ORDER:
Sri T.Panasa Reddy, Addl.SP & OSD, Narsampet Sub-division, Warangal District, has
submitted a representation to the Government, requesting to expunge the adverse remarks
recorded in his ACR for the period from 1.4.2010 to 19.1.2011, for the reasons mentioned
therein.
2. The Director General of Police, A.P., Hyderabad, in his letter 2nd read above, has
reported that the following adverse remarks were made in the ACR of Sri T.Panasa Reddy,
formerly SDPO, Srikakulam now Addl.SP & OSD, Narasampet Sub-division, Warangal
District, for the period from 1.4.2010 to 19.1.2011 and the same were communicated by
the D.G.P. (L&O), Hyderabad vide D.O.Lr.C.No.113/SC.C2/2011, dated 11.8.2011:
“The so called important work/achievements made by him are only routine in nature.
Liquidation of UI cases is not true as he UI cases are increased to 353 as against 285
by the end of 2009. Same is the case with PT cases. The UI SC/ST cases are 15 but
not 4. Due to the failure of the officer in finalizing the UI cases, detection of grave and
non-grave property offences and finalizing personal investigation cases, they increased
in all parameters abnormally. The percentage of detection of grave crimes is only 10%
and percentage of recovery is only 14.40% for 2010. The Officer discharged his duties
in an unsatisfactorily manner, despite advisory memos issued to curb gambling and
anti-social activities; taking monthly illegal gratification; allowing to re-open the
gambling clubs in spite of strict instructions to curb gambling pointing out his
malingering attitude, incapable part in supervising the work of sub-ordinate and giving
sense of connivance in allowing he illegal activities; initiating PRs against his
subordinates in a biased, partial manner and on personal grudges, as he is in habit of
demoralizing the subordinates by initiating PRs on flimsy reasons; supplying certain
restricted documents and false information that there was no mention of search of SBI
locker in case records of Cr.No.189/10 of Srikakulam-I Town PS to Sakshi Crime
Reporter resulting in publication of malicious news item in Sakshi daily on 11.1.2011
tarnishing the image of the Police department; not calling on the SP and not paying
proper respects to the superior officers; and colluding with the accused in
Cr.No.71/2010 of Ponduru PS and did undue favour to the accused and injustice to the
complainant who is a member of SC community; indulged in malpractices in several
cases as I.O; which shows his insubordination, neglect of duty, indifferent attitude and
corrupt practices. He has not patience, and doesn’t have courtesy even to call on his
superiors. He is full of arrogance, biased, vindictive and adamant. He is evil-minded
and doesn’t hesitate to tarnish the image of the entire department and furnish false
information to media by conniving with the local reporters. He has no initiative and
drive as even after repeated instructions he doesn’t take interest and perform his
duties. By vindictively penalizing his sub-ordinates, he tries to gain control on the
administration and he uses his power of application in negative sense. His integrity is
doubtful, as he allowed gambling clubs in Srikakulam by taking monthly illegal
gratification. As and when he was warned, he used to leak information to the
organizers of the clubs and closed the gaming clubs temporarily. He did shady deals in
investigation of certain cases and accepted illegal gratification. He is a black sheep in
the department. He is cynical in attitude and colluded with the accused in number of
cases for pecuniary benefit. He is unfit for police department. He has shown
indiscipline and also investigated one SC/ST atrocity case badly. He has to mend his
ways. His overall performance was poor”.2
3. After careful examination of the entire matter, Government hereby expunge the
above said adverse remarks made in his ACR of Sri T.Panasa Reddy, formerly SDPO,
Srikakulam now Addl.SP & OSD, Narasampet Sub-division, Warangal District, for the period
from 1.4.2010 to 19.1.2011.
4. The Director General of Police, A.P., Hyderabad, is requested to take further follow up
action in the matter.
