6302. SHRI MANI A:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the Government has been promoting the development of the Khadi sector through the Khadi and Village Industries Commission in order to support rural livelihoods, traditional artisans and employment generation across the country including in Tamil Nadu and if so, the details thereof;
(b) the number of Khadi Institutions that have received Khadi Certificates across the country during the last four years along with the number of such institutions registered in Tamil Nadu during the same period;
(c) whether the Government has assessed the potential for expanding Khadi production and artisan-based employment in various districts of Tamil Nadu, particularly in rural and economically weaker regions and if so, the details thereof; and
(d) whether any proposals for establishing new Khadi Institutions in districts such as Dharmapuri have been received or are under consideration with the Khadi and Village Industries Commission and if so, the details thereof? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a): Khadi and Village Industries Commission (KVIC) is promoting and developing the Khadi sector across the country including in the state of Tamil Nadu to support rural livelihoods, traditional artisans and employment generation by the implementation of Khadi and Gramodyog Vikas Yojana
(KGVY). It consists Khadi Vikas Yojana (KVY) and Gramodyog Vikas Yojana (GVY).
The Khadi and Gramodyog Vikas Yojana is implemented by the Khadi and Village Industries Commission (KVIC) with the support of State/UT Khadi and Village Industries Boards (KVIBs) and 2,985 Khadi institutions registered with KVIC/KVIBs. Total 4,99,589 artisans are engaged in the khadi sector across the country.
In Tamil Nadu, 79 khadi institutions (including the Tamil Nadu Khadi and Village Industries Board) are registered for implementing khadi activities in the State. Total 21,315 artisans are engaged in the khadi sector in Tamil Nadu.: 2 :
(b): 224 new Khadi Institutions have received Khadi Certificate for carrying out Khadi activities across the country during the period from 2021-22 to 2024-25. During last four years, 02 New Khadi Institutions received Khadi Certificates in Tamil Nadu.
(c): The Khadi and Village Industries Commission has conducted third-party evaluation study of Khadi and Gramodyog Vikas Yojana (KGVY) to assess the effectiveness of Khadi and Village Industries activities across the country, including in the State of Tamil Nadu.
The evaluation study concludes that both Khadi Vikas Yojana (KVY) and Gramodyog Vikas Yojana (GVY) have made significant contributions to employment generation, artisan empowerment, and institutional revival across the country including in the state of Tamil Nadu.
(d): Specific proposal has not been received by KVIC for establishment of Khadi Institution in Dharmapuri district of Tamil Nadu. *****
