STATUS AND PROGRESS OF MINORITY WELFARE SCHEMES IN TELANGANA

Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the latest status of all major schemes being implemented by the Government in the State of
Telangana including scholarship programmes, skill development initiatives, women
empowerment schemes and infrastructure projects under PM Jan Vikas Karyakram (PM-JVK);
(b) the number of beneficiaries covered under each scheme during the last three years, along with
the details of students, trainees and institutions supported, district-wise;
(c) whether the Government has reviewed the implementation progress, fund utilisation, and
pending proposals submitted by the Government of Telangana and if so, the details thereof;
(d) the details of sanctioned projects, ongoing works, scholarship disbursement, and skill training
centres, scheme and district-wise particularly for Nalgonda district; and
(e) whether the Government proposes to allocate additional projects, upgrade facilities or extend
special assistance to Nalgonda to improve educational and socio-economic development of
minority communities and if so, the details thereof?

(a) to (e): Ministry of Minority Affairs implements various schemes for socio-economic
empowerment of the six (6) centrally notified minority communities. A brief on major schemes
of the Ministry along with achievements in respect of Telangana State during the last 3 years is
as under:
PMJVK:
Pradhan Mantri Jan Vikas Karyakram" (PMJVK), a Centrally Sponsored Scheme, is one
of the flagship program of the Ministry of Minority Affairs for creation of community
infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill
Development, Education, Women Centric Projects, Drinking Water and Supply, Sanitation,
Sports, Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure.
Under the scheme, projects are formulated by State/ UT Governments and its execution,
operation, and maintenance are also their responsibility. The Ministry conducts review meetings
and National Workshops to monitor physical and financial progress and ensure timely
implementation.The State Govt. /UT Administration submit their proposal(s) through proper channel on
the dedicated PMJVK online portal. No projects have been received from the State of Telangana
since financial year 2020-21, as per the requisite channel under PMJVK guidelines.
PM VIKAS:
The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a flagship Scheme of the
Ministry which converges five erstwhile schemes viz. 'Seekho Aur Kamao', 'Nai Manzil', 'Nai
Roshni', ‘Hamari Dharohar’ and 'USTTAD'; and focuses on socio-economic empowerment of six
notified minorities through skill development; entrepreneurship and leadership of minority women;
and education support for school dropouts across the country, including the state of Telangana.
Being a Central Sector Scheme, targets are allocated to different Project Implementation
agencies, therefore, district-wise details of target allocation are not maintained by the Ministry.
However, a target of about 3,300 beneficiaries has been allocated to various Project Implementing
Agencies (PIAs) for training under the Non-traditional component of the scheme in the state of
Telangana during 2025-26. However, recognising that certain minority-concentrated regions may
require targeted and holistic interventions, the Government is implementing PM VIKAS across the
country, to enhance employability and strengthen livelihood opportunities for minority
communities, including those residing in districts such as Nalgonda.
The Ministry is currently inviting proposals under the scheme through its dedicated portal
i.e. https://pmvikas.minorityaffairs.gov.in/ for allocation of targets under the scheme.
SCHOLARSHIP:
The Ministry has implemented the following three Scholarship schemes for the
educational empowerment of the six centrally notified minority communities viz. Buddhist,
Christian, Jain, Muslim, Parsi and Sikh:
i) Pre-Matric Scholarship Scheme;
ii) Post Matric Scholarship Scheme; and
iii) Merit-cum-Means based Scholarship Scheme.
The Scholarship schemes, however, have not been approved for implementation beyond
2021-22.
NMDFC:
National Minorities Development & Finance Corporation (NMDFC) implements its
schemes for socio-economic development of “backward sections” among the notified minority
communities by providing concessional loan for self-employment income generation ventures
across the country with preference given to women and artisans.
The schemes of NMDFC are implemented through State Channelizing Agencies (SCAs)
nominated by respective State Govt./ UT Administration, Punjab Gramin Bank, Union Bank and
Canara Bank.The beneficiaries from the State of Telangana supported through refinance of NMDFC to
Canara Bank from 2021-22 to 2024-25 is as under:-
