Parliament Question: Corrective measures in minority affairs for implementation gaps

GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS RAJYA SABHA UNSTARRED QUESTION No-2670 ANSWERED ON – 16/03/2026 CORRECTIVE MEASURES IN MINORITY AFFAIRS FOR IMPLEMENTATION GAPS 2670. SHRI I.S. INBADURAI: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) whether Government has conducted a nationwide review of welfare schemes for minorities to assess implementation gaps, if so, the details thereof and deficiencies identified State-wise; (b) whether delays in scholarship disbursement and rejection of eligible applicants have affected minority students, if so, number of complaints received and corrective measures taken; (c) whether minority welfare funds remain underutilised in several States despite rising socio- economic disparities, if so, allocation versus utilisation data thereof and reasons for underperformance; and (d) whether skill development and employment schemes for minorities have failed to generate sustainable livelihoods, if so, outcome evaluation reports and restructuring proposals thereof? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (d):The Ministry of Minority Affairs regularly reviews the implementation of its schemes and programmes through organizing Chintan Shivir, Workshops, seminars, meetings, etc. with stakeholders including State/UT Governments, relevant organisations/institutions, beneficiaries, etc. Further, the evaluation/impact study of schemes/programmes of the Ministry are conducted from independent third-party organisations. Timely actions are taken-up to utilize the amount allocated under different schemes of the Ministry. The schemes/programmes amended for any gaps and deficiencies identified. Under erstwhile Seekho aur Kamao scheme (2013-2021) which was placement linked scheme about 2.98 lakh beneficiaries were employed in various sectors. Under the PM VIKAS Scheme, 75% placement is a key deliverable to be ensured by the implementing agencies under the non-traditional skilling sub-component. Employment schemes of the Ministry have successfully generated sustainable livelihoods. *****
