Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the total fund allocated for the Pradhan Mantri Jan Vikas Karyakram (PMJVK) for the State of
Uttar Pradesh during the last three years;
(b) whether the Mau and Ballia districts were included under the coverage of PMJVK and if so, the
details thereof along with the projects proposed or sanctioned therein;
(c) the details of fund-sharing pattern between Centre and the State of Uttar Pradesh under PMJVK
along with the total fund allocation and expenditure made during each of the last five years and the
current year;
(d) the total number of beneficiaries who have received assistance under the PMJVK programme in
the eastern Uttar Pradesh including that of Mau and Ballia districts; and
(e) whether the Government has conducted any impact assessment studies to understand the
feasibility of the said project and if so, the details thereof?

(a) Pradhan Mantri Jan VikasKaryakram (PMJVK) is a demand driven Centrally Sponsored
Scheme of the Ministry of Minority Affairs for creation of community infrastructure in the Minority
Concentration Areas across the country in the sectors viz. Health, Skill Development, Education,
Women Centric Projects, Drinking Water and Supply, Sanitation, Sports, Renewable energy,
Tourism, Animal Husbandry and Other Community Infrastructure. Therefore, State/UT-wise annual
fund allocation is not made.
(b) Under the revised PMJVK guidelines, the scheme is implementable in all districts across
the country. Projects can be proposed in areas having more than 25% minority population within a
15 km radius. No project proposal has been received through the prescribed channel for Ballia
district till date.The details of projects approved for Mau district are placed at Annexure-I.
(c) The Centre–State fund-sharing pattern under PMJVK is as follows:
60:40 – All States and UTs with Legislature
90:10 – Northeastern States, Himachal Pradesh, Uttarakhand, and the UT of Jammu &
Kashmir
100% Central Share – UTs without Legislature and Central Government Organisations.PMJVK being demand-driven, State-wise allocation is not made. However, the details of

(d) PMJVK focuses on creation of community infrastructure. The assets created benefit the
entire population residing in the minority concentration areas, including those in eastern
UttarPradesh, Mau and Ballia.
(e) An evaluation study conducted by NITI Aayog (2020–21) found that PMJVK has significantly
contributed to bridging development deficits in the identified areas, especially in education, health
facilities, skill development and women-centric infrastructure. The scheme, restructured in 2018-
19, was further approved for implementation from 2022-23 onwards in all districts under the 15th
Finance Commission cycle.
