FUNDS EARMARKED FOR MINORITY EDUCATIONAL UPLIFTMENT
1085. SMT. JEBI MATHER HISHAM:
Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the year-wise allocations to the Ministry over the last five financial years, including
revised estimates and actual expenditure;
(b) fund earmarked specifically for minority educational upliftment during the last five years,
State/UT-wise and community-wise distribution;
(c) the details of the current operational status of all schemes for minority educational
empowerment, including beneficiary numbers and outcomes;
(d) whether any minority education schemes have been discontinued during the last five
years, if so, the reasons thereof; and
(e) whether any plans have been devised to replace or redesign discontinued schemes, if so,
the timelines, budgets, and coverage targets?

(a): The statement showing Budget Estimate, Revised Estimate and actual expenditure
during the last five years i.e. from FY 2020-21 to 2024-25 is at Annexure-I.
(b) to (e): The Ministry of Minority Affairs has implemented the following three
Scholarship schemes for the educational empowerment of the six centrally notified minority
communities viz. Buddhist, Christian, Jain, Muslim, Parsi and Sikh:
i) Pre-Matric Scholarship Scheme;
ii) Post Matric Scholarship Scheme; and
iii) Merit-cum-Means based Scholarship Scheme.
The Schemes intend to provide financial assistance to the poor and meritorious
students belonging to religious minority communities to enable them to pursue professional
and technical courses. The Scholarship schemes, however, have not been approved for
implementation beyond 2021-22.
Apart from scholarship schemes, this Ministry implemented Padho Pardesh scheme to
award interest subsidy on educational loan to minority students for studying abroad to pursue
approved courses of study at Masters, M.Phil. and Ph.D. levels. The scheme has been
discontinued from FY 2022-23 as education loan is available at cheaper rates through various
other Government interventions.The Maulana Azad National Fellowship (MANF) scheme intended to provide
fellowships in the form of financial assistance to students belonging to the minority
communities to pursue degrees in higher education such as M.Phil. and Ph.D. in India. The
scheme has been discontinued from 2022-23 due to its apparent overlapping with similar
schemes of other Ministries. The fellowship to existing beneficiaries would continue till the
completion of their studies as per extant guidelines.
The year-wise number of beneficiaries and funds released under the three scholarship
schemes in last 5 years are at Annexure-II.
The following educational schemes have also been discontinued:-
i. The Ministry of Minority Affairs implemented ‘Nai Udaan’ Scheme to provide
financial support to the minority candidates who qualify in the preliminary
examinations conducted by Union Public Service Commission (UPSC), Staff
Selection Commission (SSC), and State Public Service Commissions (SPSCs).
Further, Ministry of Minority Affairs also implemented a scheme namely “Free
Coaching and Allied Scheme for the candidates/students belonging to minority
communities/ Naya Savera” under which Free Coaching was provided to assist
students/candidates belonging to the notified minority communities by way of special
coaching for qualifying examinations for admission in technical/professional courses
and competitive examination for recruitment to Group ‘A, ‘B’ & ‘C’ services and
other equivalent posts under the Central and State Governments including public
sector undertakings, banks, railways etc.
The ‘Nai Udaan’ and ‘Naya Savera’ Schemes have been discontinued w.e.f.
Financial Year 2022-23.
ii. Education Scheme for Madrasas and Minorities: The Department of School
Education & Literacy implemented the Scheme for Providing Education in
Madrasas/Minorities (SPEMM) upto 2020-21 and then transferred to Ministry of
Minority Affairs. As the scheme was approved only upto 2021-22, the Ministry of
Minority Affairs implemented this Scheme only for FY 2021-22.
