GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 297 TO BE ANSWERED ON 02.02.2026 GRANTS-IN AID RELEASED AND EXPENDITURE UNDER QWBTS AND SWSVY 297. SHRI NARHARI AMIN: Will the Minister of Minority Affairs be please to State:- (a) the main objectives and key components of the Qaumi Waqf Board Taraqqiati Scheme (QWBTS) and the Shahari Waqf Sampatti Vikas Yojana (SWSVY); (b) the details of Government Grants-in-Aid released and expenditure incurred under QWBTS and SWSVY during the period from 2019-20 to 2023-24; and (c) whether any mechanisms have been adopted to monitor implementation, ensure accountability and assess the impact of these schemes, if so, the details thereof? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a): The Ministry of Minority Affairs implements Two Central Sector Schemes namely (i) Qaumi Waqf Board Taraqqiati Scheme (QWBTS) and (ii) Shahari Waqf Sampatti Vikas Yojana (SWSVY) whose objectives and key components are as under: (i) Qaumi Waqf Board Taraqqiati Scheme (QWBTS): The scheme is aimed at strengthening the State Waqf Boards and automation of their activities to make the Boards self reliant. This scheme is implemented with a view to streamline record keeping, introduce transparency and automation of the various functions/processes of the Waqf Boards and to develop a single web based centralized application. The broad objectives of computerization of records of the waqf boards are Properties Registration Management, Leasing of Properties Management, Litigation Tracking Management, GIS of waqf properties, documents archiving and retrieval management. Under the scheme funds are provided to Waqf Boards as per the defined modules of the scheme. (ii) Shahari Waqf Sampatti Vikas Yojana (SWSVY): Under the scheme, interest free loan to Waqf Boards (WBs) / Waqf Institutions is granted to various Waqf Boards and Waqf Institutions for construction of economically viable buildings on the Waqf land, such as commercial complexes, marriage halls, hospitals and cold storage etc. Maximum Rs.2.00 crore or 75% estimated cost of the project whichever is less is given as loan. For approved loan, Central Waqf Council levies charges 8% administrative processing charges. The loan is repayable in 16 half yearly installments with the moratorium of one year after the final installment of loan is disbursed.The complete guidelines of both the schemes are available on the website of the Ministry: www.minorityaffairs.gov.in . (b): During the period from 2019–20 to 2023–24, the Central Waqf Council, a statutory body under the Ministry was the implementing agency. The details of grants-in-aid released, and expenditure incurred under both the schemes during 2019-2020 to 2023-24 are as under: Sl. These schemes are monitored by a Steering Committee at Ministry level headed by the Joint Secretary, comprising nine other members. Further, Technical implementation is done by the Project Management Committee (PMC) headed by HOD-NIC, Ministry of Minority Affairs comprising six members. Besides this, a Monitoring Committee constituted in Central Waqf Council constantly supervises the implementation of work. *****
