(a) the number of Waqf Boards that have started using the Central Waqf Portal for property data entry and
management and the manner in which the portal facilitates real-time, verified data entry through a structured three-
tier mechanism especially in Himachal Pradesh;
(b) whether the Government has provided any training or capacity-building support to officials for the effective
use of the Central Waqf Portal;
(c) if so, the number of Master Trainers trained and the outcomes of such training programmes; (d) whether the
Government has received any feedback from State Waqf Boards or stakeholders on the effectiveness of this
initiative; and
(e) if so, the details thereof especially from Maharashtra State and Palghar district?

(a) In accordance with Section 3(ka) of the Unified Waqf Management, Empowerment, Efficiency and
Development(UMEED) Act, 1995, the Ministry of Minority Affairs has developed and launched the UMEED
Central Portal-2025 on 06.06.2025. The Portal operates on a three-tier user architecture Maker, Checker, and
Approver to ensure real-time, verified data entry and maintain data integrity by preventing uploading of irrelevant
or incorrect details of existing auqaf. A detailed user manual outlining the manner for uploading details of existing
auqaf has been prepared, shared with all State/UT Waqf Boards, and uploaded on the Portal. Details of State/UT
Waqf Boards including Himachal Pradesh have commenced data entry on the UMEED Central Portal-2025 across
the country, the present statusis at Annexure-I.
(b)&(c) Ministry has provided extensive training and capacity-building support to ensure effective use of the
UMEED Central Portal-2025. Prior to its launch, two consultative meetings were held on 28.02.2025 & 08.05.2025
with representatives of State/UT Waqf Boards to demonstrate the prototype of developing portal and incorporate
their feedback. A two-day national-level workshop-cum-training program was organised on 26th–27th May 2025,
where 141 Master Trainers from across various States/UTs Waqf Boards were trained, and who will in turn train
the Mutawallis and District level Officers in uploading of relevant details of auqaf on the Portal. Video conferences
were also conducted on 02.05.2025, 25.06.2025, 03.07.2025 with State/UT Governments and Waqf Boards for
facilitating its smooth implementation. Officers and staff of the Ministry have also been undertaking field visits to
provide on-site support, resolve issues, and guide Boards in operating the UMEED Central Portal.
(d) & (e) Feedback and suggestions were received during the training sessions from State/UT Waqf Boards, based
on their local needs and requirements. Suggestions that align with the provisions of the Unified Waqf Management,
Empowerment, Efficiency and Development Act, 1995 have been incorporated into the Portal as the portal is a
statutory portal. After the launch of the Portal, a dedicated helpline has been set up to address grievances raised
by the Boards. About 107 Grievances have been received across the country including Maharashtra State as on
19.07.2025 and their resolutions have also been uploaded on the Portal to help other Boards to understand and
handle the portal functioning effectively. Out of 107 grievances 02 grievances have been received from
Maharashtra State.
