2139. SHRI BRIJMOHAN AGRAWAL:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the current ratio of applications filed to cases disposed by Micro and Small Enterprise Facilitation Councils (MSEFCs) under the Samadhaan portal and primary reasons for pendency at the pre-admission stage;
(b) whether the Government maintains data on awards forwarded to District Collectors for recovery as arrears of land revenue but pending execution for over six months and if so, the details thereof;
(c) the number of cases registered under the Samadhaan portal during the last years State-wise including Chhattisgarh;
(d) the number of rice millers registered their grievances under this portal in Chhattisgarh;
(e) the steps taken to monitor the frequency of meetings of State Councils, specifically in Chhattisgarh, to ensure compliance with statutory timelines; and
(f) the measures taken to safeguard Micro, Small and Medium Enterprises (MSMEs) dues from extinguishment when buyers undergo insolvency proceedings? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a) to (b): As per the data available on MSME SAMADHAAN Portal, the applications filed by Micro and Small Enterprises (MSEs) are 2,56,892. Out of this, a total of 1,57,997 cases have been decided by Micro and Small Enterprise Facilitation Councils (MSEFCs). Thus, the ratio of applications filed to the cases disposed off is 1: 0.61.
All new cases are being filed by MSEs on the newly launched MSME ODR Portal (https://odr.msme.gov.in/) w.e.f. 15th October, 2025.
As informed by MSEFCs, the primary reasons for pendency at the pre-admission stage are incomplete applications/ lack of supporting documents, time taken in verification of eligibility and claim details before formal admission, inconsistencies in the information/ documents submitted by the MSEs, incomplete application filed on SAMADHAAN Portal, Udyam Registration Certificate (URC) obtained after the dispute, delay in responses from buyers/respondents after issue of notices, limited administrative capacity and workload of Facilitation Councils etc.
Ministry of MSME does not maintain data on awards forwarded to District Collectors.
(c): The State-wise number of cases registered on the SAMADHAAN Portal in the country, including Chhattisgarh, since the inception of Portal on 30.10.2017, are attached at Annexure-I.: 2 :
(d): As per NIC Data for SAMADHAAN Portal, 19 applications have been filed under Rice Milling activity (NIC -2008 Code : 10612 โ Rice Milling) in the State of Chhattisgarh, so far.
(e): As per MSMED Act, 2006, the MSEFCs come under the sole jurisdiction of State/UT Government concerned and conduct their proceedings as per specific Rules framed by the respective State/UT Governments. For timely resolution of delayed payment applications, the Ministry of MSME has taken up the request with States/UTs administration to increase the number of MSEFCs in their respective States/UTs and conduct regular meetings of councils.
Under the World Bankโassisted Central Sector Scheme, "Raising and Accelerating MSME Performance (RAMP)", MSEFCs are being provided with Human Resource (Legal and Office/Secretarial) and IT Infrastructure Support to strengthen their functioning and make them effective.
As informed by the Directorate of Industries, Chhattisgarh, for effective monitoring and expeditious disposal of cases, a number of measures have been taken such as Cause-list and Case Tracking, Time-bound Stage Conversion, File Monitoring, Priority to Old Cases, and Multiple modes of Service and Notice Mechanism, to ensure compliance and statutory timelines in Chhattisgarh State.
(f): Insolvency proceedings are governed by Insolvency and Bankruptcy Code, 2016 and the MSMEs are classified as Operational Creditors under the Act. *****Annexure โI State-wise Details of Cases filed on SAMADHAAN Portal (as on 09.02.2026) S.
