Will the Minister of PANCHAYATIRAJ be pleased to State:
(a) the manner in which the Ministry is working with banks and financial institutions to track
andpromote the use of propertycardsfor securing institutional creditfor rural citizens;
(b) the current status of implementation of the SVAMITVA Scheme in Dakshina Kannada
district of Karnataka, including the number of villages surveyed and property cards issued so
far;
(c) the timeline set for completion of drone-based property surveys in all revenue villages of
the district;
(d) whether the Ministry has identified any logistical or administrative challenges from the
Karnataka State government,if so, the detailsthereof;
(e) the status of integrating SVAMITVA data with Panchayats’ Own Source of Revenue
systems for transparent propertytaxcollection; and
(f) whether any villages in Dakshina Kannada remain excluded due to legal/technical//tenure
issues, if so, the reasons for such exclusions andthe corrective measures tocoverthem?

(a) The Ministry of Panchayati Raj has had several meetings and is in constant
communication with the Department of Financial Services (DFS), State Level Bankers
Committee (SLBC), Reserve Bank of India (RBI), as well as Banks to track and promote the
use of property cards for securing institutional credit for rural citizens. The State Level
Bankers Committee (SLBC) usually has an agenda item pertaining to credit against
SVAMITVApropertycardstofacilitatethe acceptanceofpropertycardsformortgage purpose.
(b) In the Dakshina Kannada District of Karnataka the drone survey hasbeencompletedin81
villages out of the total 422 villages and 2,605 Property Cards have been distributed in those
81villages.
1(c)The SVAMITVASchemewillconclude inMarch 2026.
(d) The Ministry has witnessed slow progress of drone flying, ground verification and
distribution of propertycardsaschallengesinthe Statefor the implementationofSVAMITVA
Scheme.
(e) The State has not integrated the SVAMITVA data with the Panchayats’ Own Source of
Revenue systemfortransparent propertytaxcollection.
(f) The State Government has informed that the remaining villages in Dakshina Kannada
district have not been taken up under SVAMITVA Survey due to the reason that this district
doesnot have the Gramathana or compact habitationclusters. The habitations have a highly
scatteredsettlementpattern.
