Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the details of the number of schools, colleges and hospitals sanctioned under the
Pradhan Mantri Jan Vikas Karyakram (PMJVK) of which construction work remains
incomplete or pending even after the expiry of the stipulated deadline during the last five
years in the country, State/district-wise particularly in Uttar Pradesh and Jaunpur Lok Sabha
Constituency;
(b) the details of fully constructed buildings of such schools, colleges, hostels or hospitals
that remain non-functional due to shortage of staff, lack of equipment or non-transfer to the
State Government in the country, district-wise particularly by in the said State and
Constituency along with the reasons therefor;
(c) the details of the funds released during the last three financial years for which
Utilisation Certificates (UCs) are pending along with the quantum of unspent balance lying
pending at present in the country, State-wise particularly in the said State and Constituency;
and
(d) the details of the mechanism to review extreme delays and low fund utilisation in
projects along with the punitive action taken against the defaulting construction agencies?

(a) The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored
Scheme of the Ministry of Minority Affairs aimed at creating community infrastructure in
Minority Concentration Areas across sectors such as education, health, skill development,
women-centric projects, drinking water and sanitation, sports, renewable energy and other
community infrastructure.
Projects under PMJVK are implemented by the respective State Governments/Union
Territory Administrations, which are responsible for their execution and completion within
the approved timelines. In some cases, delays have occurred due to land-related issues, delays
in tendering, adverse weather conditions, change of project sites, and delayed release of the
corresponding State share.The State-wise details of schools, colleges and hospitals that remain incomplete or
pending during the last five years, including those in Uttar Pradesh, are provided in
Annexure-I. No PMJVK project is pending for completion in Jaunpur district, including the
Jaunpur Lok Sabha Constituency.
(b) Under PMJVK, the operation, maintenance and functionalisation of completed
infrastructure are the responsibility of the respective State Governments/UT Administrations.
The Ministry of Minority Affairs does not maintain data on completed schools, colleges,
hostels or hospitals that remain non-functional due to shortage of staff, lack of equipment or
non-transfer to the State Government. Accordingly, such information is not available with the
Ministry.
(c) PMJVK is implemented in accordance with the financial guidelines of the Department
of Expenditure, Ministry of Finance.
From FY 2021-22 onwards, funds have been released to States under the Single Nodal
Agency (SNA) framework as a lump-sum allocation, forming a common pool from which
States utilise funds for approved PMJVK projects based on project readiness, implementation
requirements and administrative priorities. Further, with effect from 1st July 2025, PMJVK
has been integrated with the SNA-SPARSH platform, under which funds are released through
a Just-in-Time (JIT) mechanism based on actual expenditure requirements.
During the last three financial years, Rs. 285.00 crore has been released to the State of
Uttar Pradesh under PMJVK and Utilization Certificates of Rs. 392.85 crore is pending. The
State-wise details of funds released during the last three financial years are provided in
Annexure-II.
(d) Project implementation and fund utilisation under PMJVK are monitored through the
PMJVK Portal and the PMJVK-NIGRANI Mobile Application, which facilitate digital
monitoring of physical and financial progress, project status, expenditure, utilisation of funds,
submission of Utilisation Certificates (UCs), geo-tagged photographs, and State-wise,
District-wise and Sector-wise MIS reports. Since July 2025, monitoring has been further
strengthened through the SNA-SPARSH platform, enabling Just-in-Time fund releases and
real-time tracking under the Single Nodal Agency system.
Projects exhibiting significant delays, low fund utilisation or reporting gaps are
regularly reviewed through digital monitoring, review meetings at the State and National
levels, and field inspections by Ministry officials. Based on these reviews, the concerned
State Governments/UT Administrations are advised to address implementation bottlenecks
and expedite project completion.
Since the execution of PMJVK projects rests with the respective State
Governments/UT Administrations, any punitive action against defaulting construction
agencies is taken by the concerned State Government/UT Administration in accordance with
the terms of the contract and applicable rules.
