का.आ. 3374(अ).— केन्द्रीय सरकार, आपिा प्रबंधन अजधजनयम, 2005 (2005 का 53) की धारा 8क की उपधारा
(2) द्वारा प्रित्त िजियों का प्रयोग करते हुए, इस अजधजनयम के प्रयोिनों के जलए एक राष्ट्रीय संकट प्रबंधन सजमजत का गठन
करती ह,ै जिसमें जनम्नजलजखत सिस्ट्य होंग,े अर्ाात:् -
(क) कैजबनेट सजचव - अध्यक्ष;
(ख) केंरीय गृह सजचव - सिस्ट्य;
(ग) रक्षा सजचव - सिस्ट्य;
(घ) सजचव (समन्द्वय), कैजबनेट सजचवालय - सिस्ट्य;
(ड) सिस्ट्य और जवभागाध्यक्ष, राष्ट्रीय आपिा प्रबंधन प्राजधकरण - सिस्ट्य।
2. राष्ट्रीय संकट प्रबंधन सजमजत मुख्य आपिाओं से जनपटने के जलए जिनका राष्ट्रीय प्रभाव ह,ै नोडल जनकाय के रूप म ें
काया करेगी।

3. राष्ट्रीय संकट प्रबंधन सजमजत का अध्यक्ष, दकसी भी जविेषज्ञ या केंरीय सरकार या राज्य सरकार या तो दकसी संगठन
से दकसी भी अजधकारी को, संकट की प्रकृजत के आधार पर, आपिा की खतरनाक जस्ट्र्जत या उभरती आपिा जस्ट्र्जत या आपिा
के िौरान, सजमजत के कायों को करने म ेंसजमजत की सहायता करने के जलए सहयोजित कर सकता ह।ै
4. राष्ट्रीय संकट प्रबंधन सजमजत दकसी भी खतरनाक आपिा जस्ट्र्जत या उभरती आपिा जस्ट्र्जत या आपिा का मोचन
करने के उद्देश्य से तैयाररयों का मूल्यांकन करेगी और िहां आवश्यक हो, ऐसी तैयाररयों को बढाने के जलए जनिेि िगे ी।
5. राष्ट्रीय संकट प्रबंधन सजमजत आपिा मोचन के संबंध में भारत सरकार के संबंजधत मंत्रालयों या जवभागों, राज्य
सरकारों, राष्ट्रीय प्राजधकरण, राज्य प्राजधकरणों, सरकारी और गैर-सरकारी संगठनों के कायों का समन्द्वय और जनगरानी
करेगी।
6. राष्ट्रीय संकट प्रबंधन सजमजत िेि म ेंआपिा मोचन के उजचत समन्द्वय और जनगरानी के जलए आवश्यक जनिेि िेगी।

NOTIFICATION
New Delhi, the 23rd July, 2025
S.O. 3374(E).— In exercise of the powers conferred by sub-section (2) of section 8A of the Disaster
Management Act, 2005 (53 of 2005), the Central Government hereby constitutes a National Crisis Management
Committee, consisting of the following members, for the purposes of said Act, namely: -
(a) Cabinet Secretary - Chairperson;
(b) Union Home Secretary - Member;
(c) Defence Secretary - Member;
(d) Secretary (Co-ordination), Cabinet Secretariat - Member;
(e) Member and Head of Department, the National Disaster Management Authority - Member.
2. The National Crisis Management Committee shall be the apex committee for dealing with situation of a major
disaster, which has national ramifications.
3. The Chairperson of the National Crisis Management Committee may co-opt any expert or any officer either
from the Central Government or the State Government or any organisation, depending on the nature of the crisis, to
assist the Committee in performing its functions during the threatening disaster situation or emerging disaster situation
or disaster.
4. The National Crisis Management Committee shall evaluate preparedness for the purpose of responding to any
threatening disaster situation or emerging disaster situation or disaster and give directions, where necessary, for
enhancing such preparedness.
5. The National Crisis Management Committee shall co-ordinate and monitor actions of the concerned Ministries
or Departments of the Government of India, State Governments, National Authority, State Authorities, Governmental
and Non-Governmental Organisations in relation to disaster response.
6. The National Crisis Management Committee shall give such directions as may be necessary for the proper co-
ordination and monitoring of disaster response in the country.
