Read the following: 1. From the Director General of Police, Andhra Pradesh, Hyderabad, Lr.No.B2/183/Bye-Elections/2011-12, dated 25.02.2012. 2. G.O.Rt.No.846, Finance (Expr.Home) Department, dated 12.03.2012. $ $ $ O R D E R: In the reference 1st read above, the Director General of Police, Andhra Pradesh, Hyderabad, has requested the Government to provide additional funds an amount of Rs. 11,38,77,000/- (Rupees Eleven Crores Thirty Eight Lakhs and Seventy Seven thousand only) in relaxation of Treasury Control Orders pending provision of funds in the Supplementary Estimates 2011-12, towards Bandobust arrangements in connection with the Bye-Elections to the (7) Assembly Constituencies in the State of Andhra Pradesh during March, 2012. 2. Government after careful examination of the proposal, and based on the BRO issued in the G.O. 2nd read above, hereby accord administrative sanction to the Director General of Police, Andhra Pradesh, Hyderabad, for an amount of Rs.8,00,00,000/- (Rupees Eight Crores only) as additional funds in relaxation of Treasury Control and Quarterly Regulation Orders pending provision of funds by way of obtaining Supplementary Grants at appropriation time during the current Financial Year 2011-12, towards Bandobust arrangements in connection with the Bye-Elections to the (7) Assembly Constituencies in the State of Andhra Pradesh during March, 2012. 3. The Director General of Police, Andhra Pradesh, Hyderabad, is permitted the following:- a) To draw the amounts on AC Bills, in relaxation of Article 99 of APFC Vol. I. b) To pay TA/DA at 1 1/3rd rate to the forces, who are engaged in the Election duty during the election period. c) To pay Addl. Duty Allowance of Rs. 200/- per head per day to the Home Guards, who are deployed for Election duty during the Election period in addition to the regular Duty Allowance, as a special case. d) To hire the vehicles of various types and to pay hire charges, batta charges as per G.O. Ms. No. 313, GA (Elections-B) Department dated 26-06-2009, or at any enhanced rates, that may be ordered by the Government during the year 2011-2012, besides providing POL for the hired vehicles. (P.T.O.)::2:: e) To pay Rs. 50/- per head per day towards food packets for the personnel deployed at Polling Stations and Counting Centres on polling day & counting day only. f) To hire miscellaneous items like Shamianas, Water Drums, Public Address System, Video Cameras etc. and to pay the hire charges prevailing in the markets after following the Codal provisions. g) To re-adjust the total provision (i.e. released by the Government under detailed/sub-detailed heads of account) by the Department as per the actual requirements that may be reported by the Unit Officers to meet the situation. h) To provide exemption on the ceiling limits of the Cell Phones/ Telephone usage by the officers engaged on Election Duty in the above five districts during the election period. 4. The expenditure sanctioned in para (2) above, shall be debited to the Head of Account indicated in the reference 2nd read above. 5. The Director General of Police, Andhra Pradesh, Hyderabad, shall take necessary action, accordingly. 6. This order issues with the concurrence of Finance ( Expr. Home) Department vide their U.O.No.2183/110/A1/Expr.Home/2012, dated 12.03.2012. 7. This order is available on internet and can be accessed at address http://www.ap.gov.in/goir.
