(a) whether the Government has launched the Unified Works Management Empowerment Efficiency and
Development (UMEED) portal for registration of wakf properties, if so, the details thereof;
(b) whether the Government has set any timeline for the various wakf boards across the country to register
their properties on the said portal;
(c) if so, the details thereof along with the response from the various wakf boards in this regard;
(d) the manner in which this portal will be beneficial for poor Muslims, widows and citizens in the country;
and
(e) whether the Government has any plan to open/establish modern school/college on the Wakf properties to
provide quality education in the country especially for minorities and if so, the details thereof?

(a) to (c) In accordance with Section 3(ka) of the Unified Waqf Management, Empowerment, Efficiency and
Development (UMEED) Act, 1995, the Ministry of Minority Affairs has developed and launched the UMEED
Central Portal-2025 on 06.06.2025. The Portal operates on a three-tier user architecture Maker, Checker, and
Approver to ensure real-time, verified data entry and maintain data integrity by preventing uploading of irrelevant
or incorrect details of existing auqaf. A detailed user manual outlining the manner for uploading details of existing
auqaf has been prepared, shared with all State/UT Waqf Boards, and uploaded on the Portal. As per Section 3B(1)
of the Act, 1995, all data pertaining to Waqf properties is mandated to be uploaded on the Central portal within a
period of six months from the commencement of the Act i.e. 08.04.2025. Details of present status of State/UT
Waqf Boards who have commenced data entry on the UMEED Central Portal-2025 is at Annexure-I.
(d) & (e) The UMEED Central Portal-2025 aims to enhance transparency and accountability in the management
of waqf properties by automating their entire lifecycle. This will ensure optimal utilization of waqf assets for the
welfare of poor Muslims, widows, and other beneficiaries, by preventing misuse and promoting efficient service
delivery.
Once the full potential of waqf properties is effectively utilized, it shall significantly contribute to the socio-
economic upliftment of marginalized communities, particularly the poor and women. Proper management and
strategic utilization of these assets can facilitate the establishment of vital public welfare institutions such as
hospitals, schools, colleges, and orphanages, thereby directly impacting the development and welfare landscape.
