(a) the details of criteria used to identify areas for implementation of the Pradhan Mantri Jan
Vikas Karyakram (PMJVK), State and district-wise particularly in Maharashtra and Andhra
Pradesh;
(b) the details of projects which are considered under PMJVK and the process for submission,
approval and monitoring of these projects;
(c) the details of major revisions introduced under the revamped PMJVK including objectives
and components of the Buddhist Development Plan and the States where it is being
implemented along with the details of projects sanctioned under Buddhist Development plan
across various States, State-wise particularly in Andhra Pradesh;
(d) whether the district of Boudh in Odisha has been included under the coverage of PMJVK
or the Buddhist Development Plan and if so, the details of projects proposed or sanctioned
therein;
(e) the details of fund-sharing pattern between Centre and State under PMJVK along with the
total fund allocation and expenditure made during each of the last five years and the current
year;
(f) the details of the number of States, UTs and districts covered under PMJVK and the total
number of beneficiaries till date; and
(g) the status of projects sanctioned under PMJVK since inception including the number of

(a) & (b) : Pradhan Mantri Jan Vikas Karyakram (PMJVK), a Centrally Sponsored
Scheme, is one of the flagship programmes of the Ministry of Minority Affairs for creation of
community infrastructure in the Minority Concentration Areas (MCAs) of the country in
sectors viz. Health, Skill Development, Education, Women-centric Projects, Drinking Water
Supply, Sanitation, Sports, Renewable Energy, Tourism, Animal Husbandry and other
community infrastructure.
The scheme also aims to boost the social and economic conditions of the Minority
Communities in these areas. Project proposals under the scheme are formulated by the
respective State Governments/UT Administrations. The concerned State Governments/UT
Administrations may submit project proposals for any district where the minority population
exceeds 25% within a 15 km radius.After receiving the project proposal on the PMJVK portal, the Ministry examines and
approves the proposal in accordance with the scheme guidelines.
(c)& (d) : The Buddhist Development Plan (BDP) under the Pradhan Mantri Jan Vikas
Karyakram (PMJVK), released in March, 2024, is a multi-faceted initiative aimed at
promoting educational, cultural, economic, and infrastructure growth in the Himalayan and
North Eastern regions of the country. It is a targeted development plan specifically focusing
on the development of the Buddhist population residing in the regions of Ladakh, Sikkim,
Himachal Pradesh, Uttarakhand, and Arunachal Pradesh.
Proposals under the Plan are submitted by the State Governments/UT Administrations.
No proposal has been received from the State of Andhra Pradesh and from Boudh district of
Odisha under the Buddhist Development Plan.
The State-wise details of projects approved under the Buddhist Development Plan of
PMJVK are given at Annexure-I.
(e) to (g) : The fund sharing pattern between the Central and State Governments under
the Pradhan Mantri Jan Vikas Karyakram (PMJVK) is as follows:
60% (Central Share) : 40% (State Share) – Applicable for all States and Union Territories
(UTs) with Legislature.
90% (Central Share) : 10% (State Share) – Applicable for North Eastern States, Himalayan
States (Himachal Pradesh and Uttarakhand), and Himalayan UT with Legislature (Jammu &
Kashmir).
Under PMJVK, funds are allocated based on project proposals submitted by States/Union
Territories, rather than through pre-determined State/UT-wise allocations.
While the scheme focuses on Minority Concentration Areas, the benefits of infrastructure
created under PMJVK are not limited to any one community. These facilities are accessible
to all residents of the area, irrespective of religion or background. This inclusive approach
fosters equitable development, promotes social harmony, and ensures access to essential
services for all.
