Police –Petition of Sri E. Kesava Rao, SI of Police, Visakhapatnam District, against the penalty
of PPI for two years with effect – Set aside - Orders – Issued.

ORDER:
In the reference 3rd read above, the Director General of Police, AP, Hyderabad, has
informed that Sri E. Kesava Rao, SI of Police, Visakhapatnam District was given a major charge
for the following delinquency:
“The SI has failed to register a case when a grave cognizable offence against a woman
was reported on 28-12-2007 at Komarada PS by the Victim i.e S. Manga D/o Laxmana
Rao (SC by caste). Subsequently, the victim along with others went to the PS and
requested the charged officer in the matter, but the charged officer failed to take any
action on the complaint. However, a case was registered by HC 682 of Komarada PS on
1-3-2008 as Cr.No. 7/2008 U/s 376 (2) (g) IPC r/w 114 IPC and Section 3 (i) (xii) SC/ST
(POA) Act 1989.”
2. The SDPO, Palakonda, Who was appointed as Enquiry Officer conducted the OE and
held that charge against the charged officer as proved. The Disciplinary authority i.e DIG of
Police, Visakhapatnam Range, has awarded the penalty of PPI for two years with cumulative
effect” on the charged officer, treating the period of suspension period from 3-3-2008 to 22-7-
2008 as not on duty, in his proceedings C.No.11/OE/PR/2008, dated; 22.3.2010.The appeal
petition of the charged officer was considered and rejected by the appellate authority i.e IG of
Police, North Coastal Zone, Hyderabad, in proceedings dated: 29.11.2010.
3. Aggrieved by the above orders, the individual has submitted a petition to the Government
in the reference 1st read above, requesting to set aside the penalty of PPI for two years with
cumulative effect.
4. Government, after careful examination of the matter, hereby set aside the punishment of
“PPI for two years with cumulative effect”, imposed on Sri E. Kesava Rao, SI of Police,
Visakhapatnam District.
5. The Director General of Police, Andhra Pradesh, Hyderabad, is requested to take necessary
action accordingly in the matter. The records received in the reference 3rd read above are
returned herewith, the receipt of which should be acknowledged.
