SHRI PRADYUT BORDOLOI: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) the details of the current number of PM‑VIKAS projects sanctioned and completed in Assam including fund allocation, Sector-wise (e.g., cultural sites, museums); (b) the details of the current status of ongoing PM-JVK and PM-VIKAS projects including their physical development, funds allocated, funds dispersed and tentative timelines; (c) whether new regions have been identified for inclusion in future phases and if so, the details thereof along with the number of minority communities and districts in Assam proposed to directly benefit from PM-VIKAS activities; (d) the details of the tangible influence of such projects including rise in tourists, heritage preservation and the creation of jobs or means of subsistence for local populations or artisans; and (e) whether PM-VIKAS in Assam are monitored and evaluated using methods such as yearly audits, public feedback or third-party assessments and if so, the details of the most recent findings and if not, the reasons therefor? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) and (b): The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a Central Sector Scheme focusing on the socio-economic empowerment of six notified minorities through skill development; entrepreneurship among minority women; and education support for school dropouts. In the state of Assam, a target of 12,020 has been allocated to 8 Project Implementing Agencies (PIAs) across the Non Traditional Skilling, Traditional Skilling and Women Leadership & Entrepreneurship sub-components. However, the implementation of PM VIKAS scheme has commenced only recently and all allocated projects in Assam are in initial stages of implementation. The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme for creation of community infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill Development, Education, Women Centric Projects, Drinking Water and Supply, Sanitation, Sports, Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure. The details of projects sanctioned since inception for the State of Assam under PMJVK is at Annexure – I.(c): Under the PM VIKAS Scheme, the Ministry has a dedicated portal through which all eligible institutions as per the scheme guidelines submit their proposals. Proposals are currently being invited under the scheme from all eligible institutions across the country, including the state of Assam. Therefore, the projects under the scheme are allocated based on scrutiny of the proposals recieved. As such, no specific regions in the state of Assam have been identified for inclusion in future phases, however proposing implementing institutions may propose to implement the scheme in any of the districts, without exception. (d) and (e): Since the implementation of PM VIKAS scheme has commenced only recently and all allocated projects in Assam are in initial stages of implementation, no outcome based study/ policy evaluation / third party concurrent monitoring has been conducted till date under the scheme. However, the scheme guidelines mandates concurrent monitoring of the scheme , in order to ensure effective implementation of the policy.
