Parliament Question: Recommendation of the NCM on safety and dignity

GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO-3481 ANSWERED ON – 23/03/2026 RECOMMENDATION OF THE NCM ON SAFETY AND DIGNITY 3481. SHRI MUKUL BALKRISHNA WASNIK: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) the details of the recommendations made by the NCM regarding the safety of life and protection of the dignity of persons belonging to minority communities; (b) whether NCM has submitted any suo-moto reports or specific representations to Government concerning incidents of violence or harassment against minorities during the last two years, and if so, the details thereof; (c) the status of these recommendations and the steps taken by Government to implement them; (d) whether Government is considering to grant constitutional status to the NCM; (e) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) The National Commission for Minorities (NCM) has, from time to time made various recommendations to the Central and State Governments to ensure the safety of life, protection of dignity and safeguarding of the religious and cultural rights of persons belonging to minority communities. These recommendations are based on field visits, interactions with community representatives, and the examination of issues affecting minority groups in different parts of the country. During its visits to various States and Union Territories, the Commission has emphasized the need for stronger administrative vigilance, protection of religious institutions, and timely response mechanisms. Some of the recommendations include ensuring safety measures for churches; protection of Jain Sadhus and Sadhvis and arrangements for their stay during their vihars; provision of security to Bhagwan Mahavir Udhyaan; and protection of minority religious and educational institutions.(b) NCM has not submitted any suo-moto reports or specific representations to Government concerning incidents of violence or harassment against minorities during the last two years. (c) The recommendations of NCM are circulated to the concerned Ministries / Departments for their Action Taken Memorandum, and improvements are made, this being an ongoing process. (d) & (e) No, Sir. There is no proposal at present to grant constitutional status to National Commission for Minorities (NCM). The NCM was set up as a statutory body through NCM Act, 1992 and is sufficiently empowered to carry out its mandate. Therefore, there is no such proposal to make it a constitutional body. ****
