GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES LOK SABHA UNSTARRED QUESTION NO. 6265 TO BE ANSWERED ON 02.04.2026 STATUS OF MSMEs IN PUDUCHERRY 6265. SHRI VE VAITHILINGAM: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether the Government has reviewed the status of Micro, Small and Medium Enterprises (MSMEs) in UT of Puducherry, particularly in sectors such as textiles, food processing, handicrafts and small-scale manufacturing; (b) if so, the details of credit facilitation, cluster development programmes, technology upgradation schemes and export promotion support extended to MSMEs in Puducherry; and (c) the targeted policy measures proposed to be taken to strengthen MSME competitiveness expand employment opportunities and integrate Puducherry’s enterprises into national and international supply chains? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) to (c): The Ministry of Micro, Small and Medium Enterprises is implementing various schemes/programs across the country including UT of Puducherry, to support MSME Sector including textiles, food processing, handicrafts and small-scale manufacturing units. The relevant schemes/programs interalia includes; Micro and Small Enterprises- Green Investment and Financing for Transformation (MSE-GIFT) Scheme and Micro and Small Enterprises- Scheme for Promotion and Investment in Circular Economy (MSE-SPICE) scheme under the RAMP programme to incentivize technological up gradation and extend credit facilitation support, Micro and Small Enterprises Cluster Development Programme (MSE-CDP) is for establishment of common facility centers (CFCs) and creation and up-gradation of industrial estates, International Cooperation(IC) Scheme facilitates entry into the export market by providing financial assistance for international trade activities and MSME Champions scheme provide assistance for improving manufacturing competitiveness of the MSME sector. MSE GIFT Scheme has a provision for interest subvention of 2% per annum, for period of 5 years, up to a term loan limit of INR 2 crores sanctioned to MSEs.Similarly, MSE-SPICE scheme has a provision for capital subsidy of 25% on plant and machinery capped at ₹12.5 lakhs per project. Further, MSME Sustainable (ZED) certification component of MSME Champions Scheme has a provision for technology upgradation of up to ₹3 lakh for adoption of Zero Effect solutions. For creation of common facilities centre (CFCs), grant up to 80% of Project cost Rs.30 crore whereas, for Infrastructure Development (ID) projects, it is up to 70%, upper limit of Project is Rs. 15 crore has been provisioned under the guidelines of the scheme. This Ministry has also approved a project to upgrade the infrastructure facilities at the Mettupalayam industrial estate, Puducherry under MSE-CDP Scheme. The details of ZED certified MSME units in Puducherry is as under:: 2 : ZED ZED Bronze ZED Silver ZED Gold Registration Certification Certification Certification 541 363 24 27 Besides above, The Office of the Development Commissioner (Handicrafts) under the aegis of Ministry of Textiles implements two schemes namely National Handicrafts Development Programme (NHDP) and Comprehensive Handicrafts Cluster Development Scheme (CHCDS) for overall development and promotion of handicrafts sector across the country. Under these schemes, need based financial assistance is provided for end-to-end support to the artisans through marketing events, skill development, cluster development, formation of Producer Companies, direct benefit to artisans, infrastructural and technology support, research and development support, digitization, branding and marketing of handicraft products in domestic & international markets etc. which benefit the traditional crafts and artisans throughout the country including the UT of Puducherry. *******
