MINORITY WELFARE SCHEMES IN ANDHRA PRADESH

(a) the details of the number of beneficiaries under various schemes during the last three years,
scheme, State/UT and district-wise particularly in Andhra Pradesh especially in Konaseema and
Palnadu districts;
(b) the details of the number of beneficiaries of scholarships, skill development trainings,
coaching assistance, livelihood support and other interventions provided to minority
communities during the said period, State/UT and district-wise particularly in Andhra Pradesh
especially in Konaseema and Palnadu districts;
(c) the quantum of funds allocated, released and utilised under all schemes of the Government
during the last three years, scheme, State/UT and district-wise particularly for Andhra Pradesh
especially Konaseema and Palnadu districts; and
(d) the steps taken by the Government to promote skill development, employment-linked training
and entrepreneurship among minority youth particularly in Andhra Pradesh especially in
Konaseema and Palnadu districts?

(a) to (d): Ministry of Minority Affairs implements various schemes for socio-economic
empowerment of the six (6) centrally notified minority communities. A brief on major schemes
of the Ministry along with achievements in respect of Andhra Pradesh State during the last 3
years is as under:
PMJVK:
Pradhan Mantri Jan Vikas Karyakram" (PMJVK), a Centrally Sponsored Scheme, is one
of the flagship program of the Ministry of Minority Affairs for creation of community
infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill
Development, Education, Women Centric Projects, Drinking Water and Supply, Sanitation,
Sports, Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure.
PMJVK is a demand driven scheme and State/ UT-wise allocation of funds is not made
under it. Further, no funds have been released to the State of Andhra Pradesh under PMJVK
during the last three years.PM VIKAS:
The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a flagship Scheme of the
Ministry which converges five erstwhile schemes viz. ‘Seekho Aur Kamao’, ‘Nai Manzil’, ‘Nai
Roshni’, ‘Hamari Dharohar’ and ‘USTTAD’; and focuses on socio-economic empowerment of
six notified minorities through skill development; entrepreneurship and leadership of minority
women; and education support for school dropouts across the country, including the state of
Andhra Pradesh. The scheme guidelines were approved in January 2025, accordingly, the
process to allocate targets under the scheme was initiated thereafter.
PM VIKAS, being a Central Sector Scheme, targets are allocated to different Project
Implementation agencies, therefore, district-wise details of target allocation are not maintained
by the Ministry. However, a target of 3,150 (approx.) beneficiaries has been allocated to various
Project Implementing Agencies (PIAs) for training under the Non-traditional Skilling and
Women Leadership and Entrepreneurship component of the scheme, in the state of Andhra
Pradesh during 2025-26. Further, recognising that certain minority-concentrated regions may
require targeted and holistic interventions, the Government is implementing PM VIKAS across
the country, to enhance employability and strengthen livelihood opportunities for minority
communities, including those residing in districts such as Konaseema and Palnadu.
The Ministry is currently inviting proposals under the scheme through its dedicated portal
i.e. https://pmvikas.minorityaffairs.gov.in/ for allocation of targets under the scheme.
SCHOLARSHIP:
The Ministry has implemented the following three Scholarship schemes for the
educational empowerment of the six centrally notified minority communities viz. Buddhist,
Christian, Jain, Muslim, Parsi and Sikh:
i) Pre-Matric Scholarship Scheme;
ii) Post Matric Scholarship Scheme; and
iii) Merit-cum-Means based Scholarship Scheme.
The Scholarship schemes have not been approved for implementation beyond 2021-22.
NMDFC:
National Minorities Development & Finance Corporation (NMDFC) implements its
schemes for socio-economic development of “backward sections” among the notified minority
communities by providing concessional loan for self-employment income generation ventures
across the country with preference given to women and artisans.
The schemes of NMDFC are implemented through State Channelizing Agencies (SCAs)
nominated by respective State Govt./UT Administration, Punjab Gramin Bank, Union Bank and
Canara Bank.The beneficiaries from the State of Andhra Pradesh supported through refinance of
NMDFC to Canara Bank from 2021-22 to 2024-25 is as under:-
