enhanced inter-agency coordination, real time intelligence sharing, focused
action against drug networks, review and monitoring of strategies, enhancing capacity building in handling
drug related cases, adoption of advanced technologies, targeting financial investigation and property
confiscation
of drug traffickers, improving de-addiction & rehabilitation programs and promoting anti-drug abuse
awareness, etc. In addition, new initiatives like Madak-Padarth Nished Asoochna Kendra (MANAS) - 24x7
